Created by Congress in 2008 to audit US reconstruction projects and activities in the war-torn country, SIGAR aims to "promote efficiency and effectiveness" of such programs and "detect and prevent waste, fraud, and abuse," according to the office’s website.

Nearly two years after the last American troops left Kabul, SIGAR continues to be a "critical partner in helping the committee assess issues related to security, humanitarian, economic and governance assistance to the Afghan people," the politicians wrote.

"The administration’s refusal to cooperate with SIGAR has inhibited SIGAR’s ability to conduct independent, robust and meaningful oversight," the committee wrote in its letter. "As US taxpayer dollars continue to assist the people of Afghanistan, it is imperative SIGAR’s mission remain unobstructed."

The committee, which is investigating the disastrous pullout and its aftermath, sent the letter after Sopko told them last month the agencies’ uncooperative actions blocked his office’s ability "to protect US taxpayer dollars from benefiting the Taliban and other terrorist organizations."

"Due to the refusal of State or USAID to fully cooperate with SIGAR, I cannot report to this Committee or the American people on the extent to which our government may be funding the Taliban and other nefarious groups with US taxpayer dollars," he added.

The Biden administration came out on Wednesday against a coalition bill that would significantly limit Israeli civil society groups’ ability to accept donations from foreign governments. The legislation was drafted by Likud MK Ariel Kallner and is slated to be brought before the Knesset’s high-level Ministerial Committee for Legislation on Sunday. The bill states that any nonprofit group that engages in public advocacy two years before or after receiving a donation from a foreign government will lose its status as a public institution and will no longer be eligible for tax exemptions. In addition, those non-profits will be hit with a 65 percent income tax.

[IsraelTimes] A Hamas, one of the armed feet of the Moslem Brüderbund millipede,-affiliated student bloc wins elections at a top West Bank university — while the Paleostinians have not held a general election since 2006.

The annual vote for the student council at Birzeit University outside Ramallah has been dominated by politics, which experts say reflects the lack of political horizon for young Paleostinians.

Hamas will have 25 representatives on the Birzeit student council, according to results announced by its Student Affairs Department. The Hamas-affiliated bloc is down three seats in today’s vote compared with last year, losing its majority on the student body.

Knesset politicians okayed state budgets for 2023 and 2024 in the early hours of Wednesday morning, ending months of coalition bickering over funding priorities that had threatened to upend Prime Minister Benjamin Netanyahu’s government.

After slogging through a seemingly unending roster of objections leveled by the opposition in hopes of delaying proceedings, MKs finally voted to approve the final parts of the two-year budget just after 6 a.m. Wednesday, capping a boisterous all-nighter in the plenum.

Lawmakers voted 64-55 along coalition lines in the final two readings for the 2023 budget, the 2024 budget, and a bill setting funding policy.

With a May 29 deadline to pass a budget or call new elections looming, Netanyahu scrambled in recent weeks to meet his coalition partners’ demands, clinching some deals Monday to pave the way for the vote, which began late Tuesday.

The passage buys Netanyahu and his government another 18 months until the Knesset must approve another budget and puts to rest the coalition’s largest internal point of contention.

As the Knesset began voting on the budget, thousands of protesters gathered in Jerusalem, waving Israeli flags and chanting against the government "looting" the state coffers.

Demonstrators similarly criticized the budget for billions in grants to the ultra-Orthodox community, while allowing men in that community to avoid employment and military service.

NGO warns of risk of Semalka crossing closure on people in NE Syria
[NPASyria] The Directorate General of European Civil Protection and Humanitarian Aid Operations (ECHO) warned, on Tuesday, of a "serious risk" of the ongoing closure of Semalka-Faysh Khabour border crossing on people in northeast Syria.

ECHO said, in a blurb, "A continued closure of the crossing point constitutes a serious risk for more than 2 million people in northeast Syria dependent on humanitarian assistance."

On May 11, the management of the Faysh Khabour crossing sent a notice to the NGOs informing them that the crossing was closed until further notice. The management did not reveal the reasons for the closure.

300 international humanitarian staff had been evacuated from the region due to the closure decision, according to ECHO.

"Donors are engaged with authorities in Iraq and other stakeholders advocating for a humanitarian exemption on this vital supply route, allowing humanitarian supplies and staff to cross into northeast Syria," according to the NGO.

The Semalka—Faysh Khabur is one of the most crucial border crossings for the Autonomous Administration of North and East Syria (AANES), especially after the closure of al-Ya’rubiyah (Tel Kocher) border crossing in 2020 due to Russian-Chinese vetoes.

Residents of northeastern Syria are calling for not politicizing the crossing, since it is a vital humanitarian lifeline, as well as, it is a commercial outlet through which various goods enter the region.

In 2022, Lebanon announced a plan to return 15,000 Syrian refugees to Syria. They deported the first batch in the Autumn of that same year and included over 100 families through three border crossings with Syria in Homs and Damascus.

Late in April, the AANES expressed its readiness to receive Syrian refugees in Lebanon after Lebanese authorities increasingly deported refugees.

Sheikhmos Ahmad, co-chair of the IDPs and Refugees Affairs Office affiliated with the AANES, said that seven families of Syrian refugees in Lebanon reached AANES-held areas and settled in al-Hakomiya makeshift camp in north Raqqa.

