#1 This is what we should be doing with our own mafia as well. The idea that you allow crime to happen under the watchful authorities, so they can spend years to get the kingpin is and always was dumb. Once the distribution channels and the bad guys are coordinated, there is always someone else willing to step up to the top spot. Better to just stop the crime and disrupt the networks.

#3 If I wanted to get rid of the mafia I'd whack a few lower level Dons in such a way to start a gang war.

Either that or get a lot of info from your spies. Grab a Don, and then leak things your spy learned but give the captured guy credit. Doesn't matter if you don't have enough to prosecute him, he'll be dead when he hits the street.
