#5 Nah. High-performance Russian fighter jets. Lots of them. Don't bother with the "maintenance contracts", that's always a scam. Or trainers - if your slacker air force pilots can't train in the actual equipment, fire 'em and recruit new ones from your political cadre. Bolivarian fervour is a fine replacement for experience, talent, or skill!
