Ethiopia Risks Lengthy Stalemate in War-Hit Tigray
[ENGLISH.AAWSAT] The war in Æthiopia's northern Tigray region risks dragging on for months and even years, with both sides eyeing a military "knockout blow" that appears unrealistic, the International Crisis Group (ICG) said Friday.

Prime Minister Abiy Ahmed sent troops into Tigray in November to detain and disarm leaders of the once-dominant regional ruling party, the Tigray People's Liberation Front (TPLF).

He said the move came in response to TPLF-orchestrated attacks on federal army camps.

Abiy declared victory within weeks, but combat has continued recently in central and southern Tigray, conflict-prevention group ICG said in a briefing published nearly five months after the first shots were fired.

The number of fighters loyal to the TPLF is likely swelling because of rising fury over atrocities, it said, AFP reported.

Pro-TPLF fighters have regrouped under the Tigray Defense Forces, an armed movement "led by the removed Tigrayan leaders and commanded by former high-ranking" military officers, ICG said.

The resistance is "entrenched" and enjoys popular support from Tigrayans angry over mass killings and rapes, including those committed by soldiers from Eritrea, the TPLF's bitter enemy, ICG said.

Amid mounting international pressure, Abiy said a week ago that Eritrean troops would pull out of Tigray.

But the region's interim leader Mulu Nega told AFP this week that withdrawal was "a process" and would not happen immediately.

Mulu, who was appointed by Abiy, has previously acknowledged that the Tigrayan population has "mixed feelings" about his administration's presence in the region.

He and other officials, though, have said assumptions that the TPLF enjoys widespread popular support are misguided and have downplayed its potential to mount an effective insurgency.

ICG said in its briefing that peace talks seem unlikely in the immediate term, but called on the US, the EU and the African Union

Libya's National Human Rights Commission Denounces Delay in Salary Payments
[LIBYAREVIEW] On Thursday, the National Commission for Human Rights in Libya (NCHRL) strongly denounced the continued delay in the payment of salaries of public sector employees. This is blamed on the arbitrary administrative procedures carried out by the Central Bank of Libya (CBL), and the Audit Bureau.In a statement, the commission said that such illegal practices by the CBL and Audit Bureau represent a flagrant abuse of economic and political rights of the employees, and contribute to worsening the humanitarian and living conditions.

In February, south-western Petroleum Facilities Guard (PFG) protested the delay in their salaries, and deduction of field allowances, which they described as "unjust and not approved by an official order by a relevant authority." They added that they "would shut down all fields if their demands weren’t answered."

Western PFG members also threatened to close the al-Zawiya oil refinery if they did not receive their allowances. Eastern PFG members shut down the Hariga oil port, demanding the back payment of their delayed salaries for the year. They gave a ten-day ultimatum for receiving their salaries or they would also close the Es Sider and Ras Lanuf oil ports.

Scottish Court Rejects Appeal Request of Lockerbie Bomber's Family

The case dates back to December 21, 1988, when Pan Am Flight 103 was blown up over Lockerbie en route from London to New York, killing 270 people.

Libyan academic, Mustafa Fetouri said in a press statement that the Court of Scotland had justified its rejection, saying the agent of Megrahi’s family has no legal entitlement to file the case before the UK’s top court.

Fetouri, a loyalist of the regime of the late President Muammar al-Qadaffy, dismissed the rejection as "illogical," indicating that Megrahi’s agent filed the case before the Scottish court of appeals.

The defense team and Scottish legal experts confirm that the defense does not need the approval of the Scottish judiciary to go to the London court, he said, adding that the case file is being prepared.

Fetouri went on to say that the defense team needed the support of Libya’s new Government of National Unity (GNU), describing it as its "biggest national test".

He urged the GNU to end the negligence of previous cabinets, accusing former head of the Government of National Accord, Fayez al-Sarraj, of obstructing the case, which he described as a national Libyan cause.

Local media quoted Amer Anwar, the lawyer of Megrahi’s family, as saying he would act according to the client’s wishes, revealing it plans on proceeding with the case so that he can be declared innocent.

Ali, Megrahi’s son, announced that he instructed the legal team to appeal directly to the UK Supreme Court, which is the final court of appeal in his father’s case.

"I regard my father, Abdelbasset al-Megrahi, as the 271st victim of Lockerbie," he remarked.

