#2  A lot of people fall back on familiar terms of speech. I do it in my grant writing; I know it and I take care to edit and re-edit to find those terms and rub them out.

What matters here isn't that he's using the saying 'punching above their weight' so many times, it's that NO ONE ON HIS STAFF TOLD HIM.

Why not?

That's what I don't get. "Hey Boss, that's a phrase you use a lot, maybe we should try this one instead."

The man is supposed to have speechwriters, aides, staff, etc. There are people out there who LIVE for this stuff. They'd be happy to work in his administration.

It isn't a failure of a trite figure of speech. It's a failure of his White House.

New Black Panther: Bounty Hunters
Wonder if Durbin will call for a Senate Hearing concerning these bounty hunters?
Yesterday afternoon at a press conference Mikhail Muhummud and the New Black Panther Party circulated a "wanted dead or alive" poster for George Zimmerman for shooting to death a Florida teenager four weeks ago.

The new Black Panther Party offered a bounty of $10,000 Saturday for the "capture" of a Florida neighborhood watch captain who killed unarmed teen Trayvon Martin.

"An eye for an eye, a tooth for a tooth," leader Mikhail Muhammad said after announcing the reward for George Zimmerman at a protest in Sanford, Fla.

Muhammad called on 5,000 black men to mobilize and capture the neighborhood watch volunteer.

"If the government won't do the job, we'll do it," Muhammad said, leading chants that included "freedom or death" and "justice for Trayvon."

Muhammad said New Black Panther's chairman, Malik Zulu Shabaz of Washington, was taking donations from black entertainers and athletes.

#11  I was rather wondering about that, RJ.

Usually Hispanics are identified in the media as just that, and Hispanics are seen in progressive circles, academia, etc as part of the 'People of Color.' The thought is that they too have been discriminated against and so have a common agenda with blacks, asians, etc against 'the Other'.

This is so even as the Census Bureau asks about race and ethnicity separately, so that you do have 'white Hispanics' and 'black Hispanics' (I suppose one could be a 'white Pacific Islander' or a 'black Pacific Islander' if you fill in the little circles on the form in just a certain way).

Yet the NYT has gone out of its way to identify Mr. Zimmerman as a 'white Hispanic'. Is he (I take it) not a card-carrying member of the People of Color?

I have no clear idea what the facts are in the Trayvon Martin case, and I am content to wait for the authorities to release their exhaustive investigation to the public.

But it seems very shortsighted for the progressive community and the media (but I repeat myself) to try and split the People of Color at a time when Champ needs every vote he can get.

President Obama Asks Medvedev for 'Space' on Missile Defense
SEOUL, South Korea -- At the tail end of his 90 minute meeting with Russian President Dmitri Medvedev Monday, President Obama said that he would have "more flexibility" to deal with controversial issues such as missile defense, but incoming Russian President Vladimir Putin needs to give him "space."

The exchange was picked up by microphones as reporters were let into the room for remarks by the two leaders. The exchange:

President Obama: On all these issues, but particularly missile defense, this, this can be solved but it's important for him to give me space.
President Medvedev: Yeah, I understand. I understand your message about space. Space for you...
President Obama: This is my last election. After my election I have more flexibility.
President Medvedev: I understand. I will transmit this information to Vladimir.

When asked to explain what President Obama meant, deputy national security adviser for strategic communications Ben Rhodes told ABC News that there is room for the U.S. and Russia to reach an accommodation, but "there is a lot of rhetoric around this issue -- there always is -- in both countries.

A senior administration official tells ABC News: "this is a political year in which the Russians just had an election, we're about to have a presidential and congressional elections -- this is not the kind of year in which we're going to resolve incredibly complicated issue like this. So there's an advantage to pulling back and letting the technical experts work on this as the president has been saying."
And then in 2013 he can bow to Vlad and give away our national defense.

#4  As Frank G said this is a BFD. The President is telling the Russians that he will be more willing to do something after the American people have judged his actions and determined he was worthy of re-election. What is it he would do that he must defer until after that judgement?
Obviously it is something that would be detrimental to his prospects of re-election, and hence cannot be considered beneficial to those whom he serves.

Gunman in Afghan army uniform kills 2 NATO soldiers
A gunman wearing an Afghan army uniform killed two NATO troops in southern Helmand province on Monday.

In a statement, NATO's International Security Assistance force said, "The individual who opened fire was killed when coalition forces returned fire." It did not identify the two NATO soldiers or give their nationality.

The incident took place in Lashkar Gah and will be investigated by a joint Afghan-NATO team. The Lashkar Gah base is dominated by British forces and a NATO official said the two victims were British soldiers. Britain's Ministry of Defense said it was aware of the incident, but refused to release any more details or confirm whether the soldiers were British.
Did they catch the 'gunman' alive? Will the Afghans put him on trial? Will the Afghan government pay compensation to the families of the dead NATO troops?

#11  Yosemite Sam, I agree. I've become a believer in the J curve. Once a society makes a high enough GDP democracy and freedom generally follow. Try to force democracy and freedom in before the population is ready and you will be disappointed.

Should have creamed the Taliban, hunted Al Queda and put the Northern Alliance in power (with the old constitution as a fig leaf). Then made war on drug growers and Al Quesa for a year, then decide what to do but always keep a small footprint and avoid nationbuilding.

Having said that I think we will be happier knowing we tried before turning our backs ones third world nations sink into conflict.

President Nicolas Sarkozy announced in the immediate aftermath of 23-year-old Merah’s attacks and violent end, that France would take measures to stamp-out extremist proselytising in prisons.

“We cannot allow our prisons to become seed-beds for the indoctrination of ideologies of hate and terrorism,” the president said, demanding a “thorough reflection” on measures to control the threat.

But most experts who spoke on Friday said the young man had taken time in prison to radicalise himself, rather than falling victim to recruiters.
Who were nowhere to be seen in the prison, of course, other than the prison yard, the mess hall, the library, the commodes and the workshops...
Christian Etelin, a lawyer who represented the self-declared al-Qaeda follower during his earlier teenage career as a petty criminal, said after he was killed in a shoot-out with police that he had become radicalised in jail.

Merah, now 23, was jailed at 19 for a series of thefts and violent crimes and spent two years in jail. After his release he headed to Afghanistan and Pakistan where he claims to have received training from al-Qaeda.

“It was during his time in prison that he began to radicalise himself,” prosecutor Francois Molins told reporters this week.

And the head of France’s DCRI domestic intelligence agency, Bernard Squarcini told the daily Le Monde: “According to statements he made during the siege, he self-radicalised in prison, on his own.”
They're flonking the 'lone wolf' theory pretty hard. Makes you wonder why...
While most experts accept that violent extremist groups do recruit in jails, they said a very small proportion of the young men of Muslim background exposed to extremist propaganda end up joining jihadist groups.
So small a proportion it can't be measured...
“Very few really fall into this,” said Louis Caprioli, a former senior interior ministry official charged with anti-terror and counter-espionage.

“Most of these young guys, when they come out of jail, want to go out with girls, steal BMWs and Mercedes, sell heroin for money,” he said. “They go back to the sensual pleasures of their former lives.
That's not incompatible with being a jihadi hard boy...
“Only the fringe of the fringe, like Mohamed Merah, follow the logic through to its conclusion,” he argued.

