Portland man arrested in connection with '09 Pakistan suicide attack
Rolled over from yesterday because it was posted so late.
A Portland man is accused of aiding a terrorist attack on a Pakistani government compound four years ago.

Reaz Qadir Khan, 48, was arrested at his home Tuesday morning on charges of conspiracy to provide material support to terrorists, according to U.S. Attorney Amanda Marshall.

Thirty people were killed and around 300 hurt when suicide bombers hit the headquarters of Pakistan's intelligence service in Lahore on May 27, 2009.

Officials said Khan conspired with one of the bombers, identified as Ali Jaleel, providing communication and arranging financing in the years leading up to the attack.

More: FBI statement on Reaz Qadir Khan arrest

The indictment unsealed Tuesday said that Khan provided Jaleel with advice to help him in his efforts to travel undetected from the Maldives to commit violent jihad and used coded language when communicating with Jaleel to avoid detection. It also said that Khan provided financial assistance so Jaleel could attend a training camp to prepare for the deadly attack.

Jaleel died while participating in the suicide attack. According to the indictment, Khan also allegedly provided financial support and advice to Jaleel's family after he died.
Update: Khan worked for the City of Portland
A Portland man accused of helping a suicide bomber in a deadly 2009 attack in Pakistan is a wastewater operator for Portland's Environmental Services bureau.

Linc Mann, the agency's spokesman declined to give any more details about Reaz Qadir Khan, saying "we're just learning about this."

Khan has worked for Portland since at least 2007, according to City Council notes, which show that in January of that year he was on the Wastewater Treatment Plant Safety Committee. He earned $63,702 in the 2012 fiscal year.

Syria-Lebanon-Iran
Ahmadinejad: Chavez Will Return With Jesus and 12th Imam
A day after his death, Hugo Chavez is already being touted as a martyr and a messiah by Iranian President Mahmoud Ahmadinejad, who equated the now deceased Venezuelan leader to Jesus and Shiite Islam’s 12th imam Wednesday, saying, “I have no doubt that he will return, along with the righteous Jesus and the perfect human.”

Ahmadinejad also reiterated claims made by Venezuelan Vice President Nicolas Maduro that Chavez died of a “suspect illness” but didn’t go as far as Maduro had in equating Chavez’s death to that of late Palestinian Liberation Organization Chairman Yassir Arafat, who some believe died by poisoning at the hands of Israel.

A cabinet meeting chaired by the president declared Wednesday a day of mourning in Iran, the state television website said.

During Chavez’s tenure Venezuela became increasingly close with the Islamic Republic with Chavez making 13 visits to Iran between 1999 and his death on Tuesday. Ahmadinejad has made six visits to Venezuela since 2005.

UK to send armoured vehicles to Syrian opposition
The UK is to provide armoured vehicles and body armour to opposition forces in Syria "to help save lives", Foreign Secretary William Hague has said.
So that's where the tanks for the 7th Armored Brigade are going!
It will offer millions of pounds in "non-lethal" equipment, including search and rescue, communications, and disease-prevention materials.

Mr Hague said it was a "necessary, proportionate and lawful" response to "extreme human suffering".

But some MPs said they feared being drawn into a military intervention.

Up to 70,000 people have been killed and a million refugees have fled since the crisis began two years ago.

The latest UN figures show that two million have been internally displaced, while 400,000 have fled abroad since the start of the year, with the largest number seeking shelter in Jordan, Lebanon, Turkey, Iraq and Egypt.

Syria rebels detain UN Golan observers
About 20 UN observers have been detained by about 30 armed fighters in the Golan Heights on the Syria-Israel border, the UN has confirmed.

A video posted earlier on the internet showed men claiming to be Syrian rebels standing next to vehicles with the letters "UN" written on them. The UN said the observers were monitoring a ceasefire between Syria and Israel.

A team is being despatched from the UN mission to assess the situation.

UN deputy spokesman Eduardo del Buey said the observers were on "a regular supply mission" when they were stopped near Observation Post 58 by the armed men. He said the post had sustained damage and was evacuated over the past weekend following "heavy combat in close proximity".

The spokesman did not provide any further details.
"I can say no more!"
Some reports suggest the UN observers were from the Philippines.
Where are the mighty Uruguayans when you need them?
In the video published on the internet, the gunmen identified themselves as the "Martyrs of Yarmouk".

They are heard saying that the UN personnel would not be released until forces loyal to Syrian President Bashar al-Assad withdrew from the village of Jamla in the area.

The video was circulated by the London-based Syrian Observatory for Human Rights (SOHR).

Britain
Britain's Desert Rats Lose Their Tanks

Major Sam Bradshaw, who fought with the 7th Armoured Brigade throughout the conflict, including its famous campaign in north Africa, said he would like to wring David Cameron's neck.

The 93-year-old, from Wigan, said: "To receive the news like this is sad. I just can't imagine the 7th Armoured being without tanks."

Major Bradshaw likened current cuts to the situation in 1939 when hurried preparations had to be made for war and there was a shortage of basic equipment.

He added: "They are just cutting back, cutting back, cutting back. You can't put a price on defence. I won't live to regret it but my thoughts are with the people of the future. I hope they don't have to go through what we went through."

"I wish I could get hold of David Cameron. I would probably wring his neck."

Major Bradshaw is a former chairman of the now-disbanded Eighth Army Veterans' Association, which represented those who fought in the Army - led during the war by General Bernard Montgomery.

The Desert Rats, famous for victories in battles including El Alamein, formed part of the Eighth Army.

The major described how at the end of the war Montgomery had addressed the brigade. "He stood and said with great emotion in his voice '7th Armoured, I owe you so much.'"

Now, crews fighting under the famous black and red badge will now only be equipped with wheeled reconnaissance vehicles.

Every democracy goes through this in peacetime. The cold war is over, so things will get cut to below the bare minimum. And then when things go hot, a lot of young men (and now women) will die because they lack equipment and training.

-Signs, Portents, and the Weather-
It's the Attack of the Killer Skeeters!
Mega mosquitoes known as gallinippers could invade Central Florida this summer as flood waters from tropical storms force the larvae to hatch this hurricane season.

Entomologists at the University of Florida say the mosquitoes are 20 times the size of a typical mosquito, about the size of a quarter.
That's nuthin'. In Alabama I've seen skeeters that could stand flat-footed and hump a turkey.
They also pack a painful bite, according to UF entomologist Phil Kaufman. He calls the species "notoriously aggressive."

The best way to protect against these super-sized mosquitoes is to wear bug spray with DEET and cover up as best as possible.

Gallinippers were spotted last year in Florida after Tropical Storm Debbie doused the state, but scientists predict they'll make an appearance again this summer.

According to Kaufman and his team one good thing about these mosquitoes is that they aren't known to carry any viruses that could be harmful to humans.
But they could carry you back to their nest and feed you to their young larvae...

#7  All jokes aside these suckers really hurt when they bite. They have eggs that can rest several years untill really heavy rains. Then the fun starts they are big enough that they get noticed in suburbia and thus make action news. A major hatch can get your attention. The worst Florida mosquito is the salt marsh mosquito they attack like the Chinese at the Yalu river. While you swat the 6 on your arm there are 12 on your hand. The real fun comes when you start inhaling them as they try to land inside your mouth or nose where there is no repellent. If you want the Florida cracker experience just try walking one the trails through the mangroves in Everglades without repellent. You'll believe the oldtimers' stories of the screens turning black. Then there is the little gnat sized one that gets in the house and seems only to bite ankles.

Sequester Does Not Hinder BIG Contribution to the IMF
While the Obama administration is struggling with sequester-mandated cuts that are nipping into everything from air traffic control to combat-pilot training, it has also tucked a one-time $65 billion pledge to the International Monetary Fund in the most recent budget resolution sent to Congress.
Chump change.
The administration has asked lawmakers to approve a permanent increase in the U.S. contribution to the agency -- a step the fund has been waiting on for about three years so it can move ahead with other changes approved in 2010. Those changes have since been ratified by most of the rest of the world.

As it stands, the United States -- the fund's largest shareholder and a blocking vote for any major reforms like this -- is the only holdout to what is a broader and carefully crafted deal. Along with more money for the IMF, the changes would shift voting power within the organization so that big developing nations such as China and Brazil get more say in IMF affairs. It would also let developing nations in general replace a few old-line European countries on the fund's executive board.
More money - which we have SO much of, and less control, which is what O likes. A win-win for the progressive socialist!
We give more money so that China and Brazil decides where it goes. What's not to like?
But in tight fiscal times -- and when the IMF is lending historic amounts to euro-zone nations that can ostensibly look after themselves -- the idea of boosting U.S. support for the agency is politically sensitive.

With the presidential election out of the way, the "fiscal cliff" averted and the sequester now a fact of life, Treasury officials decided they needed to finally submit the three-year-old reform package for congressional approval.

Not that it was advertised. News of the submission was released indirectly when the Bretton Woods Committee -- a high-level group of political and economic officials that monitors IMF issues -- released a letter sent to congressional leaders urging approval.
How embarrassing! A Trunk Trick?
"The IMF has always been a valuable tool for advancing U.S. national interests globally," the committee wrote -- perhaps inadvertently validating one of the arguments China, Brazil and others have made for why they need a greater say at the fund.
The best use of the IMF is to be the designated bully when a government somewhere does stupid economic things. Letting China and Brazil run the place will remove that tool, and thus the IMF won't be as useful to us.

Why UAV Strikes should be Exclusively Military - Small Wars Journal
The recent confirmation hearings for John Brennan’s nomination as Klingon director occasioned an extended discussion--and unusually a rather public one at that--on the role and organizational identity of the CIA. Brennan’s hapless predecessor General Petraeus was a military man, perhaps the consummate military man, like any other man except more so... of the age in terms of bearing, demeanor and vision; but he was sent to run a place which has always held itself well above witless, knuckle dragger apart from the military in its conventions and mission. Yet the tension between the proximity of the CIA to military matters, and its inherent “otherness” has given rise to a debate amongst practitioners and observers alike, and has adopted as shorthand for the CIA’s various roles and budge enhancing schemes the idea that paramilitary operations and covert action are the central matter in dispute. The most visible manifestation of these activities are the activities surrounding counterterrorism, and the most visible example of those are a supposed program run by CIA to conduct UAV strikes against terrorist targets outside of active combat zones, Cleveland, Peoria, Houston, etc.

#1  Interesting observation: progressives believe that our witless, knuckle-dragging military types can't do anything right and have to be held in check, and thus need careful oversight with drones.

But Homeland Security and DoJ can drone-zap Americans when necessary, no oversight required, just trust us.

White House Gets Four WaPo Pinocchios
At a news conference last Friday, President Obama claimed that, “starting tomorrow,” the “folks cleaning the floors at the Capitol” had “just got a pay cut” because of the automatic federal spending cuts known as the sequester.

The president very quickly earned Four Pinocchios for that statement, especially after senior officials at the Architect of the Capitol (AOC), the federal agency that employ janitors on the House side, and the office of the Sergeant at Arms (SAA), which employs janitors on the Senate side, issued statements saying the president’s comments were not true.

Still, the White House has kept up its spin offensive, claiming that a cut in “overtime” was a de facto pay cut and thus the president was right — or at least not wrong.

So, we wondered: How much overtime do Capitol Hill janitors actually make?

The Facts

First of all, we should note that the White House’s story kept evolving as we reported last week’s column. It’s almost as if the president’s aides had to scramble to come up with reasons why the president could be correct, without actually knowing the facts.

So, when we forwarded to White House aides an AOC memo saying no furloughs were planned, White House aides latched onto a line about overtime reductions. For a couple of hours, we were also told that the janitors were on contract — and contracts were being curtailed. But that line of reasoning turned out to be incorrect. Then, after the statements from the Capitol were issued, there was no longer any response.

