#2 If the USNS Impeccable is operating illegally, then why not just sieze it instead of harassing it? And I hope the US has learned how to make the electronics and data stored completely useless given the Rivet-Joint incident a few years back, including microwaving the parts or incinerating them or whatever. The Chinese probably figure that since they got away with illegally harassing the Rivet-Joint into a controlled crash landing a few years back that they can do this all they want now. Some sort of moral loophole in the law. Until someone dies. Maybe.