While lawyer Dominique Many said that Muslims who had travelled to Pakistan or Afghanistan were admired in prison as “resistance fighters”, other experts played down their long-term influence on less hardened recruits.

Farhad Khosrokhavar, director the EHESS social sciences school, said another strand of Islamic thought, “hyper fundamentalism”, was growing in prisons. Adherents to this ideal close in on themselves and dedicate much time to Islamic studies and prayer, but are not generally violent.

In September 2008, the French interior ministry estimated that only “just over 100” detainees among a national prison population of 63,000 inmates were undergoing a process of radicalisation.
And who knows how many of that hundred are gathering guns right now? And of the 62,900 other inmates, how many times the authorities have been wrong? Like I said, couldn't possibly be measured...
French authorities do not keep records of a citizen’s religious leanings but, based on the number of prisoners who refuse to eat pork, estimate the proportion of Muslim detainees at between 30 and 40 per cent.
Out of a population that is 5 to 8 percent Muslim...
Celine Verzeletti of the CGT union, which represents prison officers, said: “A few years ago we warned of the need for vigilance, but I have the impression that radicalisation is less common today.”

Verzeletti said more “Muslim chaplains” were being allowed to work in jails, helping prisoners who want to live a mainstream religious life.”
And we all know what a 'mainstream religious life' is in Islam...
“Where there’s a chaplain, there’s no ‘self-declared imam’,” explained Moulay El Hassan El Alaoui Talibi, head of the Muslim chaplains in French jails.

“The chaplain is the benchmark. If there’s none, there’s a risk.”The number of Muslim clerics working in jails has tripled since 2006 to around 150, he said.

Abdelhak Eddouk, who works with Muslim prisoners in Fleury-Merogis jail outside Paris, agreed, explaining that chaplains can quickly respond to and defuse through argument the development of dangerous ideas.

Al-Qaeda in Maghreb 'threatens Germany over hostage'
A video purported to be from al-Qaeda's North African affiliate has demanded that Germany free a woman jailed on terror charges in return for a German hostage it says it is holding. Al-Qaeda in the Islamic Maghreb's video was obtained by a Mauritanian news agency.

In the video, the hostage says his life is at risk if the woman is not freed.

Edgar Fritz Raupach, an engineer, was kidnapped by gunmen near the northern Nigerian city of Kano two months ago.

"We inform you that that your compatriot Edgar Fritz Raupach is a prisoner of the fighters of al-Qaeda in the Islamic Maghreb," the video said.

The group said it is seeking the release of Umm Seifullah al-Ansari, or Filiz Gelowicz, a Turkish-born woman jailed a year ago in Germany for aiding terrorism.

Her husband, German national Fritz Gelowicz, a convert to Islam, was among four Islamists imprisoned in March 2010 for plotting to attack US facilities in Germany. At the time, the judge said the men, known as the "Sauerland group", had dreamed of "mounting a second 11 September 2001".

The statement claimed the Filiz Gelowicz was suffering "inhumane treatment" in a German prison.
That can't be; everyone knows the Euro prisons are models of compassion. Though we could arrange for Filiz to be transferred to a Turkish prison if you prefer...
Correspondents say the private Mauritanian news agency which sourced the video, ANI, frequently publishes statements by al-Qaeda in the Islamic Maghreb.

The group, led by Abdel Moussab Abdelwadoud, has kidnapped Europeans in the past.

Report: Israeli Soldiers Scour Iran For Nukes
Israel using permanent base in northern Iraq to launch intelligence missions in Iran in search of nuclear evidence, Western intelligence sources say

Israel is using a permanent base in Iraqi Kurdistan to launch cross-border intelligence missions in an attempt to find "smoking gun" evidence that Iran is building a nuclear warhead, the Sunday Times reported Sunday.
 
According to Western intelligence sources, Israel has used sensitive equipment during its covert operations to monitor the radioactivity and magnitude of explosives tests. It was also reported that Israeli special forces used Black Hawk helicopters to carry commandos disguised as members of the Iranian military and using Iranian military vehicles.
 
The sources said that Israel had been conducting intelligence missions in the area for several years. In recent months efforts aimed at the Parchin military complex near Tehran to which the ineffective International Atomic Energy Agency (IAEA) has been denied access, have intensified.
 
According to the sources, operations are also aimed at Fordow near the city of Qom where Iran is working on high-level enrichment.
 
"We've detected clean-up efforts recently in Parchin which might indicate that the Iranians are trying to hide evidence of warhead tests in preparation for a possible IAEA visit," said a western source.

Report: Hezbollah, Hamas Helping Iran To Expand In Yemen
Washington believes that Hezbullies and Hamas, always the voice of sweet reason, are helping their backers in Iran to expand its influence in Yemen at the expense of Yemen's Gulf neighbors, the US envoy to Sanaa was quoted as saying on Sunday.

The pan-Arab daily al-Hayat cited Gerald Feierstein, in an interview in London, as accusing Hezbullies and Hamas of helping their backers in Shi'ite Iran at the expense of the Gulf Cooperation Council (GCC), a bloc in which Sunni-led oil giant Soddy Arabia's influence is dominant.

Iran is working with Shi'ite Mohammedan rebels in northern Yemen and secessionists in the country's south to expand its influence, Feierstein said.

Two suspects killed in 'encounter'
[Dawn] LAHORE: Two alleged criminals were killed in a suspected police encounter near Mian Plaza in Johar Town early on Saturday.

Witnesses said blindfolded suspects were shot in, what appeared to be a planned encounter, but police claimed the suspects were killed after they violated a police signal to stop and fired at police.

Johar Town police claimed three robbers snatched a car from Fawad in Sabzazar on last Friday evening and later deprived a couple of cash and jewellery in Green Town police limits at around 1.30am on Saturday.

At the time of the second incident, robbers were five and they used the snatched car.

Police cordoned off the areas of Township, Green Town, Johar Town and Sattokatla after receiving an emergency call by the couple.

A police team at a picket on Johar Town Main Boulevard signaled a car to stop at around 2am near Ashiq Chowk, but the car occupiers tried to escape while opening fire on the police.

A shootout took place between two sides in which two suspects were killed instantly. The three other suspects beat feet on foot while exchanging fire with the police. Police said its personnel remained safe in the shooting. The victims suffered bullets to their chests and faces.

Police seized the car, weapons, some jewellery and a cell phone from the spot.

Saddar SP (Operations) Shoaib Khurram said the suspects were wanted by the police of Lahore, Okara, Narowal and Sheikhupura in at least 100 cases of dacoity, robbery, street crime and police encounters.

Afghanistan shooting victims 'paid thousands' in compensation
[Dawn] Relatives of 17 people rubbed out in a rampage by a US soldier in southern Afghanistan have been paid tens of thousands of dollars in compensation, a tribal chief and government officials said Sunday.

The money -- provided by the US military -- was handed over at a private ceremony at the Kandahar provincial governor's office, they said.

"The elders called me and said they were paid $50,000 per person for the dead and $11,000 for the injured per person," Haji Agha Lalai, a tribal chief and a member of the Kandahar provincial council, told AFP.

The killings -- mostly of women and kiddies -- in Panjwai district are thought to be the deadliest crime by a US soldier during the decade-long conflict and have tested Washington and Kabul's already tense relationship to the limit.