But, as seen by the quotes above, the talking point about “overtime” did not fade away.
The WaPo completely dismembers the White House staff and - to a lesser degree - their fearless leader. Conclusion:

The Pinocchio Test

We don’t try to play gotcha here at The Fact Checker. When Rep. Maxine Waters (D-Calif.) was ridiculed for saying last week that 170 million jobs would be lost because of the sequester, we dropped our inquiry when we realized she had corrected her statement — to the official Congressional Budget Office estimate of 750,000 jobs — later in the same news conference. Everyone makes mistakes, and that’s understandable.

The quicker the mistake is cleaned up, the better. As Education Secretary Arne Duncan showed this week, a little humility, even a bit late, can be a good thing.

But a clean-up brigade shouldn’t simply try to deflect and obfuscate. Apparently, the president assumed — incorrectly — that the janitors on Capitol Hill would get a pay cut. Rather than admit an error, White House aides doubled down on their talking points about overtime being essential to their livelihood, without actually knowing the truth.

Clearly, the sequester is hurting segments of the government and will cut the pay of some government workers. It would be better to focus on those people rather than imaginary victims.

#2  The question shouldn't really be about drones. A military strike against the 9-11 hijacked civilian planes was in fact ordered by Dick Cheney. It was in the context of a military operation against the US (the hijacked planes had crashed before the order could be implemented). The real issue is under what conditions a military strike of any kind (drone or no drone) could be issued by the President, whether it is Obama or any other President.

City looks to make gun ownership mandatory
Every homeowner in a local town could soon have to own a gun or break the law. It's a controversial new plan for the city of Nelson.

Leaders told Channel 2's John Bachman the reason they need the law is because the city straddles Cherokee county to the south and Pickens County to the north.

That, they said, can lead to slower response times.

One police officer patrols Nelson, Georgia for eight hours during the day. That leaves 16 hours overnight when the city is basically unguarded.

"When he's not here we rely on county sheriffs--however it takes a while for them to get here," said Nelson City Councilman Duane Cronic.

#2  Peel's 9 Principles of Policing.

The basic mission for which the police exist is to prevent crime and disorder.
The ability of the police to perform their duties is dependent upon the public approval of police actions.
Police must secure the willing co-operation of the public in voluntary observation of the law to be able to secure and maintain the respect of the public.
The degree of co-operation of the public that can be secured diminishes proportionately to the necessity of the use of physical force.
Police seek and preserve public favour not by catering to public opinion, but by constantly demonstrating absolute impartial service to the law.
Police use physical force to the extent necessary to secure observance of the law or to restore order only when the exercise of persuasion, advice, and warning is found to be insufficient.
Police, at all times, should maintain a relationship with the public that gives reality to the historic tradition that the police are the public and the public are the police; the police being only members of the public who are paid to give full-time attention to duties which are incumbent upon every citizen in the interests of community welfare and existence.
Police should always direct their action strictly towards their functions, and never appear to usurp the powers of the judiciary.
The test of police efficiency is the absence of crime and disorder, not the visible evidence of police action in dealing with it.[2]

Global Warming Blankets DC
Schools and many government offices in the Washington area closed for the day on Wednesday as snow began to blanket the region, the first wave of a storm that forecasters said could dump five to 10 inches inside the Capital Beltway and significantly more to the north and west.
Is Al Gore scheduled into DC today? There was six inches of snow on my patio table at 7 am.
The Office of Personnel Management decided shortly before 4 a.m. to close all federal offices in the D.C. area for the day. Major school systems -- including the District, Alexandria, and Arlington, Fauquier, Fairfax and Prince William counties in Virginia; and Montgomery, Howard and Prince George's counties in Maryland -- announced that they would shut down. Government offices in the District and Arlington, Montgomery and Loudoun counties were closed; Fairfax County announced that its government would open on time.

If the predicted accumulations materialize, it will be by far the biggest snowstorm in the Washington region in the last two years.
The storm two years ago was a doozy!
The Washington Post's Capital Weather Gang is predicting five to 10 inches total accumulation inside the Capital Beltway, and seven to 14 inches further west. With much AGW warmer temperatures expected Friday and into the weekend, most of the snow will likely melt within a few days -- possible causing floods in low-lying areas.
I wimped out, but when I called in, it seemed most of the office had done the same. I will go in Saturday to do the updates I was planning to do today.

#3  10" of snow around these parts is just an annoyance (and we received about that much annoyance yesterday). It means that some extremely rural schools and businesses might close, but more likely they would just delay the start times.

With the proximity of homes and buildings to the curbs in DC (short setbacks) and the lack of major 'Global Warming Removal' equipment, I bet it could get a bit dicey for the DC locals, though.

#4  much of the DC area will ultimately receive fewer than two inches and the streets will be in pretty good shape as the air is a just a bit warmer than forecast

the storm was probably jinxed when the WaPo's weather bloggers named it snowquester

Joint C'tee Report Details Price Young Adults & Mid.Class To Pay for Obamacare's Broken Promises
WASHINGTON, DC -- Republicans on the House Energy and Commerce, Senate Finance, and Senate Health, Education, Labor and Pensions committees today released a joint report on "The Price of Obamacare's Broken Promises." The report, which is based on a compilation of over 30 studies and analyses, outlines estimated premium increases for all 50 states that will result from the rigid mandates and price controls imposed by the president's health care law.

Obamacare Projections Show Massive Premium Increases

In the case of young adults, premium increases will be even more painful than those imposed on the population broadly. Recent college graduates with entry-level jobs who are struggling to pay off student loan debt could see their premiums increase on average between 145 and 189 percent. Some studies estimate young adults could experience premium increases as high as 203 percent. Any increase, let alone tripling current costs, could break the bank for young adults who have just started out on their own.

Why Americans Will Pay More Under Obamacare

Price controls and requirements to purchase government-approved plans are the lead contributors to more expensive premiums. The law also imposes $165 billion in new taxes and fees on plans, drugs, and medical devices that will be passed onto consumers in the form of higher premiums and prices.

Repeating History's Costly Mistakes

In the mid-1990s, eight states -- Kentucky, Maine, Massachusetts, New Hampshire, New Jersey, New York, Vermont, and Washington -- enacted Obamacare-like "reforms" such as guaranteed issue and community rating in their insurance markets. As a result, the residents of these eight states faced unaffordable premiums and reduced choices. For example: In 1993, a 30-year-old male and female in New York paid, on average, annual premiums of $1,200 and $1,800 respectively. One month after passing Obamacare-like reforms, premiums skyrocketed to $3,240. For some, premiums increased by 170 percent.

The Energy and Commerce Health Subcommittee hearing on March 7, 2013, will now meet at 9:45 a.m. in room 2123 of the Rayburn House Office building to discuss the issues raised in the report. For more information, click here.

One in 20 hospital deaths preventable
Poor hospital care is "needlessly killing 1,000 NHS patients a month", The Daily Telegraph headline reads. It says that the largest ever study of errors in British hospitals has found that one patient in 10 is affected by potentially serious medical errors, with half of them dying as a result.
I case you wondered why your elected representatives did not apply Obamacare to themselves.

#6  I ran across an article on the US Health care system and the stats are worse than the NHS.

Close to 100,000 die each year from medical malpractice, another 10-12,000 die from malprescription, and close to another 90,000 die each year die from misdiagnosis, as opposed to normal malpractice...OUR health care system kills almost 300,000 a year and narry a whimper. The AMA pays way too much to the Dems for that and the trial lawyers pay the rest...so the medical malpractice system shoots the innocent and rewards the incompetent. Only 5% of people injured by malpractice file a lawsuit and almost 75% of all medical malpractice awards go to claimants who were not harmed (mostly birth defects, genetic issues, and people dying after surgery that would have died anyway.).

Egypt women wage war against 'sexual terrorism'
Faced with a spike in sexual violence against female protesters, Egyptian women are overcoming stigma and recounting painful testimonies to force silent authorities and a reticent society to confront "sexual terrorism."

The victims of the attacks have been talking openly about their ordeals, insisting they will not be intimidated by a campaign they believe is aimed at shunning them from public life.

"We are not victims, we are revolutionaries. What happened to us has made us stronger and we will continue" to take to the streets, said activist Aida al-Kashef.

Harassment of women is by no means new on Egypt's streets, where they were often the target of verbal abuse and sometimes groping.

But since the revolution that toppled long-time president Hosni Mubarak in 2011, the problem has snowballed, with women now being regularly attacked by mobs of men in and around Tahrir Square.

The attackers have stripped women of their clothes with knives, sexually assaulted them and penetrated them with their fingers.

Yasmine al-Baramawy, who was assaulted in November, highlighted the degree of violence when during a talk show she held up the ripped trousers she wore the day she was attacked.

"They gathered around me and started ripping my clothes off with knives," Baramawy told AFP.

She was then dragged several hundred metres (yards), while being touched and groped, until residents of neighbouring area saved her from the crowd.

"I didn't feel sad or feel that my pride had been damaged. I felt angry, and I want justice," Baramawy said.

Outraged Egyptians came together to form groups such as Operation Anti Sexual Harassment and Tahrir Bodyguard that bring together volunteers to intervene to stop the attacks in Tahrir Square where police are largely absent.

The groups also offer medical and psychological support to the victims

Lady Gaga Demands Payment After Terrorist Plot Shuts Down Concert
Well, she may have bored the Internet to tears, but Lady Gaga hasn't lost her touch when it comes to riling up notoriously violent Islamic fundamentalist groups. Last year Mother Monster had to cancel her June 3 concert in Indonesia, when Islamic Defenders Front (FPI) threatened to send 30,000 of its members to prevent her from entering the country's capital. This according to the Hollywood Reporter, who explain that a lawsuit has now arisen from the incident.

The Lady's concert promoters — Live Nation LGTours, Mermaid Touring, and the Atom Factory — are suing insurance provider Lloyds of London for failing to make good on a pricey "Terrorism Policy," which should entitle her people to the "ascertained net loss" for gigs forfeited due to "the sole and direct result of Terrorism and/or Sabotage or Threat." They're asking for at least $75,000 to cover the loss, plus punitive damages for breach of contract and the like.

Why is all of this coming up now? Well, there's a good chance it's related to Gaga calling off the remaining dates of her Born This Way Ball due to doctor's orders (she's currently recovering from hip surgery) — with $25 million in ticket sales to refund, her camp would be wise to quickly collect on any outstanding debts. It's not easy being the Queen of the Universe. No word yet as to how the mannequin and merkin industries plan to recover from their related loss.

Lawyer to pre$$ Rodman on Korea
A human-rights organization that won a judgment against North Korea over a 40-year-old terrorist attack will subpoena Dennis Rodman about his business dealings with the Stalinist nation.

Lawyers trying to enforce the judgment want to compel the wacky former NBA star, also known as "The Worm," to testify about his recent tour to North Korea with members of the Harlem Globetrotters for an HBO series.

"Our interest is that North Korea is a major judgment debtor," said attorney Robert Tolchin. "The fact they're doing business with an American citizen is troubling."

Descendants of victims slaughtered in the 1972 Lod Airport massacre in Israel secured a $378 million judgment in 2010 from a federal court against North Korea. The Lod Airport Massacre was a horrific terrorist attack perpetrated by the Japanese Red Army and the Palestine Liberation Organization and paid for by North Korea.

A Rodman spokesman could not be reached for comment.

Philippine Muslims Vow to Fight to Death After Malaysia Assault
Philippine Muslims who invaded Malaysia's eastern state of Sabah last month are ready to fight to the death
...hokay, if you insist...
after withstanding an aerial and ground assault, the clan's leader said today.