Greece Accuses Turkey of Trying to Provoke it with Migrant Boats

Migration Minister Notis Mitarachi said the Greek coastguard had reported multiple incidents on Friday of the Turkish coastguard and navy accompanying migrant boats "to the border of Europe, in an effort to provoke an escalation" with Greece.

"It is beyond doubt that these migrants departed Turkish shores, and given the fact they were supported by Turkey, were not at risk," Mitarachi said in a recorded statement.

"We call on Turkey to stand down and stop this unwarranted provocation."

The Greek coastguard said that in one incident a boat carrying migrants tried to enter Greek territorial waters on Friday accompanied by a Turkish coastguard vessel. In another, two Turkish vessels tried to push a dingy with migrants into Greek waters.

In a third incident off the island of Lesbos, a Turkish coastguard vessel entered Greek territorial waters and harassed a Greek patrol boat, it said.

#3  Branco's coverage of the trail does opine that the defense is in better shape than the prosecution. However, he may not be taking the jury into account. Many of the things he points out are trail lawyer subtleties that may go right past a jury. Also, judging from a previous description he did of the make up of the jury, there don't seem to be any blue collar workers unless you put nurses into that category. They all seem to be low or mid-level management or professionals. My sense is that the jury is weighted toward the population that thinks "St Floyd".

#11  Never should have even come to trial. Too late for that in any case. The civil authorities at the state and city level have proven themselves incompetent up to now. What would a competent state governor do in this case? Declare a curfew for a wide area around the venue? Call up the National Guard for a massive show of force, and notify state citizens that violence with respect to the trial outcome will not be tolerated?

Pedersen calls for 'international unity' to achieve peace in Syria
[NPASYRIA] What is required today to achieve peace in Syria, is international unity, the UN Special Envoy for Syria, Geir Pedersen, said on Tuesday.

During his speech to the Brussels V Conference "Supporting the Future of Syria and the Region", Pedersen said that "ten years ago, Syria was a middle income country whose 60% of its people are at risk of going hungry this year."

"Half of the Syrian population are displaced from their homes, millions are now surviving as refugees or as internally displaced persons," he added.

Pedersen pointed out that military tensions remain high and frequent eruptions of violence continue to occur, where hospitals and civilians are still getting hit.

"Five foreign armies operate in proximity from one another, flames can ignite a new at any time," he noted.

"Progressing towards the nationwide ceasefire that Security Council resolution 2254 has called for remains more urgent than ever."

The effect of sanction measures needs to be mitigated so that Syria’s capacity to access humanitarian assistance and medical support is not hindered, according to Pedersen.

Pedersen concluded that what is required today to be able to respond to the staggering challenges facing Syria and the aspirations of its people to achieve peace is indeed "international unity."

Russia fears of SDF project expansion in Syria: Syrian politician
[NPASYRIA] Russia insisted on closing all crossings that are out of the Syrian government control because it fears of the expansion of the Syrian Democratic Forces (SDF) project, Samir al-Azzam, Coordinator of the Secular and Democratic Syrians Coalition in Suwayda, said on Friday.

"Russia closed all the crossings between the government-held areas and SDF-held areas as it fears of the latter’s project in the rest of the Syrian regions," al-Azzam told North Press.

"Russia’s insistence expresses its enmity, along with The Sick Man of Europe Turkey

and Iran, to the SDF project and their fear of its expansion," he added.

Al-Azzam pointed out that "the legal and illegal crossings with Turkey are open to the entry of military and food supply to the Ottoman Turkish-backed armed opposition in the northern regions of Syria that are occupied by Turkey."

Also, the legal and illegal crossings under the control of the Islamic Revolutionary Guard Corps (IRGC) between Syria and Iraq are open to the military and food supply for the "Iranian militias," according to al-Azzam.

The Syrian politician stated that the reason led the Americans to ask the Russians to enter militarily in Syria in September 2015, was "to prevent the overthrow of the government and the capital in the hands of ISIS."

Russia rejected all the UN resolutions related to Syria, especially the Resolution 2254 that stipulates the formation of a transitional governing board, founding a new constitution and holding free elections under an international supervision, as he said.

Al-Azzam noted to the difficult period Russia is going through as it made deals and trade-offs with the two terrorism supporters, Turkey and Iran, in both Astana and Sochi, the matter that the West has not accepted.