The US is keen to draw a line under the massacre earlier this month as far as it can and the sums -- around $900,000 in total -- amount to a fortune in rural Afghanistan.

The payments on Saturday came a day after Staff Sergeant Robert Bales, 38, of the US 2nd Battalion, 3rd Infantry Regiment, was formally accused of 17 premeditated murders for the killings -- charges that could carry the death penalty.

Missiles recovered in Bajaur
[Dawn] The security forces recovered missiles and rockets during a search operation in Mamond tehsil of Bajaur Agency, aka Turban Central on Saturday.

An official told journalists that unidentified beturbanned goons had planted nine missiles and two rockets in Badiasia area of Mamond to
attack an unspecified target.

He said that security forces moved to the area after receiving information from the local people about the presence of nine missiles and two rockets there. The security forces cordoned off the area and defused the missiles and rockets.

"The missiles and rockets were planted to target Khar town. It could have caused huge destruction if the same were not safely defused," the official claimed.

He said that security forces also recovered arms of different bores during the search operation.

Chavez Flies to Cuba for More Treatment

[An Nahar] Venezuelan His Excellency President-for-Life, Caudillo of the Bolivarians Hugo Chavez flew back to Cuba late Saturday for more radiation treatment after his latest cancer surgery.

Surrounded by military guards of honor, the Venezuelan supremo boarded a Havana-bound plane at Maiquetia International Airport at about 9:15 pm local time (0145 GMT Sunday).

Earlier in the day, Chavez said in a message broadcast on radio and television that he was planning to start radiation therapy in Havana on Sunday, adding that his treatment was expected to continue "four or five weeks."

The news came with Chavez already campaigning for re-election later this year.

Chavez, 57, underwent surgery in Havana on February 26 to remove a cancerous tumor around the pelvis, the same area from where a first tumor was extracted in June last year.

Officials in Caracas have never specified what type of cancer the president is suffering from, but they have denied the disease has spread to other organs.

[An Nahar] The Moslem Brüderbund, the main Islamist force that emerged after the Arab Spring, is plotting to take over Gulf states, Dubai's police chief said in remarks reported on Sunday.

Lieutenant General Dahi Khalfan said he had his reasons to claim that the "Brotherhood was plotting to change the regimes in the Gulf," in an interview published in the Kuwaiti daily al-Qabas.

"My sources say the next step is to make Gulf governments (their ruling families) figurehead bodies only without actual ruling. The start will be in Kuwait in 2013 and in other Gulf states in 2016," he said.

Busher NPP produces 700 MW power
Azerbaijan, Baku -- The head of Iran's Atomic Energy Organization Fereidoon Abbasi said that the output of Busher nuclear power plant reached to 700 MW, Fars News Agency reported.

"Today, Bushehr NPP works by its 75 percent capacity," he said.

The nuclear capacity at Bushehr power plant is planned to be increased up to 1000 MW, its final capacity.

The Bushehr Nuclear Power Plant was officially launched on September 12 and started by generating electricity at 40 percent of its capacity. The 1,000-megawatt plant, located southeast of the city of Bushehr along the Persian Gulf, had been already connected to the country's national power grid with the power of 60 MW on September 3, 2011.

It reached the capacity of 190 MW on last September 27 , and a day later it improved its capacity to 300 MW. The plant gained 50 percent of its nominal power on October 7 as it reached the capacity of 420 MW.

Initial construction of the facility began in 1975 by German companies, but the work was stopped following the 1979 Islamic Revolution. In 1995, Iran and Russia reached an agreement to complete the project. But power generation was delayed several times due to a number of technical and financial problems.

The case of JuD
[Dawn] THERE is substantive evidence to suggest that Jamaat-ud-Dawa
...the front organization of Lashkar-e-Taiba...
(JuD) is gaining ground in Pakistain. Irrespective of the causes, the rise of the group from within a relatively smaller religious sect and its ability to create an immense impact both on public and policy discourse in Pakistain is considered by its associates as a great 'triumph'.

Having conceived its objectives in a narrow sectarian and anti-democratic perspective, the JuD is now struggling to adjust itself as an important player in the country's religious-political landscape.

During the last one decade or so, it has launched and led many mass movements: a campaign against the Prophet's (PTUI!) images by a Danish cartoonist; countrywide protests against the Iraq war; Tehrik Hurmat-e-Rasool (in reaction to the desecration of the Koran in Guantanamo some years ago); a movement against the women's protection bill; and the pro-Soddy Arabia campaign in the context of Riyadh's role following the unrest in Bahrain. The group is now among the leading members of the Difaa-e-Pakistain Council (DPC).

Once the Jamaat-e-Islami
...The Islamic Society, founded in 1941 in Lahore by Maulana Sayyid Abul Ala Maududi, aka The Great Apostosizer. The Jamaat opposed the independence of Bangladesh but has operated an independent branch there since 1975. It close ties with international Mohammedan groups such as the Moslem Brotherhood. The Jamaat's objectives are the establishment of a pure Islamic state, governed by Sharia law. It is distinguished by its xenophobia, and its opposition to Westernization, capitalism, socialism, secularism, and liberalist social mores...
(JI) had the ability to mobilise the immense mass movements and its participation in any religious and political agitation was considered the key to success but now the JuD has taken over the role. One reason could be that the JuD has built its organizational structure on the pattern of the JI. Also, the top leadership of the group has served in the JI. Is it a sign of transformation of a hard-core thug organization into a mainstream religious political party? Is the JuD following a pattern similar to that of Hezbullies and Hamas, always the voice of sweet reason,?

It can be discerned from the recent history of radical and thug organizations that when the infrastructure of one among such organizations expanded on a large scale, the group's stakes grew in the same system it had been opposing previously.

Contrary to this, thug groups that failed to develop their organizational infrastructure were subjected to divisions and became more violent. The JuD has succeeded over time in diversifying its infrastructure and resources, employing the strategy of social delivery programmes and exploiting contemporary religious and political issues.

At the same time, despite internal and external pressures, it has succeeded in keeping its thug network the Lashkar-e-Taiba
...the Army of the Pure, an Ahl-e-Hadith terror organization founded by Hafiz Saeed. LeT masquerades behind the Jamaat-ud-Dawa facade within Pakistain and periodically blows things up and kills people in India. Despite the fact that it is banned, always an interesting concept in Pakistain, the organization remains an blatant tool and perhaps an arm of the ISI...
(LeT) intact. Many thug groups in Pakistain, contemporaries of the JuD, could not diversify their ideological and physical resources and ultimately faced erosion within their organizational structures. Their breakaway factions got involved in terrorism inside the country, which forced them to limit their links with them and remain underground.

Nevertheless, the JuD is on the surface and owns a solid and stretched-out infrastructure inside Pakistain which includes more than 300 offices, mosques and madressahs. The group has set up many commercial ventures including more than 400 English-medium schools, colleges, transportation companies, residential projects and media groups and has acquired farmland on a large scale.

Its charity wing has one of the biggest fleet of ambulances in the country, seven hospitals and more than 200 health centres.

The group has the second largest charity network in Pakistain after Maymar Trust, formally known as Al-Rashid Trust. This means that the JuD cannot afford any confrontation with the state that could force it to abandon its activities in the country.