Jamalul Kiram, who asserts he's the sultan of Sulu, called for direct talks with Philippine President Benigno Aquino to end a four-week incursion aimed at reclaiming territory it lost more than 100 years ago. Malaysian forces continued searching for about 180 of Kiram's supporters after an attack yesterday that followed clashes that killed more than 30 people.

"I want to talk to the president directly so he would understand, not to his bad, heartless emissaries," Kiram told DzMM radio today from Manila, adding that his brother Agbimuddin Kiram, who is leading the fight on the ground, is alive. "He's ready to die. I won't ask him to come home."
In that case why not make it easy for the Malaysians and send them your brother's GPS coordinates...
The battle on Borneo Island erupted weeks before elections in both countries, with Malaysian Prime Minister Najib Razak facing a late-April deadline to dissolve parliament as his ruling coalition seeks to maintain a 55-year grip on power. It also comes as Aquino aims to conclude a peace deal with a Muslim separatist group that Najib is helping to broker.

Malaysian police officers and soldiers expanded their search to other parts of Sabah's eastern coastline, police inspector-general Ismail Omar said in a televised briefing today. Security forces shot dead one insurgent in an exchange of fire, he said, adding that no Malaysian police or soldiers were killed in yesterday's operation.

Security forces defuse 50 kg bomb in Quetta
[Dawn] Security forces on Tuesday foiled a major bid of terrorism by defusing a 50 kilogram heavy bomb in Sariab road area of Quetta, said officials.
Um... that's a tad large, isn't it?
Security forces, on a tip off, spotted a rickshaw with 50 kilogram of explosives installed in it in Sariab road area of Balochistan
...the Pak province bordering Kandahar and Uruzgun provinces in Afghanistan and Sistan Baluchistan in Iran. Its native Baloch propulation is being displaced by Pashtuns and Punjabis and they aren't happy about it...
's restive capital.

Officials said that unknown myrmidons had planted the bomb in the rickshaw. "Rickshaw was being brought to main Quetta city," a security official who requested not to be named told Dawn.Com.

He however said that no arrests were made during the operation. Bomb disposal squad was quick at the scene to defuse the heavy bomb. "Had myrmidons succeeded in parking the rickshaw there would have been a major terror attack," said the official.

A suicide-bomb, targeting Shia Hazaras had killed more than 90 people including women and kiddies and maimed 200 others on Feb 17.

And in a similar attack, at least 93 people were killed and 121 maimed on Jan 10 when two jacket wallahs blew themselves up at a crowded snooker club in Alamdar Road area of Quetta city dominated by the Shia community.

Prime Minister Raja Pervez Ashraf had imposed governor rule in the province under article 234 of the constitution after the attack.

Surrounding areas were evacuated before the bomb disposal squad started defusing the bomb on Tuesday. The official said rickshaw driver was also taken into custody for interrogation.

Later, the rickshaw was shifted to Kechi Baig Police Station for further investigation.

Blast at polio center in Jamrud hospital injures LHW
[Dawn] A blast at a hospital in Khyber tribal region's Jamrud area left a lady health worker (LHW) injured and damaged a room being used as a polio
...Poliomyelitis is a disease caused by infection with the poliovirus. Between 1840 and the 1950s, polio was a worldwide epidemic. The blast also caused damage to the room in the hospital which was being used as a polio vaccination centre.

Assistant political agent (APA) Jehangir Azam Wazir told Dawn.com that the bomb was planted in the bathroom of the hospital and that the watchman and Khasadar personnel posted on duty at the hospital were tossed in the clink

Wazir added that six khasadar

personnel and four commanders as well as four personnel of the hospital staff were suspended for negligence over the incident.

Official sources told that the blast rocked the building which was being used as a polio centre. It was the second day of the anti-polio vaccination being conducted in the area.

A senior lady health visitor, who is also a polio worker, was injured in the incident.

No further loss was reported.

Yemen president rejects bid to broker Qaeda truce
[Al Ahram]Yemeni President Abdrabuh Mansur Hadi has rejected efforts by holy mans and tribal chiefs to broker a truce with Al-Qaeda, insisting that the faceless myrmidons must lay down their arms, an official said Tuesday.

"The president wants members of Al-Qaeda to surrender their arms, announce their repentance and renounce their bad boy ideas," the official said on condition of anonymity.

Al-Qaeda in the Arabian Peninsula (AQAP), considered the jihadist network's most dangerous franchise, announced on several Islamist websites that the truce efforts had failed.

The mediators, who launched the initiative in January, had already revealed in a statement on 5 February that their efforts had run into trouble.

They said Hadi had refused to sign up to a truce proposal which had been accepted by AQAP chief Nasser al-Wahishi.

The collapse of the mediation bid came as a suspected Al-Qaeda jacket wallah rammed a boom-mobile into a building in the southern Yemeni city of Loder, killing 12 pro-government militiamen.

Bangladesh
Bangladesh & 1971 syndrome
[Dawn] BANGLADESH is again plunging itself into another phase of political turmoil and violence.

The decision by the Dhaka-based International Criminal Tribunal (ICT) to award capital punishment to two key leaders of the Bangladeshi Jamaat-e-Islami
...The Islamic Society, founded in 1941 in Lahore by Maulana Sayyid Abul Ala Maududi, aka The Great Apostosizer. The Jamaat opposed the independence of Bangladesh but has operated an independent branch there since 1975. It maintains close ties with international Mohammedan groups such as the Moslem Brotherhood. the Taliban, and al-Qaeda. The Jamaat's objectives are the establishment of a pure Islamic state, governed by Sharia law. It is distinguished by its xenophobia, and its opposition to Westernization, capitalism, socialism, secularism, and liberalist social mores...
(JI) on charges of war crimes during the March-December 1971 civil war in the former East Pakistain has triggered large-scale violent protests and festivities with police killing and injuring a large number of people.

It must be asked why the Awami League (AL) government of Sheikh Hasina
...Bangla dynastic politician and current Prime Minister of Bangladesh. She has been the President of the Bangla Awami League since 1981. She is the eldest of five children of Sheikh Mujibur Rahman, the founding father of Bangladesh. Her party defeated the BNP-led Four-Party Alliance in the 2008 parliamentary elections. She has once before held the office, from 1996 to 2001, when she was defeated in a landslide...
decided to establish the ICT and try those whom it accused of "collaborating" with the Pakistain Army in the "genocide" of Bengali people during the military operation.

On Feb 28, the controversial ICT found JI vice-president and former member of parliament Delwar Hossain Sayeedi
...Islamic orator and politician. He was a former Member of Parliament in the National Assembly of Bangladesh from 1996 to 2008, and is one of the most prominent leaders of the Bangladesh Jamaat-e-Islami...
guilty of murder, religious persecution and rape and sentenced him to death. The verdict triggered widespread protests in different parts of Bangladesh and also invited counter-demonstrations by those who supported the court's verdict.

In Dhaka's Shahbagh square, thousands of protesters demanded "exemplary punishment" for war criminals and a ban on the Jamaat. The tribunal is trying a total of nine JI leaders and two members of the opposition Bangladesh Nationalist Party (BNP) for their alleged war crimes.

AL is blamed by its opponents, including the BNP, of transforming Bangladesh into a fascist state by using excessive force against opponents, manipulating the events of 1971 for political consumption and transforming the country's Islamic identity into a secular one.

Because of three major reasons, Bangladesh is unable to detach itself from the events of 1971. First, anti-Pakistain rhetoric has become an integral part of Bangladesh's political discourse. It is one thing which has been used by various regimes since 1971 to remind people of the liberation war and the value of freedom. Dec 16 in Bangladesh is celebrated as Victory Day. In fact, most of the national days celebrated in Bangladesh are based on anti-Pakistain rhetoric.

Feb 21 is celebrated as Language Day to mark the struggle launched in East Pakistain to oppose the imposition of Urdu as a national language. March 26 is celebrated as Independence Day to mark the launch of the brutal military operation by the West Pakistain-dominated regime to quell the Awami League-led civil disobedience movement.

Second, some political parties, particularly the Awami League, which fought the liberation war consider it useful to exploit 1971 for political purposes. By diverting people's attention from 'real issues' like corruption, nepotism and bad governance, the AL government is targeting what it calls 'war criminals'.

Finally, the sufferings caused to the people of Bangladesh in view of the exploitative and unequal relationship with the West Pakistain-dominated regimes have nurtured anti-Pakistain feelings, which persist even after 41 years of independence from Pakistain. The military operation of 1971 alienated the Bengali population of the former eastern wing, and became the source of Bangladesh's national identity. It is perceived that no government in Bangladesh can detach itself from the events of 1971 and the liberation struggle because the survival of that country rests predominantly on keeping these memories alive.

The BNP and other opposition parties in Bangladesh have alleged that the AL, by pursuing a policy of vendetta, wants to eliminate political opponents before the next elections, due in December 2013. By augmenting the level of political polarisation and targeting religious parties, particularly the Jamaat, Prime Minister Sheikh Hasina has caused her country to plunge into a serious crisis.

There have been reported attacks on Hindu temples and two Hindu leaders of AL were recently targeted. Islamists in Bangladesh blame India for sponsoring demonstrations supporting the ICT's verdict against JI leaders. Furthermore, the recent killing of an anti-Islam blogger by five university students and the demand made by Islamic parties to hang other bloggers on charges of blasphemy also indicate a surge of religious extremism in Bangladesh.

Steps taken by the AL government in the last few years to reverse the process of Islamisation by military dictators, generals Ziaur Rehman and Hossein Mohammad Ershad, during the late 1970s and 1980s have also deepened the conflict between Islamists and secularists.

Putting the matter in historical perspective, in 1974, as a result of Pakistain's recognition of Bangladesh and Sheikh Mujibur Rahman's visit to Lahore for the Second Islamic Summit Conference in Feb 1974, Dhaka agreed not to press for the trial of 195 Pak prisoners of war -- jugged
Book 'im, Mahmoud!
in Indian PoW camps -- on charges of war crimes.

Pakistain has expressed regret to Bangladesh about the excesses committed during 1971 but has so far refused to tender a full apology. Therefore, one way to keep the issue of 1971 alive was to try the Bengali nationals, termed collaborators, who primarily belonged to the Al Badr and Al Shams wings of Jamaat-e-Islami.

One plausible way to deal with the 1971 syndrome is to start the process of reconciliation by forming an independent commission to thoroughly investigate excesses committed during the military operation of 1971 by the Pakistain Army as well as the killings of non-Bengalis in East Pakistain by armed Bengalis and the Mukti Bahini.

The proposed commission, which can be called the Bangladesh-Pakistain Truth and Reconciliation Commission, will help heal the wounds of 1971 in Bangladesh and in Pakistain and will also help improve relations between the two South Asian countries.

India-Pakistan
Destined to fail
[Dawn] WE can go on talking about the Lashkar-e-Jhangvi
... a 'more violent' offshoot of Sipah-e-Sahaba Pakistain. LeJ's purpose in life is to murder anyone who's not of utmost religious purity, starting with Shiites but including Brelvis, Ahmadis, Christians, Jews, Buddhists, Rosicrucians, and just about anyone else you can think of. They are currently a wholly-owned subsidiary of al-Qaeda ...
till we're blue in the face. Or about the specific forms that sectarian violence takes in flashpoints such as Quetta and Bloody Karachi
...formerly the capital of Pakistain, now merely its most important port and financial center. It is among the largest cities in the world, with a population of 18 million, most of whom hate each other and many of whom are armed and dangerous...
. But as long as we continue to pretend that Pakistain's militancy problem is that limited in scope, innocent civilians will continue to die. The real challenge has to do with the way in which the state is approaching the issue -- as if it is simply an inconvenience for the public in certain parts of the country, a series of minor and isolated problems to be addressed in a piecemeal and localised way. As if the relentless campaign of sectarian violence is the equivalent of loadshedding in Quet-ta or traffic congestion in Karachi or any of the other local hassles Paks suffer on a daily basis. In reality, it is a national emergency, and what is missing is an acknowledgement that the problem is far broader than just the LJ or other blatantly violent organizations. Focusing on them will be pointless without a crackdown on all the various faces of sectarianism that are tolerated -- and in some cases actively fostered -- by the state, from politicians and sections of the media to law enforcement and the military.

