#1 Oh, my stars! Somehow they have avoided the strong central government and bureaucracy like the EU (good), and have instead chosen the flawed and unfair local authority like they have in the US (bad)! The poor brutes aren't able to be bossed around from their capital city, so they have to do it themselves, how tragic and chaotic! /sarcasm