In the beginning, the JuD's ideological discourse was built on an extremely narrow sectarian agenda of spreading hatred against the Shia and Barelvi communities, as reflected in its earlier publications. But after 9/11, it adopted a reconciliatory approach and invited opposing sects to its platform to 'wage a joint struggle for a common cause'.

The approach worked and not only the JuD but the Ahle Hadith school of thought too gained ground in public and religious discourses. The JuD even struck roots in the Hindu-dominated districts of Sindh, where more numbers among the local population were seen to embrace Islam.

It must be a good feeling among JuD's brothers in Soddy Arabia and other Gulf states that the thug group has had a significant impact on Pakistain where these countries had been spending enormous resources on promoting their orthodox school of thought for decades, but had failed to attract the Sunni majority.Is JuD's active participation in political rallies and membership of an alliance of political parties and individuals a sign that the group has ambitions to move towards electoral politics? Though their rejection of democracy was one of the prime objectives behind the establishment of the JuD, the group leadership appears to have changed tack.

It seems that the group has the willingness to participate in electoral politics but is concerned about the absence of an electoral support base. Nevertheless, JuD members had contested local bodies elections in their individual capacity and supported different candidates in previous general elections. The JuD's taking part in electoral politics would be an interesting phenomenon for political scientists to see how a thug group had completed its lifecycle in Pakistain.

The JuD still believes in achieving its goal through the use of violence but it is becoming extremely cautious in its sociopolitical rhetoric. Although it has not yet abandoned ties with Lashkar-e-Taiba (LeT) it avoids admitting its links with it at a public level.

It may not be because of any fear of public reaction but mainly to avoid external pressure. There is a dissident voice also in the organization that this indifferent policy towards LeT could lead towards complete detachment from it.

The assessment of JuD's probable political transformation is only relevant if the group is considered as an independent entity with no links to and patronisation from any quarter of the establishment.

Certainly, establishments use non-state actors for their legitimate and illegitimate purposes, but non-state actors gradually become independent and it becomes difficult for the establishments to control them as it happened in the case of many thug
organizations in Pakistain which were created in Afghanistan and Kashmire but later turned against the state.

For instance, Ilyas Kashmiri, once an asset, rebelled and dealt a blow to the security forces. He was considered the criminal mastermind behind some major attacks on security forces in Pakistain.

Pakistani Taliban training Frenchmen
[Dawn] Dozens of French Mohammedans are training with the Taliban in north-western Pakistain, raising fears of future attacks following the shooting deaths of seven people in southern La Belle France allegedly by a man who spent time in the region, Pak intelligence officials say.

Authorities are investigating whether Mohamed Merah, the Frenchie of Algerian descent who is suspected of killing three Jewish schoolchildren, a rabbi and three French paratroopers in Toulouse this month, was among the training group, the officials said on Saturday.

Merah was killed in a dramatic shootout with police Thursday after a 32-hour standoff at his Toulouse apartment. The 23-year-old former auto body worker travelled twice to Afghanistan in 2010 and to Pakistain in 2011, and said he trained with al-Qaeda in the Pak thug stronghold of Wazoo.

Approximately 85 Frenchies have been training with the Pak Taliban in the North Waziristan tribal area for the past three years, according to the intelligence officials, who spoke on condition of anonymity because they were not authorized to talk to the media. Most of the men have dual nationality with La Belle France and North African countries.

The Frenchies operate under the name Jihad-e-Islami and are being trained to use explosives and other weapons at camps near the town of Miranshah

A senior French official close to the investigation into the shootings told The News Agency that Dare Not be Named on Friday that despite Merah's claims of al Qaeda links, there was no sign he had "trained or been in contact with organized groups or jihadists."

A thug commander, Ahmed Marwat, claimed in a phone call with the AP on Saturday that Merah was affiliated with the Pak Taliban in Waziristan, but provided no details.

The claim could not be independently verified.

The Pak Taliban, which is closely allied with al Qaeda, has carried out hundreds of attacks in Pakistain over the past several years that have killed thousands of people.

Taliban leaders say they want to oust the US-backed government and install a hard-line Islamist regime. They also have international jihadi ambitions and trained the Pak-American who tried to detonate a car boom in New York City's Times Square in 2010.

The main sanctuary for the Pak Taliban is the restive tribal region along the Afghan border, especially North and South Waziristan. Despite a large military offensive in South Waziristan in 2009, the government has very little control over the area.

Western officials have been concerned for years about Mohammedan cut-throats with European citizenship visiting north-western Pakistain, possibly training for missions that could include terror attacks in Europe where they would act as "lone wolves" or on the orders of others. In 2010 alone, dozens were believed to be there.

Merah told police during the standoff that he was trained "by a single person" when he was in Waziristan, not in a training center, so as not to be singled out because he spoke French," the director of the DCRI intelligence service, Bernard Squarcini, told the Le Monde newspaper.

Merah was questioned by French intelligence officers last November after his second trip to Afghanistan, and was cooperative and provided a USB key with tourist-like photos of his trip, the French official close to the investigation told the AP.

While he was under surveillance last year, Merah was never seen contacting any gunnies and went to nightclubs, not mosques, the official said. People who knew him confirmed that he was at a nightclub in recent weeks.

Merah told negotiators during the police standoff that he was able to buy a large arsenal of weapons thanks to years of petty theft, the official said.

French prosecutors said Merah filmed himself carrying out the three shooting attacks in Toulouse that began March 11.

Al-shabab kills 2, wounds another in Mogadishu
[Shabelle] One person was killed and another maimed after Al-shabab fighters opened fire on youths at an entertainment centre where they were playing video games in Mogadishu's Bondere and Wardigley districts, witnesses said.

The Saturday night incident happened after three Al-shabab gunnies armed with pistols attacked the youths, killing a young boy named Mohammed, injuring his accompanying person, according to eyewitnesses.

Reports say the attackers immediately decamped the scene of the fatal incident. The motive of the gunnies are yet to be established, but locals expressed concern

Color me surprised. Is this just a cynical tack to the center or does Champ actually get it that sometimes socialist thuggery doesn't work?
After squinting through binoculars into a nation frozen in time, US President Barack Obama reeled off a contempt-laden and startlingly frank indictment of North Korea. The Stalinist remnant of the Cold War was, in Obama's eyes, nothing but a nation which cannot make "anything of any use", "doesn't work", and even its vaunted weapons exports were hardly state of the art.

"It is like you are in a time warp," Obama said Sunday, after he toured a rocky border post in the demilitarised buffer zone that has split the Korean peninsular for longer than he has been alive.

"It is like you are looking across 50 years into a country that has missed 40 years or 50 years of progress," Obama marvelled later, after taking a helicopter back to teeming, prosperous Seoul, just 25 miles (40 kilometres) away.

Obama, who is locked in his first showdown with the North's new leader Kim Jong-Un over a planned rocket launch, stood behind a bullet proof screen four inches thick and surveyed rocky hills and wooded slopes in North Korea. He gazed over a windswept no man's land between the two nations, split by a brutal Cold War conflict six decades ago, after his armoured SUV took a road through a minefield and tank traps.

