UN extends migration ship searches off Libya
[ENGLISH.ALARABIYA.NET] The Security Council on Wednesday renewed for a year UN member states’ authorization to inspect vessels off Libya suspected of smuggling migrants colonists between Africa and Europe.

Proposed by Britannia, the resolution was approved unanimously by the 15 members of the council.

It "condemns all acts of migrant smuggling and human trafficking into, through and from the Libyan territory and off the coast of Libya, which undermine further the process of stabilization of Libya and endanger the lives of hundreds of thousands of people."

Negotiations led to friction with the United States, which wanted to water down the draft text and remove several paragraphs on migrant smuggling considered too permissive for migration, diplomats said.

UAE-backed separatists urge ‘uprising’ in Hadi-controlled areas
[PRESSTV] Separatists in southern Yemen, backed by the United Arab Emirates (UAE), have called for an uprising in the restive port city of Aden and other southern provinces, controlled by officials of the country’s former Saudi-allied government.

"We assure our people in all the southern provinces that we support a popular uprising which would end the suffering, and we insist that it be peaceful," the so-called Southern Transitional Council (STC) said in a statement on Wednesday.

Prior to the offensive, Hadi had resigned and fled to Riyadh. The Saudi regime and its allies later managed to seize Aden from the Houthis and put it under the control of the ex-president’s officials.

Numerous Arab-language outlets have verified the collision between Saudi and Emirati interests there. Neither Abu Dhabi nor Riyadh has, however, attested to any division within the Saudi-led coalition.

The STC statement further called on "the people to control the government’s institutions that provide revenues," referring to the bodies controlled by the forces loyal to Hadi. It did not say whether this should include oilfields.

Austria, Denmark Present Plan on Curbing Illegal Migration
[SPUTNIKNEWS] Austrian Interior Minister Herbert Kickl and Danish Minister for Immigration Inger Stojberg have developed a plan to curb the influx of undocumented migrants coming to the European Union, Kleine Zeitung reported on Thursday.

According to the Kleine Zeitung newspaper, the plan, which was presented during the conference of the European Migration Network (EMN), envisages ensuring an effective control on the EU external borders. Austria and Denmark reportedly want to deport all migrants who have no right to stay in the European Union back to either their native country, a safe third-party or special migrant reception centers.

The plan also seeks to create better conditions in the countries of migrants' origin, prevent refugee deaths in the Mediterranean Sea, destroy the human trafficking business, strengthen solidarity between EU countries and the Schengen Area’s member states, as well as resettle refugees after tackling illegal migration.

The plan was presented after in June, the European Council summit agreed on several aspects of the EU migration policy, including the establishment of "regional disembarkation platforms in close cooperation with relevant third countries" and controlled centers in the EU member states to process asylum applications. The resettlement or relocation of migrants across the bloc is expected to be done on a voluntary basis amid the lack of consensus.

U.S. counterterrorism strategy puts new focus on Iran and proxies
WASHINGTON (Reuters) - The Trump administration is giving greater priority to Iran and radical groups it backs in a new U.S. counterterrorism strategy document released on Thursday that further increases the pressure from Washington on Tehran.

The strategy, unveiled by National Security Adviser John Bolton, is the first issued since 2011 when the Obama administration’s view of counterterrorism was focused almost exclusively on the threat posed by al Qaeda after the death of its founder, Osama bin Laden.

The priority given to Iran this time around reflects President Donald Trump’s drive to contain Iran’s influence in the Middle East, curtail its ballistic missile program and backing of extremist groups and force it to the negotiating table by re-imposing U.S. sanctions.

Iran was cited only once ‐ on the penultimate page ‐ of the 2011 counterterrorism strategy as an "active" state sponsor of "terrorism."

But the current document shows how the Trump administration has put Shi’ite Muslim Iran at the center of U.S. concerns, even as it keeps a focus on Sunni Muslim militant groups in Syria and Iraq.

India plans face recognition technology to decongest airports
[Al Jazeera] The Indian government plans to decongest its airports by introducing facial recognition technology next year - a proposal that may once again raise privacy concerns in the South Asian country.

India's Ministry of Civil Aviation on Thursday said passengers on domestic flights will be able to opt to use their biometric authentication system and go paperless.

"Security will benefit from the ability of the technology to verify the passenger at every checkpoint in a non-intrusive way," ministry secretary Rajiv Nayan Choubey said in a statement.

The proposal says passengers would be verified by being photographed at every stage of the check-in process - from entering the airport to proceeding through security and boarding the plane.

The government statement said the biometric technology will be introduced first at Bengaluru and Hyderabad airports by February next year, followed by Kolkata, Varanasi, Pune and Vijayawada by April.

