Starting in the 1970s psychology professor Helmut Kentler conducted his "experiment." Homeless children in West Berlin were intentionally placed with pedophile men. These men would make especially loving foster parents, Kentler argued.
A study conducted by the university of Hildesheim has found that authorities in Berlin condoned this practice for almost 30 years. The pedophile foster fathers even received a regular care allowance.
Helmut Kentler (1928-2008) was in a leading position at Berlin's center for educational research. He was convinced that sexual contact between adults and children was harmless.
Berlin's child welfare offices and the governing Senate turned a blind eye or even approved of the placements.

Several years ago two of the victims came forward and told their story, since then the researchers at Hildesheim University have plowed through files and conducted interviews.
What they found was a "network across educational institutions," the state youth welfare office and the Berlin Senate, in which pedophilia was "accepted, supported, defended."
Kentler himself was in regular contact with the children and their foster fathers. He was never prosecuted: By the time his victims came forward, the statute of limitations for his actions had expired. This has also thus far prevented the victims from getting any compensation.
The researchers found that several of the foster fathers were high-profile academics. They speak of a network that included high-ranking members of the Max Planck Institute, Berlin's Free University, and the notorious Odenwald School in Hesse, West Germany, which was at the center of a major pedophilia scandal several years ago. It has since been closed down.
Berlin's senator for youth and children, Sandra Scheeres called the findings "shocking and horrifying."
A first report on the "Kentler experiment" was published in 2016 by the University of Göttingen. The researchers then stated that the Berlin Senate seemed to lack interest in finding out the truth.
Now Berlin authorities have vowed to shed light on the matter.
[NYPOST] The 92-year-old woman who was shoved into a fire hydrant in a random attack on a Manhattan street last week told The Post Tuesday that the ambush has taken a psychological toll on her — and she now fears walking alone in her neighborhood.
"Mostly I’m shaken. My head still hurts where it was bleeding, where I hit the hydrant — or where he hit me, I don’t know," elderly victim Geraldine said in an exclusive phone interview, asking that her last name be withheld for safety reasons.
"Mainly it’s psychological — just the fear of going out on the street," she added.
Geraldine, a Bronx native who has lived in Manhattan for more than 50 years, said she was on her way to Duane Reade when 31-year-old Rashid Brimmage allegedly shoved her to the ground near Third Avenue and East 16th Street Gramercy Park last Friday afternoon.
Geraldine hit her head on a fire hydrant and started bleeding, she said. A passerby saw the assault, called 911 and an ambulance rushed her to nearby Beth Israel Hospital, she said.
The former teacher said her physical wounds were relatively minor and have since healed — but the mental toll has been much more severe.
"This damned guy put me in a state where I’m fearful to walk the streets alone. So my super’s trying to find somebody who will walk me to a park nearby or to the supermarket, that kind of thing. So that’s the problem," she said.
Cops busted Brimmage for the caper Tuesday after Sherlocks released footage of the attack.

The frequent offender has now been arrested 103 times since 2005 for petty crimes and sex offenses, sources said.

Just months later, in July, he was arrested for grabbing a woman’s behind at a Third Avenue deli.
In 2017, he failed to notify authorities that he changed his address and had to register as a sex offender, state records show.
At the time of Friday’s attack, Brimmage had three open criminal cases in the city, according to court records.
A senior law enforcement official tells News 4 Brimmage is a recidivist with 100 prior arrests who has gotten a desk appearance ticket for his most recent ones because of bail reform. He is an NYPD co-response client, which means police have responded with social workers when dealing with him. Brimmage has an extensive history of being emotionally disturbed in police encounters as well.
Police fear Brimmage will receive yet another desk appearance ticket for the latest incident, freeing him to attack at random again, the bigwig said.

A study of Google’s search results found that "top search results were almost 40% more likely to contain pages with a "Left" or "Far Left" slant than they were pages from the right."
Social media is no better. According to a former Facebook insider who was interviewed by Project Veritas, the social media network has an entire set of tools that they use frequently to suppress conservative views and well known conservative leaders. Twitter has begun attempting (poorly) to fact check the President — but not one iota of the volume of fake news about him on their platform. According to OpenSecrets, of all Twitter employees who donated to political causes, 99.8% went to Democrats.
Meanwhile Snapchat (which luckily I can’t imagine having any influence over elections) no longer features any content from President Trump in their "discover" section (a part of the app that usually features contents from news organizations, brands, celebrities, politicians, etc.)
It makes little sense to give our business to social media giants that want nothing to do with us — and finally there’s an alternative.

The thing with Parler and why I don't think it will get the market penetration that twitter gets is because Parler requires you to pair yourself with cell number. For me and others, that right there is a deal breaker. Google Voice Numbers are not accepted.
[UPI] Belgian police released a photo on Tuesday they hope will help crack a cold case in which nearly 30 people were killed during a crime spree in the 1980s.
A judge ordered that the photo of an unidentified man holding a gun and standing in a forest, which was sent anonymously to police decades ago, be released in a new attempt to catch the "Brabant Killers."
Authorities say the man in the photo is wanted for questioning. He's pictured with a semiautomatic SPAS-12 shotgun that was made by Italian firearms company Franchi.
Police say the Brabant Killers committed a series of robberies between 1982 and 1985, during which they killed 28 people and injured 40.
The statute of limitations in the case expires in 2025, prosecutors say.
"The person who gave this photo said that the individual who is on this photo is a very important person in the Brabant Killers case," said Eric Van Duyse, a front man for Belgium's federal prosecutor's office. "Investigators' efforts [to identify the man] since then have come to nothing.
"But since the file was started from scratch, the decision was made to call the public to try to finally find this individual because it is potentially interesting. This is another step in the investigation."
Investigators believe the gang included three men who wore face paint. They are known as "the Giant," "the Killer," and "the Old Man."
Police also want to find another suspect involved in one of the raids, at a Brussels-area supermarket in 1983. Authorities said he is over 6 feet tall and has a wine stain birthmark on the nape of his neck.

