This is after several similar storms; ground is already saturated. Also, snow levels will rise and be near 7000'for a few hours thus melting snow will add to the valley rain runoff. Above pass levels, especially above 7000', avalanche danger is about as bad as it ever gets as the snow-pack is about double the long term average in the Sierra.

Flouting Congress, DOD, Army maintains military COVID vax mandate on Guard, Reserves

[Just the News] he U.S. Army is continuing to enforce the military's COVID-19 vaccine mandate on the National Guard and Reserves, despite the recent abandonment of the controversial and legally shaky order by Congress and the Pentagon itself.

On Dec. 23, President Biden signed the National Defense Authorization Act (NDAA), the $858 billion defense spending bill repealing the mandate. On Dec. 29, the Defense Department followed suit, rescinding the mandate that has frayed military morale and resulted in the discharge of over 8,000 service members who refused the vaccine.

In rescinding the vaccine mandate, the DOD acknowledged the NDAA requires the Defense Secretary to rescind his Aug. 24, 2021 memo issuing the sweeping order.

Last week, however, the Army issued a new guidance, FRAGO 35, which reads: "The FY2023 NDAA does not address the Secretary of Defense's directive regarding COVID-19 vaccination for members of the National Guard and Ready Reserve (Annex AAAA). Commands will continue to adhere to Annex AAAA and to paragraphs 3.D.21-3.D.23 unless and until Annex AAAA is superseded or rescinded by the Secretary of Defense."

Annex AAAA, according to FRAGO 35, is a Nov. 30, 2021 memo from the Secretary of Defense that requires all National Guard members to be vaccinated, as there were "members of the non-federalized National Guard who remain unvaccinated."

However, the November memo mentioned that the August memo already required "full vaccination of all members of the Armed Forces under DoD authority on active duty or in the Ready Reserve, including the National Guard, who are not fully vaccinated against coronavirus disease 2019 (COVID-19)."

The FRAGO 35 guidance also notes that service members won't be removed from the Army for the sole reason of being unvaccinated.

"Commands will immediately suspend processing and initiating involuntary enlisted separation and officer elimination actions that are based solely on a soldier's refusal to comply with the DOD COVID-19 vaccination order," the guidance reads. "Commands will continue to adhere to other previously published policies regarding the Army's response to COVID-19 pending further guidance."

Rep. Austin Scott (R-Ga.), who serves on the House Armed Services Committee, said in a statement to Just the News on Friday: "The DOD's continued politicization of the COVID vaccine and their disregard for the law will have consequences. I look forward to working with my colleagues to fix this issue for our reservists and National Guard personnel."

Sen. Marsha Blackburn (R-Tenn.), who introduced the measure in the NDAA repealing the vaccine mandate, told Just the News on Monday, "Every single branch struggled to hit its recruitment goals last year, including the U.S. Army, which fell 15,000 soldiers short. Repealing Biden's COVID vaccine mandate on the military will help boost those numbers and keep servicemembers be focused on bolstering our national defense -- not political mandates. We expect all branches to be treated equally and follow the direction of Congress under the 2023 National Defense Authorization Act."

Military attorney R. Davis Younts, who has represented service members in lawsuits challenging the military vaccine mandate on religious freedom grounds, also denounced the Army's interpretation of the mandate's repeal.

"The Army's decision to interpret the NDAA language as not applying to the Guard and Reserve is deeply troubling and a strong indication, that without further Congressional action, the DoD will continue coercive efforts to vaccinate or separate military members," Younts told Just the News on Friday.

The chaos came after a sea of protesters dressed in the green and yellow of the flag flooded into Brasilia’s Three Powers Square, invading the floor of Congress, trashing the Supreme Court building and climbing the ramp to the Planalto.

Brasilia Governor Ibaneis Rocha fired the capital’s public security chief, Anderson Torres, who previously served as Bolsonaro’s justice minister.

The attorney general’s office said it had asked the Supreme Court to issue arrest warrants for Torres "and all other public officials responsible for acts and omissions" leading to the unrest.

Ana Montes: Top spy freed in US after more than 20 years
[BBC] Ana Montes - among the best-known Cold War spies caught by the US - has been released from prison after more than 20 years in custody.

The 65-year-old spent almost two decades spying for Cuba while employed as an analyst at the Defence Intelligence Agency.

After her arrest in 2001, officials said she had almost entirely exposed US intelligence operations on the island.

One official said she was among "the most damaging spies" caught by the US.

Michelle Van Cleave, who was head of counter-intelligence under President George W Bush, told Congress in 2012 that Montes had "compromised everything - virtually everything - that we knew about Cuba and how we operated in Cuba".

"So the Cubans were well aware of everything that we knew about them and could use that to their advantage. In addition, she was able to influence estimates about Cuba in her conversations with colleagues and she also found an opportunity to provide information that she acquired to other powers."

After her arrest, Montes was accused of supplying the identities of four US spies and oceans of classified material. She was handed a 25-year prison sentence, with the sentencing judge accusing her of putting the "nation as a whole" at risk.

However, unlike other high-profile spies caught during the cold war, Montes was motivated by ideology, not personal gain. She agreed to work for Cuban intelligence in part based on her opposition to the Reagan Administration's activities in Latin America.

In particular, a report from the defence department's inspector general found, she is believed to have been angered by US support for the Nicaragua Contras - a right-wing rebel group suspected of committing war crimes and other atrocities in the country.

She was initially approached by a fellow student at Johns Hopkins University in 1984 after expressing outrage at US actions in Nicaragua. She was later introduced to a Cuban intelligence agent and at a dinner in New York City she "unhesitatingly agreed to work through the Cubans to 'help' Nicaragua", the inspector general's report said.

After travelling to Havana the following year for training, she joined the Defence Intelligence Agency, where she would eventually become the organisation's senior analyst on the island's communist government.

For almost two decades she met with Cuban handlers every few weeks at Washington DC restaurants and sent coded messages containing top secret information to them via pager. She received her orders by transmissions sent over short-wave radio.

She was finally detained in September 2001 after US intelligence officials received a tip that a government employee seemed to be spying for Cuba. One of the FBI agents who arrested her said she had appeared stoic upon her arrest.

Montes will remain under supervision for five years after her release and will have her internet usage monitored. She will also be banned from working for the government or contacting foreign agents without permission.

But Pete Lapp, one of the FBI agents who arrested Montes, told CBS News that he thought it was unlikely that she would try to re-establish contact with Cuban agents.

"That part of her life is over," Mr Lapp said. "She's done what she's done for them. I can't imagine her risking her liberty."

Homeland Security develops new portable gunshot detection system

[FoxNews] The Department of Homeland Security said its Science and Technology Directorate has developed a portable gunshot detection system in collaboration with the Massachusetts-based Shooter Detection Systems company.

The department said that the system, known as SDS Outdoor, could provide "critical information about outdoor shooting incidents almost instantaneously to first responders."

The new system is reportedly an enhancement to the commercial, off-the-shelf Guardian Indoor Active Shooter Detection System.

The department said SDS Outdoor uses both the sound and flash of the gunshot to detect and validate each gunshot, in order to drastically reduce false positives.

#8  I was in a city and they had these solar powered device towers w/ microphone clusters setup on the corner. Happened to be a cop on the corner walking his beat. I asked about these device. He admitted, he was bragging, that they were portable gun-shot detecting devices that they were testing.

I thought I had a talker. I asked if the protocol was VOIP? And if they were recording, how long did they keep the recordings. He was not a talker, didnt answer further, and kept his b-line down the street.