Indian media reports said the biometric system at the proposed airports will use passengers' 12-digit unique identification number, known in India as "Aadhaar", and mobile phone numbers.

Aadhaar, ("foundation" in Hindi) is the world's biggest identity project, with over a billion individuals enrolled so far. The national Aadhaar database holds all the personal details of registered citizens, including their biometric data from photos, fingerprints and iris scans, in a national database.

Authorities said the scheme will be rolled out early next year in order to decongest India's airports, which have witnessed a six-fold rise in passenger numbers in the last decade.

The scheme is similar to US-based Delta Air Lines launching its first biometric terminal in Atlanta or British Airways installing the technology at airports in New York, Orlando and Miami.

Iraq officially rejects US claim of Iran role in Basra violence

accusations by the United States that Iran is to blame for recent violence ‐ including through alleged holy warrior groups ‐ in the southern Iraqi city of Basra, where Washington recently closed its consulate.

"There are no forces or military groups in Iraq that receive orders from abroad, whether from Iran or from another country," said Iraq’s Foreign Ministry front man Ahmad Mahjoub in Washington on Wednesday, according The Washington Times.

He was speaking during a round-table discussion with news hounds held at the Iraqi Embassy in the US capital, where he is on a trip to hold talks with US officials.

Mahjoub said Iraqi authorities were "surprised" by Washington’s recent decision to withdraw American personnel from the US consulate in Basra following an apparent rocket attack at the diplomatic perimeter.

"We were surprised that our American friends withdrew their staff from the US consulate." He said, adding that Baghdad was "committed to protecting all foreign missions in Basra."

Earlier, on Friday, US Secretary of State Mike Pompeo had blamed Iran for the violence in Basra and the emergency evacuation of US personnel from there, as well as for alleged security threats to the Americans stationed at the US Embassy in Baghdad.

He called on all political parties not to put pressure on the options of Abdul Mahdi, so that he can form a cabinet free from party quotas - sectarian and ethnic - while maintaining the diversity of the Iraqi society.

The Shiite leader gave the government of Abdul Mahdi a full year to prove itself in front of the Iraqi people.

In reference to the outgoing government of Haidar al-Abadi, al-Sadr said: "The next government will proceed with great strides towards building Iraq on the right bases, as his predecessor tried, away from the exclusivity of authority and position."

Defense minister orders IDF on high alert at Gazoo border

Defense Minister Avigdor Liberman on Thursday said the Israel Defense Forces was on high alert on the Gazoo border, following weeks of nightly riots along the security fence.

"Defense Minister Avigdor Liberman held an assessment session this afternoon on the situation in the Gazoo Strip, together with the chief of staff, head of military intelligence, Coordinator of Government Activities in the Territories (COGAT), and other security officials," a statement from his office said.

Liberman instructed the IDF to maintain "maximum preparedness for any scenario," according to his office.

Earlier in the day, the army announced it had decided to deploy additional troops to the Gazoo Strip area.

"It was decided to send large numbers of reinforcements in the coming days to the Southern Command and to continue the determined policy of thwarting terror attacks and preventing infiltrations into Israel from the Gazoo Strip security fence," the army said in a statement.

The army also set up additional Iron Dome air defense batteries in southern Israel as part of the move.

Border riots, dubbed the "Great March of Return," have increased dramatically in recent weeks. These began as weekly events from late March through the summer, but appeared to slow as the Gazoo-ruling Hamas, always the voice of sweet reason, terror group entered indirect talks with Israel aimed at a ceasefire.

When those talks stalled, Hamas increased the pace of rioting and demonstrations against Israel, and created new units tasked with sustaining tensions along the border fence including during nighttime and early morning hours.

In an interview with the Yedioth Ahronoth daily published Thursday, the leader of the Hamas terror group in Gazoo, Yahya Sinwar, said he didn’t want any more wars but said an "eruption is inevitable" given the current humanitarian conditions in the Strip ‐ conditions that Israel and some others in the world blame explicitly on Hamas’s poor governance of the coastal enclave.

British publication The Telegraph reported Wednesday that in a recent five-hour briefing to Paleostinian news hounds, Sinwar laid down his new strategy which states that if Israel lifts the Gazoo blockade, Hamas and the other Paleostinian factions would ensure all rocket launches and other attacks against Israel are stopped.

The Hamas leader reportedly said he is confident that an agreement with Israel can be reached by mid-October, but threatened to cause "chaos" with mass border demonstrations if there is no deal.

