MoPH front man Wahidullah Mayar said the three new polio cases were identified in Achin and Shirzad districts.

The two districts are among the most volatile districts of Nangarhar province where anti-government armed bad boy groups including the newly emerged ISIS loyalists are actively operating.

This comes as at least three children have been diagnosed with polio in Kandahar city, Dund and Panjwai districts last year.

Currently Afghan health workers are positioned at the border crossings in an attempt to monitor all children who cross, vaccinating any who are at risk of contracting the disease.

Both Sabratha Municipal Council and its military council have also demanded Magouri's release, claiming that the charges against him are without foundation. They too warned that he if were not freed it would undermine relations between Libya and Tunisia. They claimed that Magouri was chairman of an aid agency, Basamat Al-Rahma.

Ayatollah Sayyed Ali Khamenei said Sunday the Saudi rulers must apologize for the recent deadly incident that killed hundreds of pilgrims during Hajj rituals.

Addressing a group of holy mans, Ayatollah Khamenei said: "The Moslem world has many questions in this regard and Saudi rulers, instead of shunning [their responsibility] must accept their responsibility in this grave incident by apologizing to the Moslem Ummah and bereft families."

Referring to the bitter incident in Mina, which turned Eid al-Adha into a mourning occasion for the Moslem Ummah, the Leader added, "One cannot consider himself free from this sorrow [even] for a single moment and this sorrow has been weighing on the hearts of us and all Moslems during these past few days."

The Leader described Saudi rulers' effort to dodge their responsibility in this catastrophe as incorrect and an ineffective measure, saying, "The Moslem world has many questions and the death of more than 1,000 people in this incident is no small matter. Therefore, the world of Islam should find a solution for this problem."

Emphasizing that this incident will not be forgotten and will be seriously followed by Moslem nations, Ayatollah Khamenei said, "Instead of projection and incriminating this or that, Saudis must accept their responsibility and apologize to the Moslem Ummah and bereft families."

Kids banned from Eid prayers in Uzbek mosques
[RFE/RL] The Uzbek government has banned people under the age of 18 from attending regular Friday prayers or special prayer services at mosques across the nation, including the Eid al-Adha celebrations.

Uzbekistan's Education Ministry issued the order, which warns parents they will face a stiff fine if their children are caught by the authorities inside a mosque during prayer services. It also warns imams not to allow anyone underage worshipers into their prayer services.

Localofficial Ubaidullo Azimov said the government's position was that "children's brains should not be distracted" from school studies by religion. He said the authorities believe children should learn only what is taught at school, and that religious studies should take place only after students have finished high-school.

Clashes at German refugee camp in Kassel injure 14
[Iran Press TV] At least 14 people have been injured in festivities at a refugee camp near the central German city of Kassel.

The festivities happened on Sunday and lasted several hours, DPA reported. The injured include three coppers.

The fighting broke out at a large camp housing over 1,500 asylum-seekers from 20 different countries in tents.

The incident happened after two refugees got into a fight with each other at about mid-day during lunch time. Then the fight become more serious after two large groups of Albanian and Pak refugees got involved.
None of them pretending to be Syrian? I'm impressed.
By evening time, another fight broke out pitting a group of around 70 refugees against another group of about 300.

Police broke up the fight and restored order to the refugee camp. According to local media, no arrests were made.
Just the kind of new citizens one wants if one is accustomed to being an orderly, law-abiding country.

Global fashion retailer H&M recently introduced its first ever Moslem model, dressed in a hijab, in an advertising campaign for its Fall 2015 line, and model Maria Hidrissi has won praise from her female coreligionists.

In the weeks after the H&M commercial aired early September, images of the 23-year-old model -- clad in an oversized pink trench coat, a checkered hijab and outsized sunglasses -- have gone viral, garnering thousands of comments praising the brand for its diversity.

The London native told fashion blog "Fusion" that since the commercial aired, she has been hailed as an inspiration to women by various Moslem women's groups. "It always feels like women who wear hijab are ignored when it comes to fashion," she said in an interview published Friday.

Hidrissi said she participated in the ad campaign with the consent of her parents, and H&M provided her with a mostly female staff to work with during the photo shoots.

"[They] asked how much in terms of neck I could show, but to be honest they were very respectful," Hidrissi said. "If the cameramen noticed something not quite right, they would call a woman over to fix me; it was sweet."

H&M's "Close the Loop" commercial features a diverse range of both models and people of various ethnicities, religions and body types.

PKK issues report on operations and casualties of Turkey clashes 8/25-9/25
[Rudaw] The Kurdistan Workers Party (PKK) said in a report Sunday that its guerrilla fighters have killed hundreds of Turkish soldiers and coppers in a month of festivities with the Turkish army.