What, for example, does it mean for there to be an interior ministry 'ban' on Ahle Sunnat Wal Jamaat
...which is the false nose and plastic mustache of the murderous banned extremist group Sipah-e-Sahaba Pakistain, whatcha might call the political wing of Lashkar-e-Jhangvi...
, a reincarnation of the proscribed Sipah-e-Sahaba? The ASWJ has also lost members in reprisal killings of late. Unfortunate as that is, the police believe it has close links with the more overtly bad turban LJ. Despite this, the organization's president is invited by the JUI-F to attend, alongside the country's major political parties, a conference on what to do about militancy. He has led funeral prayers for slain coppers attended by some of Karachi's senior-most coppers, appeared on television naming politicians from the country's biggest parties who have courted him for votes in their constituencies, and been used by the state to bargain with bad turbans. And the ASWJ is not the only example. It has held public rallies alongside Jamaat-ud-Dawa
...the front organization of Lashkar-e-Taiba...
, the not-banned face of Lashkar-e-Taiba
...the Army of the Pure, an Ahl-e-Hadith terror organization founded by Hafiz Saeed. LeT masquerades behind the Jamaat-ud-Dawa facade within Pakistain and periodically blows things up and kills people in India. Despite the fact that it is banned, always an interesting concept in Pakistain, the organization remains an blatant tool and perhaps an arm of the ISI...
, that are also attended by the mainstream Jamaat-e-Islami
...The Islamic Society, founded in 1941 in Lahore by Maulana Sayyid Abul Ala Maududi, aka The Great Apostosizer. It is distinguished by its xenophobia, and its opposition to Westernization, capitalism, socialism, secularism, and liberalist social mores...
. No wonder we can't control those responsible for spreading hatred. We are pretending we don't know who they are.

Along with turning a blind eye to the dubious links of certain renamed or banned
...the word banned seems to have a different meaning in Pakistain than it does in most other places. Or maybe it simply lacks any meaning at all...
organization
s there is also, for example, increasing talk of talking to the Taliban. Except that groups like the LJ and the TTP don't exist in isolation from each other or from Al Qaeda, or the Afghan Taliban, or other foreign snuffies in the tribal areas. So while all these groups may not have common agendas, their support for each other means cracking down on them selectively is a strategy that has already failed to prevent violence and will continue to. The Pak Taliban and the LJ are not one and the same. But their links are obvious enough to demand a serious rethink of the plan to hold effectively unconditional talks with the TTP, particularly from the position of weakness the state is clearly in today.

Perhaps the only aspect of the current situation to be relieved about is that the sectarian attacks haven't yet turned into a communal conflict. The Shia community has shown restraint, and both Shias and Sunnis recognise that these extreme beliefs are limited to a small group of violent radicals. And reprisal killings have so far been restricted to snuffies or members of banned organizations. But Sunday's attack in Karachi also set a worrying precedent with the potential to aggravate the conflict. Following the Feb 16 attack on Hazara Shias in Quetta, it was one of the first instances of a residential locality being bombed. In a way, this means the anti-Shia campaign is only growing more callous -- attacking Shias in markets or on pilgrimage targeted them in the public sphere, but these incidents have reached them in their homes. And for Karachi, where most sectarian conflicts take the form of murders or attacks on Muharram-related processions, Sunday marked a new and even more disturbing tactic. This is an increasingly inhuman campaign. And yet the state continues to behave as if arresting a few dozen alleged LJ members after a public outcry will solve the problem. Without a broader, braver and more honest effort, matters will only get worse from here.

Senegal to close Islamic schools
[News24] Senegal
... a nation of about 14 million on the west coast of Africa bordering Mauretania to the north, Mali to the east, and a pair of Guineas to the south, one of them Bissau. It is 90 percent Mohammedan and has more than 80 political parties. Its primary purpose seems to be absorbing refugees...
's president says the government will close all Islamic schools that do not meet basic safety standards, after nine children in a Qu'ranic school died in a fire on Sunday.

Senegalese President Macky Sall said the young students, aged 7 to 12, were killed in a fire in the Medina neighbourhood of Senegal's capital, Dakar.

After visiting the scene of the fire, Sall said on Monday night that Qu'ranic schools that do not meet basic standards will be closed to stop the exploitation of children. He said the young boarding students will be returned to their families.

The children who died in the fire were "talibes", which are students under 15 who stay with their master to learn the Qu'ran and to raise funds by begging in the streets.

Swiss Police Snare Man with 49 Phones in His Trousers
[An Nahar] A wily criminal was snared with a haul of 49 mobile phones stuffed down his trousers, Swiss police said Monday.

The 27-year-old Romanian -- believed to be either the actual thief or a receiver of stolen goods -- was arrested over the weekend in the city of Zurich.

To transport his stash, he had used an idea fit for a spy movie, by putting on two pairs of trousers with the ankle-seams sewn together.

The phones had been reported stolen from a techno party in Zurich.

Caribbean-Latin America
Chavez dead
WSJ Online has about the most even summary of the death of Oogo.
CARACAS, Venezuela--Hugo Chavez, a former tank commander turned populist politician who used Venezuela's oil riches to pursue his vision of socialism and challenge the U.S., died Tuesday from complications related to cancer. He was 58 years old.

With Mr. Chavéz just months into his fourth term, his death plunged Venezuela into political uncertainty. Vice President Nicolas Maduro will succeed Mr. Chavez as interim president, but must hold a new election within 30 days, according to the constitution. It seems likely Mr. Maduro will face off against opposition governor Henrique Capriles, who lost to Mr. Chavez in October's presidential election, but retained his governor's seat during an election in December.

Mr. Chavez's death is a blow to populist governments in the region, including those of Bolivia and Ecuador, which he led in a perennial campaign against American hegemony. His death could have major economic and political repercussions for Cuba, which receives billions in virtually free oil from Venezuela.

Domestically, Mr. Chavez leaves behind a deeply divided country with an economy in disarray, barely kept afloat by high oil prices.

For almost half his countrymen, Mr. Chavez was anathema, an authoritarian who fueled class hatred as he pursued what he called his Bolivarian Revolution. But for a majority of Venezuelans, Mr. Chavez was a messiah.

He was voted into power in 1998 on a tide of citizen disgust with the corruption of democratically elected politicians who had ruled Venezuela for three decades. He went on to dominate the country, which boasts the world's largest oil reserves, for the past 14 years, spending billions to create what he called "21st-century socialism."

A silver-tongued preacher-in-uniform, Mr. Chavez was the latest in a long line of military caudillos, or strongmen, who have left their mark in Latin America since the region gained independence from Spain and Portugal in the 19th century.

After failing to reach power through a military coup in 1992, Mr. Chavez proclaimed himself a democrat. But once in power, he proved difficult to remove. He changed the constitution twice to allow continuous re-election. He also used rhetoric to sharpen class divisions, pitting millions of poor Venezuelans against a prosperous middle and upper class, which he scornfully called "the squalid ones."

Mr. Chavez expropriated thousands of farms and businesses, and transformed the state oil company into a behemoth that did everything from build houses to distribute food. He saddled Venezuela with high inflation, some $80 billion in foreign debt despite high oil prices, and made it even more dependent on oil.

Mr. Chavez's biggest achievement, one even his detractors will admit, was to end the social and political exclusion of a large number of Venezuela's poor. He spent billions of dollars on his "Missions"--well-publicized educational, health and welfare programs aimed at the millions who live in cement-block slums on the hillsides surrounding Caracas and other cities.

Some studies have indicated that the programs have had little effect on reducing poverty or eliminating its structural factors. Crime in the barrios has risen and public schools remain far behind countries with comparable per-capita income.
Much, much more; worth the read if you don't quite remember all the stunts Oogo pulled.

WaPo summary here, skews moderately left.

Daily Mail (UK) summary here; lots of 'people in the street' photos as is their style.

Me? I'm pleased he's cavorting with Himmler right now. I pray for the people of Venezuela; they're in for a rough time.

[News24] Venezuelan Vice President Nicolas Maduro said on Tuesday the cancer afflicting Hugo Chavez was an "attack" by enemies among a barrage of conspiracies against him throughout his 14-year rule.

Maduro, in a live address to the nation, added that Venezuela was preparing "special measures" to counter an upsurge in plotting against the government during Chavez's battle against cancer.

Pak senate passes Anti-Terrorism Amendment bill
[Dawn] The Senate on Tuesday passed with majority the Anti-Terrorism Amendment Bill 2013 which would enable law enforcement agencies to take effective action against financiers of terrorism in Pakistain.

Law Minister Farooq H Naek presented the bill, which was opposed by Jamaat Ulema-e-Islam
...Assembly of Islamic Clergy, or JUI, is a Pak Deobandi (Hanafi) political party. There are two main branches, one led by Maulana Fazlur Rahman, and one led by Maulana Samiul Haq. Fazl is active in Pak politix and Sami spends more time running his madrassah. Both branches sponsor branches of the Taliban, though with plausible deniability...
-- Fazl (JUI-F) leader Senator Abdul Ghafoor Hyderi who sought deferment of the bill so that some necessary amendments could be made for making it more effective.

However,
corruption finds a dozen alibis for its evil deeds...
JUI-F leaders staged a walkout when the bill was voted upon and was passed.

The bill amends the Anti-Terrorism Act 1997. It now needs to be signed by President Asif Ali Ten Percent Zardari
... husband of the late Benazir Bhutto, who has been singularly lacking in curiosity about who done her in ...
to become an act.

The bill empowers government authorities to take action against elements involved in financing terrorism in Pakistain. It also allows for confiscation of property owned by financiers of terrorist elements.

Previously, the NA had unanimously passed the Anti-Terrorism Bill 2013 on Feb 20, aiming to remove shortcomings in provisions against terrorism-financing.

group said, warning of a deepening ethnic conflict stemming from rows over forthcoming legislative elections.

The gunfire broke out shortly after Guinea's main opposition leaders boycotted a meeting called by President Alpha Conde aimed at ending days of unrest that has spread beyond the capital and now killed at least six people.

Hundreds of protesters have been maimed since the unrest began on Wednesday. Guinea's notoriously ill-disciplined security forces have a history of brutal crackdowns on protests.

"Seven people were hit by bullets fired by the security forces," Thierno Maadjou Sow, head of Guinea's main human rights watchdog, OGDH, told Rooters.

"One of them, Mamadou Aliou Bah, died from his wounds," he added. "It has become an ethnic battle between the Malinke and the Peul. Wherever one group is in the minority, they are attacked by the other."

Government spokesperson Damantang Albert Camara said the situation was "worrying" but would not give a toll for Monday's festivities.

FSA: Hizbullah Preparing to Send 5,000 Fighters to Homs
[An Nahar] The joint command of the rebel Free Syrian Army on Tuesday accused Hizbullah of "preparing to send between 4,000-5,000 fighters to Syria via Homs over the next few days."

"On Sunday evening, Hizbullah trained its members in the Western Bekaa area near the Lebanese town of Mashghara, in preparation for sending a new batch of fighters to Syria," the joint command said in a statement.