Then he turned to his left, and looked out across bare fields to a huge North Korean flag -- flying at half-mast to remember late leader Kim Jong-Il, who died in December leaving his youthful and untested son in charge. Behind the flag were simple low military buildings, and in the distance a town could just be picked out in the haze, but there was no sign of North Koreans who live hungry, isolated and cut off from the 21st Century.

Wearing a brown leather jacket and beige slacks, Obama stood in an open bunker and chatted with senior US and South Korean officers, just as Ronald Reagan, Bill Clinton and George W. Bush did on trips during their presidencies.

Later, Obama shared his observations with reporters as he held a joint press conference with South Korea's President Lee Myung-Bak, on the eve of a major nuclear summit in Seoul. And he seemed unable to process the logic of three generations of leaders who had kept their people imprisoned, impoverished and in thrall to successive personality cults.

"If a country can't feed its people effectively, if it can't make anything of any use to anybody, if it has no exports other than weapons and even those aren't ones that in any way would be considered state of the art.

"If it can't deliver on any indicators of well-being... for its people... then you'd think you'd want to try something different," Obama said in a highly undiplomatic and unusually frank public appearance.

"There are certain things that just don't work and what they are doing doesn't work."

"Let the tribal people decide about their future and the political parties shall refrain from imposing their own manifesto on them," he insisted. He made it clear that majority of the rustics would not accept any decision, which was taken outside Fata.

The gathering was also addressed by former MNA from Bajaur Sahibzada Haroon Rashid, Zar Noor Afridi and Abdur Rauf Shinwari. They criticised Fata parliamentarians for what they called selling of their votes in the March 2 Senate elections.

"Fata parliamentarians have converted politics into a shameful business. They openly put their votes for auction to the shame of all egoistic rustics," they alleged.

They said that more than 2.5 million tribal people had been displaced owing to military operations in different parts of Fata while militancy had badly affected the health, education and economy of the region.

They called for an immediate halt to the military operations and an honourable return of all internally displaced families to their respective areas.

Afghans: US paid $50,000 per shooting spree death
KANDAHAR, Afghanistan (AP) - The United States has paid $50,000 in compensation for each Afghan killed in the shooting spree attributed to a U.S. soldier in southern Afghanistan, an Afghan official and a community elder said Sunday.

The families of the dead received the money Saturday at the governor's office, said Kandahar provincial council member Agha Lalai. Each wounded person received $11,000, Lalai said. Community elder Jan Agha confirmed the same figures. They were told that the money came from U.S. President Barack Obama, Lalai said.

A U.S. official confirmed that compensation had been paid but declined to discuss exact amounts, saying only that it reflected the devastating nature of the incident. The official spoke anonymously because of the sensitive nature of the subject.

A spokesman for NATO and U.S. forces declined to confirm or deny the payments, saying that while coalition members often make compensation payments, they are usually kept private.

"As the settlement of claims is in most cases a sensitive topic for those who have suffered loss, it is usually a matter of agreement that the terms of the settlement remain confidential," Lt. Col. Jimmie Cummings said.

Staff Sgt. Robert Bales is accused of sneaking out of his base before dawn on March 11 then creeping into houses in two nearby villages and opening fire on sleeping families within.

It was not immediately clear how much money had been paid out in all. Afghan officials and villagers have counted 16 dead - 12 in the village of Balandi and four in neighboring Alkozai - and six wounded. The U.S. military has charged Bales with 17 murders without explaining the discrepancy.

Of course, as usual the weather experts had all those typical explanations to offer, sighting high pressure there that generated dust and cold winds here and all that.

But the truth lies somewhere else. It was HAARP! Officials: Pakistani Taliban Training Frenchmen
Dozens of French Mohammedans are training with the Taliban in northwestern Pakistain, raising fears of future attacks following the shooting deaths of seven people in southern La Belle France allegedly by a man who spent time in the region, Pak intelligence officials said Saturday.
 
Authorities are investigating whether Mohamed Merah, the Frenchie of Algerian descent who is suspected of killing three Jewish schoolchildren, a rabbi and three French paratroopers in Toulouse this month, was among the training group, the officials said.

Opposition to put up united front for debate on US ties
[Dawn] In a significant development, major opposition parties announced on Saturday that they would adopt a 'unified stance' at the joint sitting of parliament which is deliberating on new terms of engagement with the United States.

They asked the government to finalise through 'consensus' fresh guidelines for Pakistain's relationship with the US and warned it against using parliament only to "endorse its premeditated actions".

The much-awaited report of the all-party PCNS, presented by its chairman Senator Raza Rabbani during a joint sitting of the National Assembly and Senate on March 20, called upon the United States to "review its footprint" in Pakistain. It included calls for US and NATO forces in Afghanistan to pay charges for the transit of their supplies via Pakistain, an "unconditional" US apology for a deadly attack on Pak border posts in November and a halt to drone attacks in the country's tribal areas.

The presentation of the report set off speculations about whether the recommendations could be adopted unanimously as had happened on some domestic issues in the past.

Talking to news hounds after the meeting, Chaudhry Nisar said all opposition parties had decided to adopt a unified stance at the joint sitting of parliament and a strategy would be thrashed out at another meeting before start of Monday's session.

"We will go to the session with an open mind, but will not allow the government or any of its officials to hijack (parliament)," he said, adding that the opposition was ready to cooperate with the government in "the larger national interest" if it wanted to seek guidance from parliament "in the real sense". Soon after presentation of the PCNS report in parliament, opposition parties criticised it and warned that they would not allow the government to get it approved in the same form. Chaudhry Nisar went to the extent of describing the report as a 'weak' document, although it carried the signatures of his own party representatives -- Ishaq Dar and Sardar Mahtab Ahmed Khan -- and members of other opposition parties.

In what appeared to be a face-saving move, the opposition members have now started using the term "working paper" for PCNS proposals.

Asked why opposition members, including Maulana Fazlur Rehman and Aftab Sherpao, had put their signatures on the PCNS report if they had any reservations, Chaudhry Nisar said parliamentary committees could not be a substitute for parliament itself.

Two dead, 270 families flee terrorist feud in the Philippines
Fighting between rival armed terrorist insurgent groups left two dead and sent around 270 families fleeing from their homes in the southern Philippines, a military spokesman said Sunday. Eight houses were also burned as members of the main Muslim rebel group, the Moro Islamic Liberation Front (MILF) battled fighters from the older Moro National Liberation Front (MNLF), said Colonel Prudencio Asto.

He added that after a week of sporadic gunfire, MILF fighters attacked members of the MNLF in the agricultural town of Carmen on the island of Mindanao on Saturday, leaving one dead on each side.

MILF spokesman Von al-Haq said the fight was triggered by a personal feud between an MILF leader called Commander Karim and an MNLF leader called Commander Teo and that it was not a wider war between the two groups. He said, "They (the fighters) are alleging that Commander Teo is the mastermind of the killing of the wife of Commander Karim about three weeks ago."

There are about 400 MILF fighters and 300 MNLF members known to be operating in the farming village where the fighting erupted.

Al-shabab leaders meet in southwestern Somalia town
(Sh. M. Network)-- Top Al-shabab leaders have had a meeting with some elders in Southwestern Somali town Dinsor in Bay region, asking for help,reports said on wednesday.