The official added that the Camps and Humanitarian Affairs Office, affiliated with Raqqa’s Civil Council, will provide the needed support for refugees according to available resources. In case their numbers increase, the AANES will have to establish a specific camp for refugees returning from Lebanon.

The families that returned are originally from Tel Abyad, which is under the control of Ottoman Turkish forces and Ottoman Turkish-backed armed opposition factions, also known as Syrian National Army (SNA), he noted.

Earlier, the AANES called on the UN to provide assistance and guarantees and to assume its responsibilities in opening a humanitarian corridor between Lebanon and AANES-held areas to facilitate the safe return of refugees.

Civilian houses turned to military posts for IRGC in Syria’s Deir ez-Zor
[NPASyria] After being threatened frequently by a non-Syrian commander of an Iranian-backed militia and for fear of being arrested, al-Abd was forced to leave his house in Deir ez-Zor, east Syria, and move to areas under the control of the Syrian Democratic Forces (SDF).

Muhammad al-Abd, a pseudonym for a resident of the town of Abu Kamal in the eastern countryside of Deir ez-Zor, relocated to the city of Hajin, said, "An Iraqi commander in Iran’s Islamic Revolutionary Guard Corps (IRGC) forced me to leave my house after accusing me of giving information about their headquarters, which is located near my house."

He refused several times, but the IRGC’s Iraqi officers threatened him that in case their headquarters was attacked, he would be the first suspect.

"The next day, the murderous Moslems shot randomly towards my house under the pretext of being under attack, which prompted me to leave the house," he added.

He later found out that the Iraqi commander settled his family in the house after al-Abd and his family left.

The Iranian-backed militias forcefully turn the houses of civilians in the eastern countryside of Deir ez-Zor, particularly in al-Mayadin and Abu Kamal, to security headquarters, taking advantage of the absence of their owners or the involvement of some in other military groups, in addition seizing the houses by force.

According to activists in Abu Kamal, the Iranian-backed Liwa Fatemiyoun, Hashemiyoun, Harakat Hezbollah al-Nujaba militias "seized over 200 houses in Abu Kamal and its countryside since the beginning of 2023, particularly in al-Sukariya, and villages of al-Salihiyah and al-Hamdan."

Ragheb al-Salem, 50, from the Tamo neighborhood on the southern part of al-Mayadin, 40 km east of Deir ez-Zor, said, "Most of the people in the neighborhood are foreign murderous Moslems of the IRGC, especially Afghans."

He stressed that the original inhabitants live in rented houses in other neighborhoods "because they were accused of several charges to force them out of their houses."

Al-Salem owns a shop for selling dessert in his neighborhood with four apartments, belonging to him and his three brothers in Gulf States, above it. He was forced to evacuate the building and the shop after an IRGC patrol notified him to do so. He had no choice but to comply.

He said, "The next day, they brought workers and equipment and removed walls to make the apartments one in order to access easily from one to another. Then they brought weapons and logistics to the building and raised the Syrian flag above, forcing me to close my shop and move out of the town."

The IRGC militias confiscate the civilians houses that are distant from their posts to be used as hideouts in case their posts are bombed, according to locals.

The town of al-Mayadin has almost become a military "colony" for the IRGC. The original people are located in few neighborhoods scattered on the outskirts of the town, especially after the region has become a destination for "Shiite pilgrims" since it contains their largest shrine, the Ain Ali shrine.

Al-Mayadin connects Deir ez-Zor and Abu Kamal, making most of the IRGC murderous Moslems prefer to live there with their families.

Earlier, the IRGC seized five buildings in the al-Jumiyat neighborhood in the center of Abu Kamal and turned them into military posts. Later, unidentified aircrafts bombed and destroyed the buildings.

Niloufar Hamedi of Shargh Daily and Elaheh Mohammadi from Sazandegi paper were arrested separately in September last year for publicizing the death of Amini while in the custody of Iran’s morality police. Months of antigovernment protests, met with a bloody crackdown, ensued after the death of the young Kurdish-Iranian woman.

One of the charges brought against Hamedi and Mohammadi includes collaboration with the US. Protesters have been accused of collaborating with the US, Israel, and other western countries; all considered as foreign enemies by Tehran.

"We reject those charges. They are obviously not true. And I will note that over the course of the protests," said Matthew Miller, a US State Department spokesperson over the collaboration charges.

Iran’s Ministry of Intelligence and the intelligence of the Islamic Revolutionary Guard Corps (IRGC) - leveled charges of espionage against Hamedi and Mohammadi.

Hamedi is set for trial on May 30, while Mohammadi is scheduled for May 29.

Rights groups have also accused Iran of carrying out "sham trials" of those detained.

The pending trial comes as the number of executions carried out has increased. On Friday Iran executed three men over participation in the demonstrations over Amini’s death.

In a recent Amnesia Amnesty International report, executions in Iran increased compared to previous years, which sees Iran’s recorded executions increasing from 314 in 2021 to 576 in 2022.

Earlier this month, both Hamedi and Mohammadi along with Iranian human rights activist Nargez Mohammadi, received the 2023 UNSECO/Guillermo Cano World Press Freedom Prize in absentia , for their reporting of the protests.