The FSA accused the Lebanese party of "setting up monitoring positions and deployment centers, some of them near the eight Syrian border towns occupied by the party, with the aim of providing protection and controlling the international highway connecting Damascus
...The capital of Iran's Syrian satrapy...
, Homs and the (Syrian) coast."

The rebel group charged that "over the past three months, Hizbullah staged operations of sectarian cleansing in several border towns, especially Jousiyyeh, while dozens of houses were torched and thousands of residents were expelled."

The joint command warned that "the future of the neighborly and brotherly relations with Leb is in danger and all options will be on the table if the blatant aggression against Syrian territory and citizens does not stop."

The FSA stressed that "today, the problem is with the Lebanese state, not only with Hizbullah, and it has gone beyond that to become an Arab, regional and international issues."

"We will deal with it within this framework," the statement added.

Iran Rejects Gulf Claims of 'Interference'
[An Nahar] Iran rejected Tuesday claims by the Gulf Cooperation Council that it is interfering in the grouping's internal affairs, insisting that Tehran stays away from domestic issues of other countries.

"Iran's intervention in Bahrain's affairs is a claim contrary to reality and it is made in order to escape from the real problems and will bear no results," Iranian foreign ministry front man Ramin Mehmanparast said at his weekly presser.

"We have not, are not, will not interfere in the domestic issues of any country."

Bahrain, one of the six Arab monarchies making up the GCC, at the weekend urged the council to stand united against Iran's "interference".

The GCC "looks forward towards better relations with Iran, but unfortunately the latter continues to interfere in their internal affairs," said Bahraini Foreign Minister Sheikh Khaled al-Khalifa.

"It is important for our countries to stand united against such interference" from the Shiite Islamic republic across the Gulf, Sunni-ruled Bahrain's top diplomat said.

Bahrain in February accused Iran of having formed a "terrorist cell" to foster violence in the kingdom.

The claim was the latest in a series of accusations against Iran that it backs activists demanding a greater say for the Shiite majority in Bahrain's politics.

Mehmanparast said Bahrain should listen to its own people.

He urged Bahrain "to seek correct solutions for its problems -- which is listening to the legitimate demands of their own people instead of taking military and security action."

He did not disclose the name of any potential target of the suspects.

He said that the held suspects confessed to having killed several people -- including Kazim Ali, Dr Jafar Mehdi, Mohammad Shahzad, Amir Abbas, Hussain Ibne Hasan, Dr Hasan Alam -- in the city.

Action ordered against outlawed outfits working under new names
[Dawn] The Sindh government has decided to take action against banned
...the word banned seems to have a different meaning in Pakistain than it does in most other places. Or maybe it simply lacks any meaning at all...
organization
s operating under new names in the province.

A decision to this effect was taken at a meeting held at the Chief Minister's House on Monday to review the overall law and order situation in the context of the Abbas Town tragedy.

The meeting was jointly presided over by Chief Minister Syed Qaim Ali Shah and Interior Minister Rehman Malik
Pak politician, Interior Minister under the Gilani government. Malik is a former Federal Investigation Agency (FIA) intelligence officer who rose to head the FIA during Benazir Bhutto's second tenure. Malik was tossed from his FIA job in 1998 after documenting the breath-taking corruption of the Sharif family. By unhappy coincidence Nawaz Sharif became PM at just that moment and Malik moved to London one step ahead of the button men. He had to give up the interior ministry job because he held dual Brit citizenship.

They ordered the law-enforcement agencies to start snap checking at various places, including shopping centres, trade and business spots.

They also said that wanted persons belonging to banned outfits should be dealt with under the law.

Participants of the meeting observed that faceless myrmidons wanted to disturb the peace of Bloody Karachi
...formerly the capital of Pakistain, now merely its most important port and financial center. It is among the largest cities in the world, with a population of 18 million, most of whom hate each other and many of whom are armed and dangerous...
and create a situation of uncertainty and havoc.

The law-enforcment agencies were told to take a prompt action against faceless myrmidons and keep a watchful eye on all entry points as well as inter-provincial borders.

The meeting decided to impose a ban on pillion-riding in the city. However,
a poor excuse is better than no excuse at all...
women, children, elderly men and journalists would be exempted from the ban.

The police were told to take action against land grabbers and vacate state land from their illegal occupation.

Some 1,716 madressahs with more than 20,000 students were operating in Karachi alone, and the CM asked the authorities concerned to have a meeting with the administrator of the Wifaq-ul-Madaris.

Rangers Director-General Maj-Gen Rizwan Akhtar, Sindh police chief Fayyaz Leghari, Additional Chief Secretary (Home) Waseem Ahmad and others were also present.

Meanwhile,
...back at the wrecked scow, Harrigan had lost the feeling in his legs from the cold. I told 'em they'd never take me alive, he thought. I was right!...
the CM also chaired a meeting late on Sunday night to take stock of the situation following the Abbas Town blast.

He formed a six-member committee to probe the terror attack that claimed the lives of over 45 persons.

The committee, headed by Additional IG Ghulam Shabbir Sheikh, has been tasked to submit its report within three days.

The meeting decided to pay compensation to the heirs of the dead and maimed besides extending financial support for rebuilding the destroyed flats and shops.

Speaking on the occasion, the CM said that President Asif Ali Ten Percent Zardari
... husband of the late Benazir Bhutto, who has been singularly lacking in curiosity about who done her in ...
and Prime Minister Raja Pervez Ashraf took serious notice of the kaboom and directed him to take immediate action against those involved in the killing of innocent people.

He directed the police, Rangers and other law-enforcement agencies to crush terrorists, adding that those involved in the incident should be nabbed at the earliest.

The CM said that the government was making every effort to restore peace and protect life and property of the people.

He said that the law-enforcement agencies had to improve their performance and increase patrolling in residential and business centres, as the criminals could only be nabbed under a well-planned strategy.

Pakistan Army rejects NYT report on drone strikes
[Dawn] Pakistain's military on Tuesday rejected a report published in a US newspaper on recent drone strikes in northwestern Pakistain, calling it a "distortion of facts" and an attempt at weakening the country's stand against drone strikes.

Commenting on the report published in the New York Times
...which still proudly displays Walter Duranty's Pulitzer prize...
on Tuesday, a front man for the Inter Services Public Relations (ISPR) said "such an accusation is a distortion of the facts and seems to be aimed at diluting Pakistain's stance on drone strikes."

Local and international media had reported two suspected US drone strikes in the North and South Wazoo tribal regions in early February.

According to Dawn reports, the first strike on Feb 6 targeted a suspected compound in North Waziristan agency killing three unidentified people. The second strike on Feb 8 carried out on the border of the North and South Waziristan tribal regions was reported to have targeted a compound owned by a local Tehrik-e-Taliban Pakistain (TTP) commander.

Intelligence officials said the Feb 8 attack killed eight turbans, including two Al Qaeda men. The rest, sources said, were local TTP fighters.

However,
some people are alive only because it's illegal to kill them...
the report published by the New York Times today quoted unnamed US intelligence officials as denying the US carried out the attacks and instead accused Pak forces of carrying out the strikes.

Rejecting the report, the ISPR front man denied Pakistain's security forces having carried out any operation, including air strikes, in the area on dates mentioned in the news report.

U.S., China Call for New U.N. Sanctions on North Korea
[An Nahar] The United States and China on Tuesday called on the U.N. Security Council to sanction North Korean diplomats and "illicit" cash transfers to step up pressure on Pyongyang's nuclear program.

But the isolated North fueled tensions, threatening to scrap an armistice that halted the 1950-53 Korean War and warning that it could launch "strong" counter-measures against what it called U.S. hostility.

U.S. ambassador Susan Rice circulated the text of a sanctions resolution to the other 14 members of the Security Council on Tuesday. Diplomats said a vote could be held on Thursday.

The proposed measures would "take the U.N. sanctions imposed on North Korea to the next level, breaking new ground and imposing significant new legal obligations," Rice told news hounds after the closed council meeting.

"For the first time ever, this resolution targets the illicit activities of North Korean diplomatic personnel, North Korean banking relationships, illicit transfers of bulk cash and new travel restrictions."

She said that if passed, the measures "will significantly impede North Korea's ability to develop further its illicit nuclear and ballistic missile programs."

The United States and China have been negotiating the measures since the North staged its third nuclear test on February 12.

Syria-Lebanon-Iran
US lauds vote for Aleppo council
WASHINGTON — The United States on Monday praised the holding of elections for a council to run rebel-held areas of Syria’s Aleppo province, as well as the new opposition leader’s first visit to the country.

Ahmed Moaz Al Khatib’s decision to visit the largely rebel-held northern province was a “really courageous choice,” State Department deputy acting spokesman Patrick Ventrell said. “We commend him for his courage and his dedication to connect with Syrians who continue to suffer from the regime’s violence on a daily basis.”

Khatib, head of the Syrian National Coalition, slipped into the country on Sunday as elections were being held for the Aleppo provincial council. The vote was being held in the Turkish town of Gaziantep for security reasons, but the future body will be based inside Syria. “We view this as a positive sign of the opposition’s commitment to free and democratic procedures even though campaigning and elections weren’t possible inside of Syria because of the pervasive insecurity,” Ventrell added.

Chávez’s family fortune at around $2 billion
Criminal Justice International Associates (CJIA), a risk assessment and global analysis firm in Miami, estimated in a recent report that the Chávez Frías family in Venezuela has “amassed a fortune” similar to that of the Castro brothers in Cuba.

According to Jerry Brewer, president of CJIA, “the personal fortune of the Castro brothers has been estimated at a combined value of around $2 billion.”

“The Chávez Frías family in Venezuela has amassed a fortune of a similar scale since the arrival of Chávez to the presidency in 1999,” said Brewer in an analysis published in their website.

Brewer said that Cuba is receiving about $5 billion per year from the Venezuelan treasury and in oil shipments and other resources.

“We believe that organized bolivarian criminal groups within the Chávez administration have subtracted around $100 billion out of the nearly $1 trillion in oil income made by PDVSA since 1999.”

#4  Some perspective for the civilian side of the house. Scroll down to the posting The Great Ammunition Myth for the comment citing the Army Regulation concerning weapons qualification. By reg, soldiers are required to qualify annually on their weapons. However, certain assignments do not accord the ability to do so because facilities and equipment is not available. That could be recruiting or ROTC duty or specific military installations. Fort Leavenworth comes to mind. It has a disproportionate number of officers to enlisted because of the Command and General Staff college and the Combined Arms Center that develops doctrine for the echelons above brigade. They don't maintain weapons for everyone assigned and those they are there are mainly retained by the assigned military police both of the garrison and the correctional facility. That means most of the some 700 officers (including students) don't do annual qualification. If they want to maintain personal proficiency, they have to do it on their own time and own dime.

The point is that if the Army believes that it can qualify proficiency on a weapon with 40 rounds per year, why is it taking several hundred per 'agent'.

[Before arguing levels of skill necessary, I'd guess that the LAPD requires more than 40 rounds per year and their recent display of gun skill in the shootouts involved in the pursuit of Dorner doesn't seem to justify the rationale]

#10  NYPD put their skillz on display recently as well.

I was trying to game a scenario of a gun grab without also investing in aluminum. It went something like this: disaster strikes, area preferably in a sympathetic gun grabber state, apply for federal relief. As a clause, FEMA and other Federal agents can declare the affected area a gun free zone for responder protection and such. Affected citizens have a time frame to turn in all firearms; anyone found in possession of any firearm after the expiration will be considered a looter and/or menace to public safety & responders. Emergency responders will be dutied to confiscate any found firearms as they do door-to-door safety inspections and clearing. No cleanup, entrance into property, or money is released until supervising agent in charge decrees the area weapons-free. Area remains in a state of weapons ban until all federal money is repaid plus expenses and interest. Area agent in charge working with local elected leader(s) can organize a VIP list of those who will be able to possess and carry; could even give them a funny hat or fancy badge, perhaps some sprockets, to identify/set apart so they are not ID'd as looters plus any other enforcement privilages deemed necessary under the circumstances. Of course, if theyz going to use those fancy new rides they would want to place an ambulance decal scheme on it.

