I don't mean to get off topic but I don't I think I will many chances to address this situation.

Why don't you illiterate's in the tribe use the $40 million and GET a education or fix infrastructure or better yet, a college education. This startling pdf report shows not only poverty and illiteracy of American Indians in the US but it shows that, pouring millions of federal dollars into the tribes in the US did virtually nothing, to increase from the poverty level compared to the American Indians south of the border. Reason number 1001 that just blindly pouring money without accountability, is counterproductive. Below are some excerpts from the pdf report. Some of statistics, although not surprising, but still very disappointing and shows a sad state of affairs compared to the wealth of this country.

"Throughout the United States, Native Americans tend to have higher poverty rates, higher unemployment rates, and lower quality housing than other groups, and although some border tribes fare better than others, this pattern also holds true for the approximately 80,000 tribal members living in the immediate
border region."


"nearly 92% of households are without sewer services and 87.5% are without running wate. In the 12 localities in Sonora where 70% or more of the population speak an indigenous language, illiteracy approaches 65%."

"Poverty leads to low health indicators in Indian Country. Native peoples in the U.S. have a 30% higher infant mortality rate than the population as a whole, and they are more likely to die from drug related causes.."

#6 Pardon me OT author, but the local tribes in my area are thriving far better now than when the BIA was their feed master. The former Secretary of the Interior James Watts was correct in pointing out that such dependence was the greatest demonstration of the failure of government socialism. Once they assisted in getting a Repulican governor elected who would sign gaming compacts the tribes next to the major cities and along the interstate are now bustling with construction of new housing, community and emergency support centers, offering generous scholarships, and taking care of their own. The one major tribe which has refused the casino route has been the Navajo and they continue to reside in their traditional poverty. [Of course, given the deep and traditional history of corruption of each succeeding administration of the Navajo, in this case it might be just gasoline thrown on a fire]. However the other tribes are demonstrating that given the opportunity, they too can discover not only the value of generated income, but the power and pleasures of Washington based lobbyists.

#7 not gonna happen: 70'X 25' wide (approx. from sketches I've seen) x building code assembly live loads (300 PSF) plus structure dead load (assume 50PSF) = pt load at cliff face of 612,500 lbs, and a moment of 21 million ft-lbs. Unlikely the sedimentary soils are anywhere close to a fraction of this, and pile driving, abutment building will bring in NEPA and visual impacts....believe me, I know this shit. The engineering's not that hard. The environmental impacts won't be allowed

The things that you mentioned are a good start. Better late than never. But, I am only concerned with literacy rates improving.

I want to know the percentate of kids/adults are graduating middle school, HS, average SAT score, go to 4-year college, etc. Electing a Republican Governor and building thriving apartment complexes does not improve literacy. If you disagree with me, then provide me the latest education stats, not your opinion.