In a special report released Sunday on the latest conflict, the PKK said that from Aug. 25 to Sept. 25 its guerrilla fighters had killed "586 soldiers, coppers, special teams and counter-guerrilla forces, and two Turkish soldiers taken captive,"

The group said that only 48 of its fighters had been killed in festivities with the army or by air strikes.

According to the report, the PKK conducted 385 attacks on the army and police in response to 533 Turkish military operations against the guerrilla group.

It added that five guerrilla fighters were taken captive by the Turkish security forces.

The Turkish government and media outlets however, have reported contradicting numbers of the war casualties.

Army sources said that only 129 soldiers and coppers were killed in two months of fighting while the PKK lost 337 of its guerrillas.

Since the resumption of the conflict 30 civilians are also reported to have been killed in the Kurdish areas of The Sick Man of Europe Turkey

According to "The Pentagon's Brain" by Annie Jacobsen, the secretive research arm of the US Department of Defense is dreaming of creating military cyborgs, Fusion reported Sunday.

"Neuroprosthetics" brain implants are already being tested, according to the book about the history of DARPA, published by Little, Brown and Company.

Despite several appeals by Jacobsen, the US Defense Department has refused allowing her interview any of the "brain-maimed warriors."

DIG-West Feroze Shah told Dawn that police detained around 500 suspects, seized over 900 hides and skins and registered 75 cases in the West and Central districts.

In one case, the DIG said, the police arrested 11 workers of a political party and seized 500 hides for allegedly violating the official code of conduct.

He added that the held suspects not only belonged to different political and religious parties, but also were associated with mosques.

Six held for illegal hide collection
[DAWN] RAWALPINDI: The Counter-Terrorism Department (CTD) on Saturday locked away

six people for illegally collecting hides.

A security official said one of the arrested men was an active member of a banned religious outfit and had previously been placed on a CTD 'watch-list' for his alleged involvement in murders. He was arrested by the CTD while collecting hides on Saturday.

According to security sources, the district administration on Sunday cancelled the permission granted to a banned outfit's welfare wing for animal hide collection after intelligence reports showed that it was already on the police 'watch-list'. The reports said the permission should not have been given to the group in the first place.

GB administration accused of allowing banned groups to collect hides
[DAWN] GILGIT: Despite a ban on collection of hides by banned

Sources said the Gilgit administration allegedly allowed some holy mans having affiliations with banned organizations to collect hides and instructed police not to take action against them.

They said that no case had been registered against any individual or organization for collecting hides during the holidays.

Police officials told Dawn that some banned religious and sectarian organizations and seminaries had registered themselves as welfare organizations and freely collected hides. They accused the GB administration of stopping police from taking action against such groups.

The officials said that because of administration's mismanagement the National Action Plan could not be implemented in Gilgit, the city which has witnessed many sectarian festivities in the past.

Defending the release of Hedayatullah, the deputy commissioner said the holy man was no longer associated with a sectarian organization. He said the security agencies had cleared the holy man.

Mr Qadir also said that Hedayatullah and the two other men were released because their arrest could have created a law and order situation in the area.

He said that when police began acting against people collecting hides on the first day of Eid the administration asked seminaries and other organizations to take permission for collecting hides to avert any clash. Permissions were issued to some groups on the same day, but none of them was a banned organization, he added.

India converting LoC into quasi border, UN told
[DAWN] UNITED NATIONS: Pakistain has complained to the UN Security Council that India is building a wall along the Line of Control and plans to convert the LoC "into a quasi international border".

India has dismissed the charge as incorrect and pledged to respond at an "appropriate time".

Indian officials described the LoC as "the boundary between Pakistain and Jammu and Kashmire", increasing Islamabad's fear that New Delhi was quietly trying to change the status of the disputed line.

India also claimed that one of Pakistain's letters to the UNSC was based on a `submission' made by Hizb-ul-Mujahideen chief Syed Salahuddin.

Pakistain rejected the Indian claim, saying that the letters it had sent to the UNSC were based on the information it collected from its own sources.

Pakistain "considers the embankment a permanent structure that will bring about a material change in the territory in violation inter alia of ... Security Council resolution ... of 1948", Ambassador Lodhi wrote.

"The state of Jammu & Kashmire is an internationally recognised disputed territory with a number of United Nations Security Council resolutions on the official status of Jammu & Kashmire awaiting implementation," she said.

Foreign Secretary Aizaz Chaudhry told a Saturday evening news briefing that Pakistain would not tolerate the wall that India was building on the working boundary.

He said the construction would be a serious violation of UN resolutions that "very clearly state that no entity will build any structure or wall at the LoC or the working boundary".