Someone please point and laugh at me.

Caracas Accuses Washington of Destabilization Plot
We wish...
CARACAS—Shortly before announcing that Hugo Chávez died, Venezuela's government resorted to one of the late president's favorite ploys to try to unite his supporters: allege a conspiracy by the U.S. to destabilize the country.
The last time we had a CIA that could do that was when Reagan was president...
Vice President Nicolás Maduro kicked out two U.S. military attachés for allegedly plotting against Venezuela and even suggested that Washington may have been behind Mr. Chávez's cancer.

"Behind all of [the plots] are the enemies of the fatherland," Mr. Maduro said on state television, flanked by the entire cabinet, state governors and Venezuela's military commanders.

Mr. Maduro said that the U.S. Embassy's Air Force attaché, Col. David Delmonaco, and another unnamed U.S. military official had approached members of the Venezuelan military and tried to recruit them into plans to "destabilize" the oil-rich South American nation. Mr. Maduro didn't offer further details on the alleged plot.

The Obama administration, which has been hoping for closer relations with Venezuela following years of antagonism from Mr. Chávez,
...though there's no reason to want such warmer relations and no prospect of having them short of a counter-revolution...
rejected the allegations.

"We completely reject the Venezuelan government's claim that the United States is involved in any type of conspiracy to destabilize the Venezuelan government. We reject the specific allegations against members of our Embassy," said State Department spokesman Patrick Ventrell.

"An assertion that the United States was somehow involved in causing President Chávez's illness is absurd, and we definitively reject it," said Mr. Ventrell.

U.S. officials said it was likely that a number of Venezuelan diplomats would be asked to leave the U.S. in the coming days.

Syria-Lebanon-Iran
Rebels seize Raqqa governor in northern Syria
BEIRUT — Syrian rebels battled pockets of regime loyalists in the northern city of Raqqa on Tuesday after capturing the governor of the northern province in fierce clashes overnight, activists said.

Rebel fighters pushed government troops from most of Raqqa, a city of some 500,000 people on the Euphrates River, on Monday. If the opposition manages to wrest all of Raqqa from the government, it would mark the first time an entire city has fallen into opposition hands, dealing both a strategic and a symbolic blow to President Bashar Assad’s regime.

The Britain-based Syrian Observatory for Human Rights said opposition fighters captured the governor of Raqqa province, Hassan Jalili, after clashes overnight near the governor’s office in the provincial capital, also named Raqqa. The Observatory said the head of Assad’s ruling Baath party in the province was also in rebel custody.

Observatory director Rami Abdul-Rahman said Jalili is one of the highest-ranking officials to fall into rebel hands since the Syrian crisis began nearly two years ago.

Righting was still raging on Tuesday near an intelligence building in the city as well as several other places, he said, adding that “some of Raqqa is still under regime control.”

The Observatory said government warplanes carried out airstrikes on two targets in the city, causing an unspecified number of casualties. It also reported heavy fighting near an ammunition depot on the northern edge of the city.

Rebels have been making headway in Raqqa province for weeks, capturing the country’s largest dam west of the city. On Sunday, anti-Assad fighters stormed Raqqa city’s central prison, and after rebels swept regime forces from much of the provincial capital on Monday, euphoric residents poured into the main square and tore down a bronze statue of Assad’s late father, Hafez.

forced the Supreme Court on Monday to observe that the federal and provincial governments had failed to protect the life and property of citizens.

Taking a suo motu
...a legal term, from the Latin. Roughly translated it means I saw what you did, you bastard...
notice on the incident, Chief Justice Iftikhar Mohammad Chaudhry summoned a comprehensive reply from Advocate General of Sindh Abdul Fateh Malik and fixed the matter on Wednesday before its Karachi registry where a bench headed by Justice Amir Hani Moslem is hearing a number of cases.

"An appropriate order after hearing all concerned is required to be passed," the chief justice observed while deciding an office note initiated by SC Registrar Dr Faqir Hussain.

This is the second such suo motu notice. On Feb 18 the court had taken notice of the unabated killings of the Hazara Shia community in Quetta.

Citing newspaper reports, the office note carried gory details of the carnage which claimed the lives of 45 people and left 150 others injured in the Shia-dominated neighbourhood of Abbas Town on Sunday. Several women and kiddies were among the dead.

After the bombing, the note said, members of the Shia community erupted into the streets against law-enforcement agencies and the government and demanded the arrest of the killers. Mourners gathered in different areas of the city and set on fire a bus on M.A. Jinnah Road. The situation in many areas is tense.

It was reported, the note said, that law-enforcement personnel and government officials had not reached the venue of the blast in time for rescue and relief work because they were busy in providing security/protocol to high-ups at a private function.

It said that after the two consecutive kabooms in Quetta this equally shocking carnage should serve as an eye-opener. "The incidents in Quetta led to the sacking of the provincial government, with calls also made for replacement of civil administration by the armed forces, to provide security to inhabitants," the note recalled. It said that being a major disaster causing 45 deaths and 150 maimed with enormous loss/destruction of property, it was a serious violation of fundamental rights guaranteed under Articles 9, 14, 23 and 24 of the Constitution.

Targeted killings: Govt warned of long march on capital
[Dawn] Terming the recent wave of deadly bombings in Quetta and Bloody Karachi
...formerly the capital of Pakistain, now merely its most important port and financial center. It is among the largest cities in the world, with a population of 18 million, most of whom hate each other and many of whom are armed and dangerous...
and the assassinations a conspiracy against the country, Majlis-e-Wahdatul Mohammedaneen (MWM) here on Monday warned the authorities that if the terror activities were not checked, they would launch a nationwide protest march towards Islamabad.

"I warn you if such incidents continue taking place, we will organise a nationwide long march to Islamabad," said MWM chief Allama Nasir Abbas.

He was addressing a protest gathering at D. Chowk after a rally against the twin kabooms at Abbas Town, Karachi. Pointing towards the parliament house, he said: "Nobody will be allowed to get there if the citizens are not safe."

He also demanded the suspension of Karachi administration and an army-led operation in that city.

He criticised the federal and the Sindh governments for their failure to apprehend gunnies and produce concrete evidence against them in the courts.

Allama Abbas said gunnies were targeting the Mohammedans and Paks indiscriminately but the authorities were behaving like 'sitting ducks'.

"This is not a sectarian issue," he said in a charged voice. "I repeat this is not a sectarian issue and there is no division on the basis of sects or ethnicity in the country."

He said a large number of Sunnis were also killed in Quetta and Karachi blasts, adding a handful of gunnies were active only because the authorities were not doing their job.

Allama Abbas blamed the intelligence agencies for failing to identify the terror network, their nurseries and intercept their activities.

"And if the situation remained uncontrolled for long, the people of the country would be forced to take up arms and seek justice themselves," he said.

"So far, the people of Pakistain have remained law-abiding citizens."

It was announced that the coming Friday would be observed as the 'day of deaders for the nation'.

All political parties will be asked to join the protest against gunnies who were bent on destroying the fabric of society.

"The victims are everywhere and they belong to all categories, class, race and sects but the killers are the same," said Allama Abbas.

At 17,500 feet you will very likely neither hear it nor see it. The notion that U.S. international border monitoring of illegal entry is difficult or impossible is utterly mythologic, and has been for several years. Quite obviously, the unstated goal is to stitch together a network of airborne or near-space platforms that have interlocking Fields of View (FOV) which will enable the 24x7 monitoring of entire target areas regardless of size.

#4  Think carefully, constant, recorded surveillance, has huge applications for law enforcement. Coincidental to that, it has enormous prospects for abuse, the demise of all public expectation of privacy, associations, and travel for all of us. The bleed-over from military surveillance in a war zone to domestic surveillance is happening across the country under the rubric of law enforcement. But do you really think it will be contained, prevented from abuse?

U.S. Calls on U.N. to Bar Drunken Diplomats
[An Nahar] The United States on Monday called for drunk diplomats to be barred from United Nations
...Parkinson's Law on an international scale...
' budget negotiations.

Annual talks on how much the global body spends have become increasingly tense as western nations call for spending cuts.

"We make the modest proposal that the negotiating rooms should in future be an inebriation-free zone," Joseph Torsella, deputy U.S. ambassador for management and reform, told the U.N. General Assembly's budget committee.

The assembly's budget body, the Fifth Committee, holds marathon negotiations in December each year on spending and national contributions.

These often last all night for several days in a row so that a vote can be held before the end of year holidays.

The United States is not calling for a ban on alcohol just on drunks, U.S. officials said.

Some envoys have turned up for talks "falling down drunk," said one diplomat, speaking on condition of anonymity
... for fear of being murdered...
. "On one occasion the note-taker who was meant to be recording the talks was so intoxicated he had to be replaced," said another. Both spoke on condition of anonymity.

But the comments have caused some controversy. "It is absolutely not the case that everyone at the talks is drunk. All the people doing the negotiating are sober," said a third diplomat.

BNP, Jamaat leaders to face music for violence: home minister
[Bangla Daily Star] The government has decided to take action against leaders of BNP and Jamaat-e-Islami
...The Islamic Society, founded in 1941 in Lahore by Maulana Sayyid Abul Ala Maududi, aka The Great Apostosizer. It is distinguished by its xenophobia, and its opposition to Westernization, capitalism, socialism, secularism, and liberalist social mores...
for the recent violence, Home Minister MK Alamgir said on Tuesday.

Leaders of the central committees and local units of the Bangladesh Nationalist Party and its ally Jamaat would have to take all responsibilities for lives and properties lost in violence between Thursday and Monday, Alamgir said.

Presenting a statement at parliament, he said the action would be taken against the BNP-Jamaat leaders under the Anti-Terrorism Act of 2009.

The minister said 67 people -- seven coppers, some common people and "criminals" of Jamaat -- have been killed in the violence.

He claimed the law and order is under the control of the government.

Alamgir said so far 235 cases have been filed with different cop shoppes and 1,500 people have been locked away
Yez got nuttin' on me, coppers! Nuttin'!
during the mayhem.

The offences -- killing, attack, capture and kidnap -- carry upto death penalty under the anti-terrorism law.

Aiming to destroy unity, harmony, security and illusory sovereignty of the country, forcing the government or any other people to do something or to refrain from doing something through creating panic among the people or any section of people would the considered as terrorism according to the law.

A person could be sentenced to jail for any terms between three years and 20 years for providing funds or any other support or inspiring others to provide the same for terrorism activities.

Any conspiracy to carry out offences under the act will earn upto life term imprisonment.

A boom-mobile went kaboom! near a football field southeast of Baquba, a city north of Storied Baghdad
...located along the Tigris River, founded in the 8th century, home of the Abbasid Caliphate...
, killing three people and wounding another 17, according to a police colonel and a doctor.

Afghanistan
NATO to Stop Reporting Afghan Attack Figures
[An Nahar] The NATO-led military force in Afghanistan will no longer publish statistics on Taliban insurgent attacks, the coalition announced Tuesday, a week after admitting some of its records were incorrect.

Officials have expressed regret that a reported seven percent decrease in "enemy-initiated attacks" in 2012 was wrong and said that attacks were roughly the same as 2011.

International Security Assistance Force (ISAF) spokesman Jamie Graybeal denied that the error, which cast doubts on NATO claims of progress in the war, had forced the change of policy.

"Because the (Afghan army and police) are now conducting an increasing number of successful unilateral operations, often beyond the view of ISAF, we have determined that our databases will become increasingly inaccurate," he said.

