He does indeed speak calmly and clearly about complex historical, technical and economic subjects, with no "ums" or "ahhs" or filler words, in a way that puts to shame western politicians (agree that Merkel is a notable exception).

The chain will operate under a still-to-be-disclosed new brand, though the new logo has been unveiled, said to represent a hamburger and French fries.
The hash browns will go by a Russian name, according to a menu leaked to a Russian tabloid. And, since the secret sauce is proprietary, there will be no Big Mac on offer.

Well, they've been telling us for the last three months or so continuously how they were going to cut the country in two and cut off all the Ukrainian soldiers in the west, and now they're degenerating into WW1-style large scale infantry/artillery battles in Severodonesk at the tip of the supposedly to-be-cut-off area.
Or so they said when they gave up on trying to take Kiev.

On the other hand, deaths are a few hundred a day, compared to almost 7,000 in one day, (three weeks after the new POTUS took office).
More importantly, 'serious/critical' has plummeted, falling from 25,000 in late January to 3,100 today. So lifting the requirement is a good step in getting back to normal - the 'new normal'.