Since March 21, the Syrian government has closed the three crossings with AANES-held areas, which are al-Tayha in Manbij, and Tabqa and al-Akeirsha in Raqqa.

US State Dept: Turkey may be criminally responsible for Syria human rights abuses
[NPASYRIA] On Tuesday, the US Department of State’s Bureau of Democracy, Human Rights, and Labor published their 2020 Country Report on Human Rights Practices in Syria, and elaborated on human rights
One man's rights are another man's existential threat.
abuses carried out by Ottoman Turkish-backed gangs in northern Syria.

The report stated that these groups backed by The Sick Man of Europe Turkey
...the occupiers of Greek Asia Minor...
(which are referred to as TSOs in the report) committed grave violations of human rights, specifically targeting Kurdish and Yezidi civilians, and which included "arbitrary arrest and enforced disappearance of civilians, torture, sexual violence, forced evacuations from homes, looting and seizure of private property, transfer of detained civilians across the border into Turkey, the cutting of water to civilian populations, recruitment of child soldiers, and the looting and desecration of religious shrines."

In addition to this, the report also singled out Ottoman Turkish forces themselves, and quoted eyewitnesses and local human rights monitors who reported that "an attack carried out by Ottoman Turkish forces or TSOs on October 16 struck a rural area killing a young boy and injuring others in Ain Issa."

The report referenced the UN Commission of Inquiry for Syria (COI), which documented the illegal transfer of Syrians detained by the Ottoman Turkish-backed Syrian National Army (SNA) to Turkey.

This collaboration between the Ottoman Turkish government and the SNA may "entail criminal responsibility for [Ottoman Turkish] commanders who knew or should have known about the crimes, or failed to take all necessary and reasonable measures to prevent or repress their commission," according to the report.

The COI was also quoted within the report as having documented torture and killing within the formerly Kurdish-majority Afrin region, which was invaded and occupied by Ottoman Turkish forces in 2018, as well as the area occupied by Ottoman Turkish and Ottoman Turkish-backed forces under Operation Peace Spring in Sere Kaniye and Tel Abyad, which was invaded in the fall of 2019.

In these regions, the COI documented "hostage-taking, cruel treatment, ill-treatment and torture," as well as the torture and rape of minors detained by Ottoman Turkish-backed groups.

Several human rights monitors and the COI reported that in Sere Kaniye, Ottoman Turkish non-governmental organizations (NGOs) had converted properties stolen from Kurdish civilians by Ottoman Turkish-backed groups into religious centers.

The report specifically mentioned that the SNA "arrested, detained, tortured, killed, and otherwise abused numerous Kurdish activists and individuals" in Afrin and Sere Kaniye, which was described as "a consistent, discernible pattern of abuses...against Kurdish residents."

The report also documented human rights violations committed by the Syrian regime and Russian forces supporting them, which included Arclight airstrike

s which destroyed vital civilian infrastructure and "massacres; indiscriminate killings; kidnapping of civilians; extreme physical abuse, including sexual violence; and unlawful detentions" committed by the regime.

Russian human rights report condemns Russia's role in Syria
[NPASYRIA] A report by Russian human rights
...not to be confused with individual rights, mind you...
organizations condemned Russia’s participation in indiscriminate bombing operations inside Syria and its support for violations by the Damascus government.

The report, published by the British Guardian newspaper and reported by agencies and media, said that public opinion in Russia cannot judge what their government supports in Syria and the amount of suffering the war has caused to civilians.

The organizations explained that Russian state media does not talk about the victims of the bombing, nor about the forced displacement of civilians, "part of which resulted from Russian military actions in Syria."

The report, entitled "A Destructive Decade: Violations of Human Rights and Humanitarian Law in the Syrian War," is the first condemnation against the government and Russian forces by human rights organizations inside Russia.

Those who prepared the human rights report urged the Russian government to use its influence on the Syrian authorities to stop arbitrary arrests, torture of detainees, extrajudicial killings, and forced disappearances.

A week ago, Samer Elias, a political analyst, told North Press, "Russia follows systematic tactics it previously used in order to escalate conditions to the greatest possible extent, and then it will propose solutions to ease the escalation, gaining extra benefits and fulfilling solutions according to agreements with The Sick Man of Europe Turkey