Malik told the NA that the Karachi bombing was a replication of similar sectarian attacks in Quetta. He claimed that a conspiracy was being hatched to delay general elections.

The interior minister said he had visited Karachi on Monday and had held meetings with law enforcement agencies to stop the recurrence of such incidents.

The interior minister said he would give a detailed statement in the National Assembly on Wednesday on the law and order situation in the country, particularly Karachi.

Malik again urged the Punjab government to take action against LeJ in Punjab province.

Speaking to news hounds, the interior minister said the LeJ was conducting its activities through supervision from Punjab. He urged the Supreme Court to inquire from the Punjab Chief Minister over why no action was being taken against the banned outfit in the province.

He said that if the forces of Evil could be controlled in Punjab, then terrorism could also be curbed in Karachi.

Seven in KSA face crucifixion and firing squad for armed robbery
One of seven KSA residents due to be put to death on Tuesday by crucifixion and firing squad for armed robbery, speaking over a smuggled mobile phone from his prison cell, has appealed for help to stop the executions.

Nasser al-Qahtani told Aypee from Abha general prison on Monday that he was arrested as part of 23-member ring that stole from jewellery stores in 2004 and 2005. He said they had been tortured to confess and had no access to lawyers.

"I killed no one. I didn't have weapons while robbing the store, but the police tortured me, beat me up and threatened to assault my mum to extract confessions that I had a weapon with me while I was only 15," he said. "We don't deserve death."

A leading human rights group added its appeal to KSA authorities to stop the executions.

Al-Qaeda Gunmen Study IDF Patrols On Israeli-Syrian Border
[Times of Israel] Al-Qaeda operatives fighting the Syrian regime have been watching and studying IDF patrols along the border with Israel, from only meters away on the other side of the fence.

Members of the al-Furqan group -- affiliated with the global al-Qaeda organization which has acted in Yemen and Iraq -- were filmed close to Israel's border, out in the open, in footage screened by Israel's Channel 10 on Tuesday night.

In a number of videos uploaded to the internet, the fighters can also be seen holding various munitions, including old anti-tank rockets and heavy machine guns.

Sources in the IDF believe the gunnies affiliated with these and other terror groups are currently preoccupied with fighting Hereditary President-for-Life Bashir Pencilneck al-Assad
Oppressor of the Syrians and the Lebs...
's regime, and that if they plan on turning their focus on Israel they won't do so before they have more control in Syria, the TV report said. Plainly, though, it added, the decades of relative quiet for Israel on its border with Syria are coming to an end, and a year from now, Israel might have to brace itself to thwart cross-border attacks.

The latest reports confirm a Times of Israel story last week which said Assad's forces have largely left the Syrian side of the Golan Heights. The footage screened on Tuesday included film taken in the Quneitra area of the Golan, the TV report said.

Though the ongoing fighting in Syria is not directed at Israel, the IDF and Israeli security officials are keeping a close watch on the situation in the neighboring country, preparing for any development, the report said, adding that some in the IDF are suggesting that Israel seek to reach out to some of the more moderate Syrian rebel groups with an eye on the post-Assad future.

In recent months, stray shots and mortar shells have fallen on the Israeli side of the border several times, including in two incidents last week, and the fence was rebuilt and drastically improved.

Civilian shot, two policemen stabbed in Port Said clashes
[Al Ahram] One person was shot in the head and two low-ranking coppers were stabbed during ongoing festivities in Port Said near its security directorate on Tuesday afternoon, reported Ahram Arabic news website.

Clashes intensified again when three Central Security Forces (CSF) vehicles arrived at the vicinity of the directorate and fired teargas at the groups gathering there. They in turn started throwing stones at the security forces.

According to the website, unidentified persons carrying bladed weapons stabbed low-ranking coppers Salama Khalifa and Mohamed Fikry who were coming out of a side door of the directorate.

They were stabbed in their chests as well as in other areas.

Military forces arrived at the scene and reportedly fired shots in the air to disperse the crowds at the security directorate.

The man who was shot was transferred to Port Said general hospital in a critical condition.

The two coppers were transported to Port Said military hospital which in turn sent them to the police hospital in Cairo because of the gravity of their injuries.

Clashes broke out Sunday in Egypt's Suez Canal city of Port Said when locals protested an interior ministry decision to transfer 39 detainees from Port Said to the Wadi Natroun Prison in the Beheira governorate located on the other side of the Nile Delta. Police reportedly fired teargas at the crowd.

These detainees were convicted of involvement in last year's football disaster in which over 70 Ahly football club fans were killed after a match between Cairo's Ahly and Port Said's Masry.

According to the ministry of health, at least 352 people have been injured in recent festivities in Port Said.

Bangladesh
Petition To Ban Jamaat: HC set to hear 4-yr-old plea
[Bangla Daily Star] The High Court may decide about legitimacy of Jamaat-e Islami as it is expected to settle soon a four-year-old petition filed over legality of the party's registration.

Chief Justice Md Muzammel Hossain yesterday formed an HC bench comprised of Justice M Moazzam Husain and Justice Quazi Reza-Ul Hoque to dispose of the petition.

The chief justice constituted the bench as the petitioners' counsel Barrister Tania Amir on February 18 submitted an application to his office to that end.

The petition will now come up in the cause list of the bench, which would fix a date for hearing the matter, Tania Amir told The Daily Star yesterday.

Following the writ petition, the HC in January 2009 asked the government, the Election Commission and Jamaat to explain why the party's registration with the EC should not be declared illegal.

Sources in the HC said neither the EC nor Jamaat has replied to the rule so far.

Tania Amir yesterday said if the HC endorsed the petition through hearing, activities of Jamaat would be severely limited and the party would not be allowed to contest an election. Besides, Jamaat would not be entitled to get police protection for conducting any meeting and enforcing hartal
... a peculiarly Bangla combination of a general strike and a riot, used by both major political groups in lieu of actual governance ...
, she added.

She said the demand of the time was to ban Jamaat as a terrorist outfit which the government could do under the Anti-Terrorist Act, 2009 by following legal procedures.

Section 18 of the Act says, "For the purpose of this Act the government shall have the power to prohibit by order or incorporating in schedule, any organization or reasonable basis of involvement in terrorist activities."

Jamaat has recently undertaken a series of terrorist acts in a systematic manner including burning the national flag, attacks on the Shaheed Minar and journalists and violent activities in front of Baitul Mukarram National Mosque, Tania observed.

Jamaat's lawyer Tajul Islam said they would make a reply to the rule over legality of the party's registration before the HC during hearing.

U.S. Police Dog Accidentally Fires Gun
[An Nahar] Police in the U.S. say a dog searching for a gun in a snowbank accidentally pulled the trigger with its paw, firing the weapon.

No humans --or dogs -- were hurt.

The episode started early Sunday when an officer on patrol heard three gunshots. When he went to investigate, he saw a vehicle speed away.

Police saw a man leap out and bury something in the snow.

Ivan, a dog handled by the Essex County Sheriff's Department in Massachusetts, was called to the scene to find whatever was buried in the snow. Police say he started digging furiously and fired the gun.

Attack on Nigeria cop station - 10 dead
[News24] At least two coppers and eight non-combatants were killed in an attack on a cop shoppe in Nigeria's northern Borno state, a stronghold of the Boko Haram
... not to be confused with Procol Harum, Harum Scarum, possibly to be confused with Helter Skelter. The Nigerian version of al-Qaeda and the Taliban rolled together and flavored with a smigeon of distinctly Subsaharan ignorance and brutality...
Islamist group, local media reported on Tuesday.

Boko Haram gunnies attacked the cop shoppe in Gwoza town late on Monday, according to Nigerian Vanguard newspaper, and festivities followed.

Gwoza lies near the Cameroonian border, about 135km south-east the state capital Maiduguri, a Boko Haram stronghold.

The attack came a day after Nigerian security forces killed 20 suspected Boko Haram cut-throats who had attacked army barracks in Munguno, which also lies in Borno state.

Libya insecurity deals economic blow
[MAGHAREBIA] The Libyan army on Monday (March 4th) took over security at the Mellitah oil and gas complex, Libya Herald reported. The complex stopped operations and workers were evacuated Saturday following deadly festivities between the Zintan and Zwara militias.

The plant, located 60km west of Tripoli
...a confusing city, one end of which is located in Lebanon and the other end of which is the capital of Libya. Its chief distinction is being mentioned in the Marine Hymn...
, is jointly operated by the National Oil Corporation and Italia's Eni.

"The site has been secured by the army last night. But the gas supply has not yet resumed," Abdelfattah Sharkan, the president of the board of directors at the Mellitah Oil & Gas Company, said Monday. Sharkan said he hoped production would resume "in the next two days".

According to Zuwara Congressman Nouri Abu Sahmein, "These festivities broke out after three Zintan brigade members attacked a checkpoint in Sabratha. One of them was maimed and taken to Zuwara for treatment. After that, one of them assaulted the person who helped them in Zuwara."

He noted that locals in the area, both Arabs and Amazighs, tried to find a solution to the problem at the gas complex.

He also said that he contacted Prime Minister Ali Zidan, intelligence chief Salem al-Hasi, General National Congress (GNC) head Mohamed Magarief, as well as Undersecretary of the Interior Ministry for Security Affairs Omar al-Khadhraoui to contain the situation.

Mellitah Oil & Gas Company evacuated a number of foreign workers for fear of renewed festivities. Meanwhile,
...back at the revival hall, Buford bit the snake and Eloise began speaking in tongues...
others staged a sit-in demanding security in society.

"The strange thing is that these gangs have problems with the complex management although they receive large amounts of money for guarding it," Ezem, a resident of Zuwara, said.

Meanwhile,
...back at the sea battle, the fleet limped into Bremerhaven, the wreck of the Blutwurstkoenig in tow...
he expressed his surprise over the failure of state to control rogue militias made up of former revolutionaries.

"It was the Libyans who liberated their country, and the credit in that doesn't go for a certain region over another or a certain tribe over another," he said. "This reminds me of Sirte and Kadhadfa tribe at the time of Qadaffy."

Maha al-Sabry, a public sector employee, said "the state must seize control of government and oil facilities and projects".

"We've had enough chaos from these security and military brigades," al-Sabry added. "We want to build a strong army and an effective police force."

India-Pakistan
Maldives leader Nasheed held
[Bangla Daily Star] Police in the Maldives enjugged
Into the paddy wagon wit' yez!
opposition leader Mohamed Nasheed yesterday, defying pressure from regional power India which had called for him to be free to campaign for elections.

A spokeswoman for Nasheed's Maldivian Democratic Party, Shauna Aminath, said that about 20 masked coppers wearing riot gear locked away
Don't shoot, coppers! I'm comin' out!
him at his family home in the capital Male.

She said that no arrest warrant was presented to the former pro-democracy activist, who served as the first freely elected president until last year, and that one of his security personnel was injured in a fracas.

Maldivian authorities said that the 45-year-old had been taken into custody on a court order and was to be presented in a magistrates' court today where he faces criminal charges.

A court officer who declined to be named said the case against Nasheed -- who has been charged with abusing his powers by ordering the arrest of a judge while president -- would be taken up at 04:00pm today.

The move threatens to bring more instability to the archipelago, a famous upmarket honeymoon destination which sits astride strategic shipping lanes in the Indian Ocean.

It has been wracked by violence and political infighting since February 2012 when Nasheed was ousted following a mutiny by security forces and demonstrations which he believes were fomented by former autocrat Maumoon Abdul Gayoom.

The current government and Gayoom deny the accusations.

Seeking to avoid arrest, Nasheed took refuge in the Indian high commission (embassy) last month for 10 days and walked out only after an informal agreement was brokered by New Delhi under which he would be free to campaign.

