A lot of cultures have an expression equivalent to "you can't piss on my back and tell me it's raining". Telling people it's raining works for a while. Then the preference cascade kicks off and your previously docile citizens are in the streets. This is a sign that your "enlightened policies" ain't generally perceived as such.