As sources in Dinsor district have confirmed Shabelle Radio, that key members from Al-shabab, including foreign officers from Al-qaeda and local elders who were forced to attend that meeting by Al-shabaab have had the meeting in the town.

The forced elders who attended the meeting came from the regions of Bay, Bakool and Gedo. Some of these elders who spoke Shabelle, told that the meeting was being discussed how Al-shabaab can retake the control of the captured areas by the TFG forces backed by Ethiopian troops.

The Al-shabab officers have forced the elders to bring each clan its young boys to be recruited by Al-shabab, in a bid to fight against the TFG and countries who invaded the country, as they put it.

It is reported that, the officers who took part the meeting were the leaders of the regional administrations of Al-shabab of Bay, Bakool and Gedo regions, while some reports indicate that the leader of Al-shabab Sheikh Muktar Abdirahman known as Zubeyr has also participated the meeting.

However,

Lawyer father, son shot dead in 'sectarian' attack
[Dawn] A former president of the Malir Bar Association and his young lawyer son were rubbed out a few yards from their Malir home on Saturday in what appeared to the Sherlocks and different organizations as part of the recent spate of killing of professionals on sectarian grounds.

They added that the suspected gunnies on a cycle of violence sped away after the shooting that sowed fear and panic in the area.

"There is a petrol station in the area and the killings took place close to it," said Inspector Sarfaraz Kakazi, the SHO of the Malir City cop shoppe.

"It appears that the two gunnies on a motorbike were waiting for their target and as the rickshaw slowed down over a speed bump, they ambushed the victims."

The rickshaw driver, he said, remained unhurt but was so traumatised that he took almost an hour to regain his senses and share the details. The victims were the residents of the same area and travelled by their own car, but due to some mechanical fault in the car, they hired a rickshaw on Saturday morning to reach the Malir courts, he added.

"We have collected nearly half a dozen spent bullet casings of a 9mm pistol," said Inspector Kakazi. "The victims were hit in the faces, chests and the upper torsos. The bodies were handed over to the family after medico-legal formalities at the Jinnah Postgraduate Medical Centre."

Known as 'the father of the Malir Bar Association', Mr Jaffery was its founding president in 1994 and remained in that post till 1999. He was said to be affiliated with the ruling Pakistain People's Party. He had been in the legal profession for the past 40 years and was a high court lawyer. His young son was unmarried and had enrolled as a lawyer only two years ago. The father of three sons and two daughters, Mr Jaffery originally hailed from Dadu district.

Two gunned down in southern Thailand
An assistant village leader in Narathiwat province and a defense volunteer in Pattani province were killed yesterday in drive-by terrorist shootings.

Adisak Taye, 53, from Tha Ruea village, was gunned down by a terrorist man on the back of a motorcycle in Rueso district while he was riding home on a scooter. The terrorists attackers, who are thought to be members of an terrorist insurgent group, took a 9 mm handgun from the victim.

In Pattani, defense volunteer Ahamat Duero, 49, was gunned down after returning from an intelligence mission and meeting other village defense volunteers in Khok Pho district.

Meanwhile, the army is handing out relief supplies and talking to local residents in a bid to stop them supporting terrorist separatist groups. Officers from the navy corps visited villagers in Bacho district to hear their problems and provide them with medical assistance and supplies.

The village was once classified a red zone where terrorists militants were believed to hide out, and the government hopes this latest idea while help lessen the terrorists' insurgents' influence.

[Dawn] Kazakhstan has called the playing of a spoof of its national anthem at an international sporting event "a scandal" and demanded an investigation of the incident.

Maria Dmitrienko won a gold medal for Kazakhstan on Thursday at the Arab Shooting Championships in Kuwait, but during the award ceremony the public address system broadcast the spoof anthem from the 2006 movie "Borat," which offended many Kazakhs by portraying the country as backward and degenerate.

"Sheikh Salman personally apologised to us. He recognised that the use of the music from the scandalous film in place of the anthem of Kazakhstan was completely a mistake of the organisers. He explained that the awards ceremony was conducted by a firm under contract," Stavitskaya said.

The Kazakh news agency Tengri quoted team Coach Anvar Yunusmetov as saying tournament organisers had downloaded various countries' national anthems from the Internet.

Obama Warns N. Korea not to Launch Rocket, Visits 'Freedom's Frontier'

warned North Korea Sunday that its "bad behavior" would be thwarted and the country would only deepen its isolation if it carried out a planned rocket launch.

"North Korea will achieve nothing by threats or by provocations," Obama said in a joint news conference with South Korean President Lee Myung-Bak on the eve of a nuclear security summit in Seoul.

Obama vowed to thwart North Korea's "bad behavior" and "pattern of provocation."

Lee also said he and Obama agreed that the long-range rocket launch planned for next month would be "a provocative action that threatens global peace and is against U.N. resolutions.

"President B.O. and I have agreed to respond sternly to any provocations and threats by the North and to continually enhance the firm South Korea-U.S. defense readiness," Lee said.

The North has announced it will fire the rocket to put a satellite into orbit between April 12-16 to mark the 100th anniversary of the birth of founding president Kim Il-Sung.

Washington and Seoul say the launch would be a disguised missile test which would breach U.N. Security Council Resolution 1874 banning any ballistic missile tests by the communist state.

The U.S. says a launch would also breach a bilateral deal reached just last month, offering U.S. food aid in return for a partial nuclear freeze and a missile test moratorium.

But the North has insisted it has a right to launch a satellite for what it says are peaceful purposes.

South Korea's defense ministry said Sunday that the North had transported the rocket's main body to a site in the far northwest of the country in preparation for the launch.

Obama also visited the tense inter-Korean border Sunday, calling it "freedom's frontier."

Obama is visiting South Korea to attend a 53-nation summit starting Monday on combating atomic terrorism.

The movement's number two, Farouk Monir Khalid, described as "good news" a decision by the United States to assist Syrian rebels with "non-lethal" aid.

"It is a good step to help" the rebels, he told Agence La Belle France Presse.

Blasts Rock Homs as 65 Killed across Syria
[An Nahar] Blasts rocked the flashpoint city of Homs on Sunday as Syria's regime pressed its assault on protest hubs, with another 65 people, including 53 civilians, killed in violence across the country, activists and monitors said.

There was "heavy shelling of Khaldiyeh, Hamidiyeh and Old Homs neighborhoods by the regime's army, and kabooms shook the whole city," the Local Coordination Committees said.

Four, including an infant, died in Homs itself, while a fifth -- a young girl -- was killed in Rastan by heavy machinegun fire. The Observatory also said a member of the security forces was killed in Homs city.

In the central Hama region to the north, the monitoring group said army shelling killed five civilians in the Murk and Latamna districts.

And in the southern town of Nawa, tanks entered the main streets, and heavy festivities broke out between regime forces and deserters, said the Observatory and the LCC, the main opposition activist group in Syria. Three soldiers and six rebel fighters were reportedly killed.

LCC activist Luai Rushod in Nawa spoke of "a large number of defections by soldiers in the southern part of Nawa, followed by festivities and troops committing barbaric murders."

In Damascus province, rebels fired rocket-propelled grenades in a dawn attack on a military facility in Nabak, the Observatory said.

Mohammed al-Shami, an activist, said fighting erupted at night between soldiers and army deserters and continued into the early hours, including in Douma, a hot spot on the capital's northeastern outskirts, where a young man was killed, according to the Observatory.

