#1 Some one-hundred or so years ago, officers and NCOs used to be placed on "detached service" to go into hot-spots and potential problem areas. The idea was to observe weapons and tactics (as during the Spanish Civil War,) cultivate contacts, "make friends" and look for potential areas of support and possible basing/staging opportunities.

Pity that's been left aside.