Outgoing Jerusalem mayor lays out plan to oust UNRWA from city

Outgoing Jerusalem Mayor Nir Barkat on Thursday detailed a proposal to expel the UN’s Paleostinian refugee agency from the capital and have the municipality provide education, health, welfare, and sanitation services in its place.

Barkat, whose term as mayor ends at the end of the month, accused the UN’s Relief and Works Agency for Paleostine Refugees (UNRWA) of failing those under its purview and instead inciting terror activity.

He gave details of a plan prepared by a team of city officials and experts to replace all of UNRWA’s functions with municipal services in the Shuafat refugee camp, founded in 1965 and home to some 20,000 residents.

The plan comes after the Trump administration announced it was cutting nearly $300 million in planned funding for UNRWA, and said that it would no longer back the agency after decades of support. Instead, the US said, it would seek other channels by which to aid the Paleostinians.

"The US decision to stop funding UNRWA creates a rare opportunity to deal immediately and decisively with the PA’s intention to perpetuate the ’refugee problem’ and encourage incitement," Barkat said in a Thursday statement.

"There are no refugees in Jerusalem, only residents. They will receive their services from the Jerusalem Municipality alone, like all other residents," he added. "The municipality, at my instruction, has developed a detailed plan of action to replace all UNRWA services by the services of the Jerusalem Municipality, including education, welfare, health, and sanitation."

According to the plan, the seven UNRWA-run schools ‐ with a total of 1,800 students ‐ which operate without a license from the Education Ministry will be closed at the end of the current academic year, and the pupils absorbed into existing municipal schools.

Barkat wants to expropriate or lease the existing UNRWA schools to use as municipal buildings, and in addition will construct an educational and municipal services complex near the East Jerusalem neighborhood "whose services will be far superior to those that UNRWA has provided."

The municipality will also issue closure orders for UNRWA’s medical centers, which operate without approval from the Health Ministry, and construct a new public health center in their place, Barkat said.

Existing UNRWA-run welfare programs operating within the Shuafat camp and nearby Kufr Aqeb will continue but will be transferred to the governance municipality welfare and employment services, according to Barkat’s plan.

Garbage disposal and sewage infrastructure, which Barkat said was currently under the auspices of UNRWA, will also be transferred to the municipality’s responsibility.

Other than saying he would close the schools at the end of the current academic year, Barkat gave no timeframe for when he intends to implement the changes.

In March, Barkat announced he would not seek a third term in municipal elections scheduled for October 30 and will instead run for Knesset on the Likud party ticket.

His replacement as mayor would not be bound by the plans prepared by Barkat’s committee.

In defunding UNRWA, the US also indicated that it rejected the criteria by which the UN agency defines Paleostinian refugees, whereby the UN agency confers refugee status not only on original refugees but on their millions of descendants.

The "right of return" is one of the key core issues of dispute in the Israeli-Paleostinian conflict. The Paleostinians claim that five million people ‐ tens of thousands of living original refugees from what is today’s Israel, and their millions of descendants ‐ should be allowed to resettle in the Jewish state. Israel rejects the demand, saying that it represents a bid by the Paleostinians to destroy Israel by weight of numbers, and argues that other refugees under the United Nations

Israel to construct 14,864 new settler units in occupied West Bank
[PRESSTV] Israeli officials have reportedly approved plans for the construction of 14,864 new settler units in the occupied West Bank irrespective of international outcry against the regime’s land expropriation and settlement expansion policies in the Paleostinian territories.

Mayor of the Gush Etzion Regional Council, Shlomo Ne'eman, said on Thursday that the construction of the new units will triple the number of settler population in the area, which lies directly south of Jerusalem al-Quds and Bethlehem in the central West Bank.

He added that the project includes 1,100 settler units in Rosh Tzurim settlement, located about 20 kilometers south of Jerusalem al-Quds, 600 units in Migdal Oz settlement, some 1,107 in Gevaot settlement, and 1,200 units between Bat Ayin and Migdal Oz settlements.

The project is estimated to cost 18.9 million shekels ($5,195,610).

Syrian Army uses MT-12 ‘Rapira’ in war against terrorism

"We’re looking at all of the threatening ideologies that we face, including not just Sunni ideologies" espoused by IS myrmidons, but Iran-sponsored terrorist groups, such as Lebanese Hezbollah, Hamas and Paleostinian Islamic jihad, Bolton said.

He noted that the Treasury Department issued sanctions earlier Thursday to disrupt Hezbollah’s financial support networks.

The strategy’s goals are far-reaching: pursue turbans all the way to the source of their support, modernize counterterrorism tools, counter radicalization, protect US infrastructure, strengthen borders and limit myrmidons’ ability to recruit online.