Presidential elections are due on September 7.

A conviction would bar him from holding office and his party considers the charges against him to be politically motivated.

Bangladesh
Shahbagh youths complete a month of non-violent movement
[Bangla Daily Star] A month after the Shahbagh movement took the country by storm, its spirit continues to energise the youths who refuse to leave the streets despite many challenges.

A dynamic rally marking one month of the protest took place at the capital's Jatrabari yesterday, reminding everyone of the revolutionary gathering on February 5.

Imran H Sarker, the spokesperson for Gonojagoron Mancha, in his speech at the rally highlighted their major achievements and hurdles over the days, and urged protesters to continue the movement with the same determination with which they began it.

Tens of thousands of people joined the rally, despite security concern amid widespread instability and violence in the country.

"The Gonojagoron Mancha has set an example of a non-violent movement in the country," stated Imran.

Addressing Jamaat-Shibir, he said, "Take lessons from Gonojagoron Mancha about what democracy means. Democracy doesn't mean setting fire to buses and killing people; democracy doesn't mean setting fire to houses or places of worship."

Religious forces of Evil had "gone crazy" because of the movement, he said.

Recalling that the Shahbagh Gonojagoron was labelled as a movement of atheists by Jamaat and its allies, he said, "You have seen that people from different religions, including religious people, have come here. They have proved that this is not a movement of atheists."

Imran, also convener of Blogger and Online Activist Network, reiterated the movement's strong stance against religious intolerance and bigotry.

In response to allegations that the movement has a political bias, he said diverse groups with disparate interests have come under the same umbrella to fight for a common cause. It is a rare occasion in Bangladesh.

"Even parties that refuse to be on the same stage with each other have put aside their differences for a unified movement."

Jamaat continues attacking Hindus
[Bangla Daily Star] Jamaat-Shibir attacks on Hindu community and their temples continued in different parts of the country yesterday creating widespread fear among general people living unprotected in rural areas.

Reports of arson, vandalism and physical assaults on members of Hindu community and also on Awami League activists have been rampant since Thursday, when the International Crimes Tribunal-1 had awarded death penalty to Jamaat leader Delwar Hossain Sayeedi
...Islamic orator and politician. He was a former Member of Parliament in the National Assembly of Bangladesh from 1996 to 2008, and is one of the most prominent leaders of the Bangladesh Jamaat-e-Islami...
Yesterday in Khulna, more than 300 Jamaat-Shibir and BNP acitivists brought out a procession from Chad Ali Bridge in Amadi Bazar area of Koyra upazila around 10:30am, during the BNP-called hartal
... a peculiarly Bangla combination of a general strike and a riot, used by both major political groups in lieu of actual governance ...
Locals said the focus of the procession suddenly turned to Dhopapara, an extremely poor locality with predominantly Hindu population traditionally making a living on washing clothes. Within minutes, eight houses belonging to Hindus were set ablaze. While the Hindu men, women and kiddies ran for safety, the attackers looted whatever they could put their hands on.

The attackers soon swooped on to nearby Amadi Bazar. They broke into eight to 10 shops belonging to local Hindus and looted them before being dispersed by Border Guard Bangladesh and police personnel around noon.

Meanwhile,
...back at the sea battle, the Terror of the Baltic's career had come to an abrupt and watery end...
the attack left a woman and a young man injured. They were admitted to the local health complex.

Amiya and Apurbo Das, who lost their home in the attack, said neighbours had tried to douse the fire but their thatched house stood no chance. Others who lost their houses to the arson include Subodh Das, Kartik Das and Sona Das. Each of the victim families had more than one thatched house. The attackers also torched a prayer room set up inside a house.

"We do not know what to do and are living in fear of further attacks," said Apurbo Das. Locals said the attackers also unleashed violent assaults on several residents.

Officer-in-Charge (OC) Khairul Kabir of Koyra Police Station said they had tossed in the clink
Book 'im, Mahmoud!
two Shibir activists from the area. "Two to three houses were torched and looted and about eight shops were looted during the attack," said the OC.

Superintendent Golum Rouf Khan of Khulna police said BNP and Jamaat-Shibir men had set fire to thatched houses and a semi-concrete structure, and vandalised shops belonging to local Hindus.

The ploy in which attacks on Hindu temples and idols were executed, bear striking similarity in most cases throughout the country.

At Rotherpar village in Aditmari upazila of Lalmonirhat, religious fanatics entered the Sree Sree Shoshan Kali Mandir [temple] some time early hours yesterday and vandalised the temple smashing the idol of goddess Kali.

President of the temple committee Subhas Chandra Roy said they had lodged a written complaint with the police and it was now up to the law enforcers to take action.

At Lakhirpar village under Kotalipara upazila in Gopalganj, zealots set fire to a temple of goddess Kali on Monday around 7:45pm. The fire partially gutted the temple and destroyed four idols of the goddess. The arson instantly drew protests in the area.

Kotalipara police placed in durance vile
Don't shoot, coppers! I'm comin' out!
five suspects in this connection.

In NATO
...the North Atlantic Treaty Organization. It's headquartered in Belgium. That sez it all....
re, Jamaat-Shibir men are strengthening themselves in the border areas of Lalpur upazila where Awami League activists and members of the Hindu community are living in fear.

On Monday evening, Jamaat-Shibir men in a bid to spread further panic set fire to a temple of Shoair village under Singra upazila and destroyed the Hori Protima [the idol of god Hori].

Isahaq Ali, secretary of Lalpur upazila unit Awami League, said Jamaat-Shibir men were capitalising on the innocence of the villagers through anti-minority propaganda.

"The situation is such that we cannot even go to the border areas of Char Jazira, Horir Char and Gorgoria where on the one hand, gangs of Jaamat-Shibir rule and on the other, outlaws roam around on the lam," said Isahaq Ali.

Rebels Capture Governor of Raqa Province
[An Nahar] Syrian rebels fighting Hereditary President-for-Life Bashir Pencilneck al-Assad's
Terror of Aleppo ...
forces captured the governor of the northern province of Raqa after overrunning the placid provincial capital, a watchdog said on Tuesday.

A short amateur video filmed by rebels and distributed by the Syrian Observatory for Human Rights showed the governor, Hassan Jalili, and Suleiman Suleiman, the ruling Baath party's secretary general for Raqa province, seated among rebels.

"All we want is to get rid of the regime," an unidentified rebel tells the captives, who can be seen sitting in silence, wearing dark suits and pale blue shirts.

"This is the highest profile capture by rebels of a regime official. Raqa has suffered a lot because of the governor's corruption," Observatory director Rami Abdel Rahman told Agence La Belle France Presse.

Jalili's capture came a day after rebels overran the placid provincial capital Raqa, in their biggest victory since the outbreak of the anti-regime insurgency almost two years ago.

Though cut-throats took most of Raqa on Monday, troops and pro-regime militia fought on during the night near the military intelligence headquarters in the city, said the Observatory.

"New army reinforcements are on their way to Raqa. We have yet to see whether they will make it into the city or not," Abdel Rahman said.

On Monday, after the fall of much of Raqa to rebel hands, the army had used warplanes and tanks to bombard the city.

Elsewhere, fresh festivities broke out on Tuesday pitting rebels against troops in beturbanned goon enclaves of the city of Homs, in central Syria, said the Observatory.

The battles come three days into a fierce army and pro-regime militia campaign to reclaim rebel belts in the heart of Homs, dubbed by anti-Assad activists as "the capital of the revolution."

An activist in the rebel-held Old City district of Homs, which has been under army siege for eight months, compared Tuesday's round of fighting to "a war of attrition," as rebels fought off the onslaught and both sides sustained heavy casualties.

"Everywhere you look, it's raining bullets," said Abu Bilal. "Everything in the Old City is burning."

The Syrian Revolution General Commission, a grassroots network of activists, meanwhile reported "heavy rocket shelling and tank fire on the (nearby) district of Khaldiyeh, while loud kabooms shook the neighborhood and fierce festivities raged."

15 Islamists die in Mali fighting - France
[News24] Around 15 Islamic cut-throats were killed overnight in heavy fighting with French and Chadian forces in northeastern Mali, French Defence Minister Jean-Yves Le Drian said on Tuesday.

The defence ministry has said dozens of Islamists have died in the area over the past few days. A third French soldier died in the conflict on Saturday.

"There were operations carried out by our troops overnight against a group of Islamic fascisti in the region, in the Ametettai valley," Le Drian told BFMTV, adding that there were "around 15 killed".

Egypt 'Eye Sniper' Sentenced to Three Years
[An Nahar] An Egyptian police officer nicknamed the "eye sniper" was on Tuesday sentenced to three years in prison for his involvement in deadly festivities in Cairo in 2011.

Judge Makram Awad of the Cairo criminal court sentenced Mahmoud al-Shinnawi to three years for having targeted the eyes of demonstrators during protests on Mohammed Mahmoud street, near Cairo's Tahrir Square in November 2011.

The prosecution described Shinnawi's acts as "evil", underlining that the victims "had done nothing but break their silence to demand their legitimate rights" during the protests.

Many protesters in Tahrir were seen in the days following the protests with their eyes bandaged.

Mobile phone footage circulated on the Internet showed Shinnawi aiming at protesters' eyes and another officer telling him, "In his eye! Well done, sir."

Hugo Boss: What I learned about Hugo Chavez's mental health when I visited Venezuela with Sean Penn
By Christopher Hitchens before he died, reprinted by Slate in memory of the dearly departed -- Oogo, that is, not Hitch. It begins as follows:
Recent accounts of Hugo Chavez's politicized necrophilia may seem almost too lurid to believe, but I can testify from personal experience that they may well be an understatement. In the early hours of July 16--just at the midnight hour, to be precise--Venezuela's capo officiated at a grisly ceremony. This involved the exhumation of the mortal remains of Simón Bolívar, leader of Latin America's rebellion against Spain, who died in 1830. According to a vividly written article by Thor Halvorssen in the July 25 Washington Post, the skeleton was picked apart--even as Chavez tweeted the proceedings for his audience--and some teeth and bone fragments were taken away for testing. The residual pieces were placed in a coffin stamped with the Chavez government's seal. In one of the rather free-associating speeches for which he has become celebrated, Chavez appealed to Jesus Christ to restage the raising of Lazarus and reanimate Bolívar's constituent parts.

World Powers 'Deeply Concerned' by Iran Nuke Upgrades
[An Nahar] Six world powers holding talks with Iran on its nuclear program said Tuesday at a meeting of the U.N. atomic agency that they were "deeply concerned" by Tehran's recent atomic upgrades.

"(We) are deeply concerned that Iran continues to undertake certain nuclear activities contrary to multiple UNSC (U.N. Security Council) Resolutions," Britannia's ambassador to the ineffective International Atomic Energy Agency said in a joint statement delivered to the Vienna meeting.

These include "recent steps to install more advanced centrifuges, continued installation of additional centrifuges at Fordo and Natanz, production of enriched uranium, and construction of the IR-40 reactor at Arak," Susan le Jeune d'Allegeershecque said, according to the text of her remarks.

The statement to a meeting of the 35-nation IAEA board of governors was on behalf of the United States, China, Russia, Britannia, La Belle France and Germany, known as the P5+1.

The statement also said that the six countries "seek tangible results" from talks with Iran -- which resumed last week in Kazakhstan and which it said were "useful" -- "at an early stage."

These talks saw the P5+1 sweeten an offer made to Iran last year, scaling back some of their demands and offering more relief from sanctions that last year began to hurt the Iranian economy.

Technical experts from both sides are meant to begin thrashing out the details on March 17-18 in Istanbul before chief negotiators return to Almaty on April 5-6.