Elsewhere, the official SANA news agency said that an "armed terrorist group" attacked a gas pipeline in the eastern region of Bir al-Jouf.

At least 28 non-combatants were killed across Syria on Saturday, including two women and two children in the central province of Homs, the Observatory said.

Sixteen soldiers and two deserters were also reportedly killed.

As the year-old conflict showed no signs of abating, rebel fighters set up a military council to unify their ranks and political opposition leaders called a meeting of all dissident groups to forge common objectives.

A Turkish shampoo commercial featuring Adolf Hitler has infuriated Jewish groups worldwide and has led to calls for it to be withdrawn immediately.

The commercial for Biomen, a men's shampoo, shows Hitler delivering an enthusiastic speech urging male customers to buy the product, described as "a 100 percent male shampoo." In the ad, Hitler proclaims, "If you are not wearing a woman's dress, you should not use her shampoo either."

The Turkish Jewish Community blasted the 12-second ad, saying, "It's totally unacceptable to make use of Hitler, the most striking example of cruelty and savagery."

On an international level, the United States-based Anti-Defamation League (ADL), said it was "repulsed." Abraham H. Foxman, the national director of the ADL and a Holocaust survivor, said, "It is an insult to the memory of those who perished in the Holocaust, those who survived, and those who fought to defeat the Nazis."

A total of four armed suspects were killed in an exchange of gunfire in Cadereyta Jimenez, Nuevo Leon Friday, according to a press release at a Mexican Army website.

Milenio news daily on its website Sunday morning confirmed that one of the operatives killed Friday was José Manuel Salazar Salazar AKA El Manolin, who has also been identified as one of the shooters in the Apodaca prison massacre in Nuevo Leon last month. José Manuel Salazar Salazar is said to be a Los Zetas operative.

The Apodaca prison massacre killed 44 individuals, all of them Gulf cartel drug cartel members.

An army patrol with the Mexican 7th Military Zone was on patrol at Los Pilares ejido when it came under small arms from from an undetermined number of shooters. Army return fire killed four.

Los Pilares is roughly two kilometers west of Cadereyta on Nuevo Leon State Highway 16. Cadereyta itself is 12 kilometers east of Monterrey. Some drug gangs use the road between Cadereyta and Allende farther south as a bypass to Monterrey. Numerous gunfights and pursuits between those gangs and Mexican security forces have in the past taken place along the road.

Following the gunfight, soldiers seized 10 AK-47 rifles, weapons magazines and ammunition and one vehicle.

...one of the eighteen constituent towns of the city of Karachi. It is the smallest town by area in the city but also the most densely populated. Lyari has few schools, substandard hospitals, a poor water system, limited infrastructure, and broken roads. It is a stronghold of ruling Pakistan Peoples Party. Ubiquitous gang activity and a thriving narcotics industry make Lyari one of the most disturbed places in Karachi, which is really saying a lot....
locality for the past several days as police and protesters have fought pitched battles on its congested streets. The trouble started last Sunday when a leader of the Kuchhi Rabita Committee, along with several associates, was bumped off; leaders of the banned People's Amn Committee were nominated in the murder case. Following the killings the police launched an 'operation' in the area, though some Lyari residents claim the police's actions are 'one-sided'. There is an element of ethnic rivalry in the feud between the KRC and the Baloch-dominated PAC, while the tussle has a political element as well: the PAC is said to have the backing of some elements of the PPP while the KRC allegedly enjoys the support of the MQM. There is also reported rivalry among supporters of the PPP in Lyari; the area is one of the party's few political strongholds in Bloody Karachi. But perhaps the biggest cause of violence in Lyari -- one of Bloody Karachi's oldest localities -- is the struggle between different groups for control of the extortion, drug and gambling rackets that thrive in this working-class area.

Law and order in Lyari has been worsening for the last decade. While criminal elements have destroyed its social fabric, the state has also largely neglected the locality. Even though some civic projects have been carried out over the past few years, a precarious law and order situation renders such gains useless. While action against criminals is needed across Bloody Karachi, it must be concentrated on eliminating illegal activities in Lyari. A complementary plan also needs to be drawn up for the socio-economic uplift of the locality, particularly to ensure that Lyari's youth don't fall into the clutches of criminal gangs. The state, particularly the PPP, needs to act now to end Lyari's perpetual misery.

The U.N. Security Council-backed peace plan requires Assad to pull back his forces from protest cities and provide immediate humanitarian access to the thousands of civilians trapped inside.

It also makes no explicit demands on the opposition and calls for a gradual transition to a more representative government in which Assad's role remains undefined.

24 militants, eight security personnel killed Gunfight in S. Waziristan, ambush in Orakzai
[Dawn] At least 24 snuffies and eight security personnel were killed in festivities in South Wazoo and Orakzai Agencies on Saturday, sources said. Eight troops and four snuffies were maimed.

Gunbattles erupted when security forces during a search operation came across the snuffies loyal to Hakimullah Mehsud in Shin Warsak and Taza Ghundai areas of South Waziristan.

According to sources, there were intelligence reports that supporters of Hakimullah Mehsud, head of the banned Tehrik-e-Taliban Pakistain, had set up hideouts in an area dominated by the Ahmadzai Wazir tribe. The area is largely controlled by Mullah Nazir, a pro-government bad turban 'commander'.

The sources said that Mehsud's supporters along with three bad turban 'commanders' -- Abbas, Javid and Noor Islam -- had relocated to Shin Warsak and Taza Ghundai areas under an agreement with Mullah Nazir.

The agreement was signed about four months ago. The three commanders, who belong to the Ahmadzai Wazir tribe, were expelled from the area in 2007 after festivities with the Nazir's group.

Security forces launched a search operation in these areas before dawn which continued till 6 in the evening. Clashes took place during the search operation.

An official said that five security personnel were killed and four others injured. Independent sources in the area reported that the army had suffered 10 casualties.

Officials said that 12 snuffies died in the gunbattle. They said eight bodies of the snuffies were brought to the military base in Wana.

Security forces also fired heavy artillery from their bases in Zari Noor and Wana, targeting bad turban positions.

In Orakzai Agency

Pudgy to Conduct His First Parliament Session
North Korea announced Saturday it will hold an annual parliamentary session next month around the time of a planned rocket launch that has sparked widespread condemnation.

The North's official Korean Central News Agency said the Supreme People's Assembly would convene on April 13. Analysts say the parliament will likely promote the country's leader, Suet Face Kim Jong-un, to chairman of the National Defense Commission, a post held by his father Kim Jong-il, who died in December.

The news agency also carried a statement by the North's Foreign Ministry spokesman, who said launching a satellite "is an exercise of an independent and legitimate right in accordance with... international laws."

Maoists kidnap Indian lawmaker amid Italian hostage talks
[Dawn] Negotiations to get freed two Italian hostages kidnapped by Indian Maoists plunged into uncertainty on Saturday after the rebels kidnapped a local politician.

Two of the negotiators said in a statement the kidnapping of the state government politician overnight had made "a mockery of peaceful talks" and "the negotiations (should) be kept under suspension".

