No, there are only 10 commandments in the Ten Commandments, and they apply very specifically to the individual's own behaviour, not about regulating others. The Sharia applies to all aspects of behaviour, and requires that they be imposed upon the entire world.

That's quite a gap to fill. The cut was (IIRC) a billion dollars, and the Iran/Qatar pledge is 1/10 of that.