Iraq steps up anti-IS coordination with Iran, Syria, Russia
[AlAhram] Iraq has agreed to set up a cell increasing intelligence coordination with Russia, Syria and Iran in the fight against the Islamic State group, a government front man said on Sunday.

"It's a committee coordinating between the four countries, with representatives of each country, in the field of military intelligence and aimed at sharing and analysing information," Saad al-Hadithi, a front man for Prime Minister Haider al-Abadi's office, told AFP.

He said the cell would focus on "monitoring the movements of terrorists... and degrading their capacity."

A statement from Iraq's Joint Operations Command said the deal with Moscow comes amid "growing concern over the presence of thousands of Russian forces of Evil engaged in criminal acts with Daesh (IS)."

Hadithi would not say whether the new cell had already begun its work.

Baghdad Council announces closure of 60 restaurants because of cholera

[IraqiNews] Health and Environment Committee in the province of Baghdad announced on Saturday the closure of 60 restaurants in the regions of Abu Ghraib and Mahmudiyah west of the capital because of the cholera outbreak, while confirmed that the situation is under control until now.

The Chairman of the committee Nahida al-Tamimi said in an interview for IraqiNews.com that "the authorities proceeded in the closure of 60 restaurants in the regions of Abu Ghraib and Mahmudiyah as a result of cholera outbreak," pointing out that "a number of ice and water shops that have been closed."

Tamimi added that "the registered cholera cases are controlled so far," stressing the need "to supply the villages and areas with clean drinking water."

The Ministry of Health and Environment announced earlier on Saturday, for the registration of 239 laboratory-confirmed cases of cholera epidemic to date in the whole of Iraq.

Peshmerga sapper leads anti-IED effort in Jalawla
[Rudaw] Toufiq Ibrahim Hamaqan looks remarkably relaxed at the end of a day's work.

Sitting outside a restaurant beside the road to Jalawla--the southernmost outpost of Peshmerga controlled territory--the 49-year-old calmly talks about his contribution to the Kurdish war effort: defusing improvised bombs.

Whether to slow the enemy's advance, or to inflict loss of morale and life by infiltrating enemy territory to plant their explosive traps, the jihadists rely heavily on what are in effect homemade mines. Hamaqan leads a unit of 18 men working to clear those deadly devices, which have been the biggest cause of casualties amongst the Peshmerga.

Six of the men are dedicated sappers, who perform the dangerous and nerve-wracking task of deactivating IED detonators or destroying the bombs in controlled kabooms. The rest are support staff. They are often sent into the thick of it.

The team was part of the bloody battle of Jalawla in Diyala province, where the Peshmerga and a Shia militia unit managed to push out ISIS after three months of fighting in November. "ISIS was slipping into the Peshmerga's lines to plant IEDs. We had to be quick to defuse them," Hamaqan told Rudaw. Now entirely in Peshmerga hands, Jalawla shows how thinly stretched Kurdish resources are, he said.

He added that almost a year after the fighting, the town is still packed with IEDs. A sapper team was in Jalawla for a three-month period after its liberation, but months passed before IED clearing work restarted just recently. "It will take another six months to clear it. The war is active in all sectors, that's why we are busy and it takes a long time," Hamaqan said.

Clearing IEDs in urban environments is a tricky and time-consuming task, and it can take three hours to comb through a row of houses 100 meters long in search of explosives. If an IED is found, it takes around an hour to defuse. An elaborately booby-trapped house has to be entered from the roof or a second floor window, and magnifiers are used to detect trip wires "as thin as hair." The commander leads by example, and has by his own account defused around 150 IEDs and blown up a further 85.

He is no newcomer to the deadly world of mines, having been trained as a sapper in Saddam Hussein's army in 1985 and then serving in the Iran-Iraq war. He has since joined the Peshmerga, and is one of a small group of Kurdish mine-clearing veterans that are putting their military experience to use in the current conflict.

Hamaqan said that there are a total of 12 teams clearing IEDs active in the Kurdistan region, each consisting of around 20 to 30 men. Many of these units are headed by veterans of the Iraqi army like himself. Trained to clear conventional mines, experts like Hamaqan have had to adjust quickly to the asymmetrical warfare practiced by their opponents. Much like the Taliban in Afghanistan, ISIS has to improvise to make up for a shortage of sophisticated military technology. Its krazed killer tactics rely on littering the ground in front of them with IEDs, which are produced en masse in specialized bomb-making factories. What ISIS lacks in sophistication it tries to compensate with ingenuity, and its factories pump out a wide array of constantly evolving bombs.

For Hamaqan, who is trained to defuse Cold War-era mines, this variation poses a deadly challenge, as he and his team have to grapple with new fuses and explosive charges. He has won out so far, but four of his men have been killed since Kurdish forces halted the Islamic State's northwards advance last year.