But Orissa state Home Secretary Upendra Nath Behera, the head of the three-man government team participating in the talks, said the government was "always open to peaceful dialogue and would not mind speaking again".

Naveen Patnaik, the chief minister of Orissa, one of a string of states where Maoist rebels have been waging a decades-long armed battle to overthrow the government, called on the rebels to release all three hostages.

"I once again appeal to the Maoists to shun violence and release the three hostages immediately," Patnaik told news hounds in the Orissa state capital, Bhubaneswar, on Saturday.

The kidnapping of the state politician followed the seizure last week of the two Italians, Paolo Bosusco, 54, and Claudio Colangelo, 61, in what is believed to be the first kidnapping of foreigners by India's Maoists. The Italians were on an adventure holiday.

Ten killed in Afghan bombing: provincial official
[Dawn] Eight Afghan security personnel and a foreign soldier were among 10 people killed in a Taliban-style roadside kabooming in the southern province of Kandahar, officials said Sunday.

"Last night there was an IED attack," Shah Mohammad, the local administration chief of Arghandab district, told AFP.

Provincial government front man Zalmai Ayoubi said an International Security Assistance Force (ISAF) soldier, six Afghan coppers, two Afghan army soldiers and a translator working for the foreign forces were killed in the bombing.

An ISAF serviceman and another Afghan policeman were maimed, Ayoubi added.

Separately, the NATO

-led foreign forces said one service member had died "following an improvised bomb attack in southern Afghanistan yesterday."

A front man declined to give further details or confirm Afghan casualties.

But a Western security source confirmed to AFP that the Afghan and ISAF reports were referring to the same incident.

Constable in MQM-H vehicle killed
[Dawn] A policeman was killed on Saturday and another maimed in an attack on a Mohajir Qaumi Movement-Haqiqi vehicle in Landhi, said officials and MQM-H leaders.

The police and MQM-H leaders differed over whether the vehicle was immediately part of a convoy led by MQM-H chief Afaq Ahmed when it came under an armed attack.

They agreed, however, that the attack also left a party activist maimed.

MQM-H leaders said that the attack was carried out when the convoy was on its way to Hyderabad to attend a wedding function. The jeep ahead of the convoy came under attack near Landhi 89, they said.

However,
a person who gets all wrapped up in himself makes a mighty small package...
the police said that the vehicle attacked was not part of the convoy.

"The firing left two coppers and another person travelling in a jeep maimed," said Inspector Mazhar Iqbal Awan, the SHO of the Landhi cop shoppe.

He identified the coppers as Habibullah and Faisal Taimur, and the other victim, who was driving the jeep, as Munawwar Khan. All the three victims were shifted to the Jinnah Postgraudate Medical Centre, where 25-year-old constable Faisal died.

"There was no convoy... nor was the attacked jeep escorting any vehicle of Afaq Ahmed. The jeep was attacked by some gunnies while it was going to a fuel station for a refill. The victim coppers were deployed for Afaq Ahmed's security and they were originally posted at the Saudabad headquarters," he added.

2 dead, 1 wounded in firefight in Veracruz state

One armed suspect was killed and another was found dead in a joint Mexican security forces operation in southeastern Veracruz state Thursday, according to news releases posted on the Mexican Army and Mexican Navy websites.

Elements from the Mexican 26th Military Zone, an unidentified Naval Infantry unit and Veracruz state police agents had been dispatched to a location near Poblacion de Pacho Viejo along the Xalapa-Coetepec highway where an anonymous complaint said armed men were. One air force, two navy and one Veracruz state police helicopters supported the operation as well.

Security forces came under small arms fire from an undetermined number of armed suspects. Return fire killed one unidentified Los Zetas operative. At the location security forces also found one dead body in a vehicle, and another individual who had been severely beaten, but was still alive. The survivor was evacuated for medical attention.

Security forces also found two stolen vehicles, two AR-15 rifles, one 14 gauge shotgun and weapons magazines and ammunition.

'Tainted credentials' no bar to police promotions
[Dawn] A deputy superintendent of police, who is facing departmental inquiries in connection with rape and fake encounter cases, is included in the list of around 55 DSPs who are under consideration for the promotion to the rank of SP.
Because rape and unjustified murder are exactly the behaviours Pakistani authorities want to see in their police officers? Really, there is nothing more to say about this society.
The Departmental Promotion Committee (DPC) meeting is likely to be held on March 26.

Gulshan-e-Ravi circle Sub-Divisional Police Officer Imtiaz Ahmad Bhalli, who was nominated in cases of rape and fake encounter when he was Kot Lakhpat CIA DSP and Raiwind SDPO respectively, has been facing inquiries for the last two years and has all along avoided joining probes despite repeated summons by the inquiry officer, DIG Mubashirullah, official record says.

A source told this news hound that the DPC was likely to consider at least 15 DSPs including Mr Bhalli for their promotion and his inquiry officer had been dramatically changed by the provincial police chief just 12 days before the committee meeting.

He claimed that the IO had been changed apparently to clear the DSP of all charges.

The source said departmental inquiry proceedings had been changed without any logic as the matter was still in the notice of the Supreme Court and proceedings could not be stopped.

US sends suspected pirates to Seychelles for trial
(Sh.M.Network)-- US armed forces have handed over 15 suspected Somali pirates, captured during a rescue operation to free Iranian fishermen in the Arabian Sea, for trial in the Seychelles, officials said Wednesday.

The Indian Ocean archipelago agreed to accept the suspected pirates with the men handed over 'last night at the airport,' said Seychelles presidential spokeswoman Srdjana Janosevic.

The men were captured in January after the US navy saved 13 Iranian fishermen held hostage for weeks in the Arabian Sea, a rescue welcomed by Tehran amid heightened tensions with Washington.

'Seychelles has today the highest percentage of Somali pirates in detention anywhere, amounting to 20 percent of its total prison capacity, which represents a huge burden on the prison system,' a government statement Tuesday read.

'However,
some men learn by reading. A few learn by observation. The rest have to pee on the electric fence for themselves...
by accepting an additional 15 pirate suspects, Seychelles wishes to send a clear signal to the international community that it will continue to do its utmost in the fight against piracy,' the statement added.

The Seychelles 'will not permit their (pirates) villainous acts to continue to be perpetuated with impunity,' Minister of Home Affairs Joel Morgan added.

US State Department spokeswoman Victoria Nuland thanked the Seychelles, praising its role in supporting anti-piracy efforts.

Moroccan Islamists Flex Muscles In Rabat March
RABAT - Tens of thousands of Moroccans staged a pro-Paleostinian march in Rabat on Sunday in a show of force organized by an Islamist group seen as the main opposition to Morocco's monarchy.

A Rooters news hound in the Moroccan capital said at least 40,000 people joined the march called by Al-Adl Wal Ihsan (Justice and Spirituality). A senior police officer put the number at 11,000 while organizers said 100,000 had turned out.

It was Al-Adl's first march since December when it pulled out of pro-democracy protests, inspired by Arab uprisings elsewhere and aimed at forcing the Arab world's longest-serving dynasty to become a constitutional monarchy.

Morocco has not had a revolution of the kind seen in Egypt, Libya or Tunisia. King Mohammed is still firmly in charge after he offered to trim his powers and allowed moderate Islamists to lead the government after their Justice and Development Party (PJD) won an election in November.
