“Every state should be responsible for its own waste. We don’t want it dumped here.” says the article.

NYC doesn't want their waste dumped in New York but they don't mind it being a dumping ground for trashy, seedy, carpet-bagging-politicians.

#5 Since New York City pays for dumping it's waste in Alabama it was considered a money maker for the state of Alabama. Mo money in the state coffers, dontcha know.