An entire regional chapter of Germany’s far-right AfD party has been placed under police surveillance because of its krazed killer tendencies, local authorities said Monday, increasing pressure on the anti-migrant group.
The Brandenburg chapter of the Alternative for Germany (AfD) party is now "a suspicious case and an object of surveillance," said a front man for the region’s interior ministry.
There were "enough important factual indications" to show that the AfD in Brandenburg was "striving against the free democratic order," said Joerg Mueller, the head of the state’s office for the protection of the constitution.
The decision will give the authorities in Brandenburg far-reaching powers to monitor the AfD’s institutions and officials in the state, where the party came second in 2019 elections with 23.5 percent of the vote.
Whatever will the authorities do when AfD comes in first?
Such surveillance is reserved for groups or organizations judged to pose a threat to democracy and the rule of law.
Party co-chief Alexander Gauland said the decision to keep tabs on the group was "wrong."
The move comes three months after the party’s most radical fringe, known as the "Wing," was also placed under police surveillance due to its association with known neo-Nazi ...adherents of a philosophy that was seen even at the time as pure evil, which makes them either consciously and purely evil, or attention-seeking ratbags. Tariffs aren't good for anybody --- if you're talking about trade between free, first-world countries. Otherwise, there are very good arguments for them. I am curious what China is actually thinking. Are they just delusional enough to think that they have enough muscle to win a trade war with the US and EU at the same time as an actual war with India while also strangling what remains of the golden goose that was Hong Kong? A research team at Hadassah-University Medical Center in Jerusalem’s Ein Kerem has discovered what they believe causes coronavirus (aka COVID19 or Chinese Plague) ...the twenty first century equivalent of bubonic plague, only instead of killing off a third of the population of Europe it kills 3.4 percent of those who notice they have it. It seems to be fond of the elderly, especially Iranian politicians and holy men... patients to become seriously ill and even die. They also say they have a way to treat the cause before it’s too late.
At least 30% of patients with coronavirus develop blood clots that block the flow of blood to their kidneys, heart and brain, as well as the lungs, according to international research.
Hadassah researchers discovered that the patients who form these fatal clots have an increased level of alpha defensin protein in their blood, explained Dr. Abd Alrauf Higavi, who directs a lab at Hadassah and has been studying blood clots for 30 years.
"Patients with mild symptoms have a low concentration of alpha defensin," he said. "Patients with strong disease symptoms have high levels. The people who die have very high levels."
The Hadassah team studied more than 700 blood samples from 80 patients who were admitted to the medical center during the first peak of the coronavirus outbreak in Israel. The results show that alpha defensin speeds up blood clot formation, which can cause pulmonary embolism, heart attacks and stroke. In addition, when blood clots form in the alveoli, whose function it is to exchange oxygen and carbon dioxide molecules to and from the bloodstream, this can lead to respiratory distress and eventually intubation.
Multiple studies have shown that around 80% of coronavirus patients who are intubated have died.
Higavi said his team are en route to a solution: administering the drug colchicine to coronavirus patients.
Colchicine is an approved drug used in the prevention and treatment of gout attacks, caused by too much uric acid in the blood.Higavi said they have completed testing colchicine on mice and found that it successfully inhibited the release of alpha defensin. Now, they are waiting for the necessary approvals to test it on human coronavirus patients.
The researcher said that clinical trials would look at use of the drug both for severe cases and administering it to patients with mild or moderate symptoms to see if it will help decrease the chances of their developing a severe case of the disease.
"The drugs available today in the blood-thinning market do not fully address this clotting, since its mechanism differs from the mechanisms for which these drugs currently exist," Higavi said. "Resources should be diverted to finding a suitable drug for coronavirus patients."

The administration briefed news hounds on the broad contents of Tuesday’s EO on Monday evening, which officials said in no way defunds police departments while stopping short of explaining exactly how the components will be enforced. Senior officials later gave the Daily Caller a more detailed understanding of the financial enforcement mechanism.
The three components of the order are as follows:
Creating credentialing and certification programs in every police department across the nation
Information sharing — create a national database that can track officers with excessive use of force complaints so they can’t skip from department to department
Incentivize co-responder programs — have mental health experts accompany officers on responses to non-violent calls involving homelessness, addiction, and other mental health issues
Once Trump signs the order, Barr will directly tie the first two components to discretionary grants awarded by the DOJ’s Office of Justice (OJP). Trump’s FY21 budget requested more than $1.511 billion for OJP’s state, local, and tribal law enforcement grants, with $411.7 million alone going to the Byrne Justice Assistance Grants (JAG) Program.
First, the order dictates Barr certify independent organizations to credential police departments’ professional standards. Credentialing will include use-of-force standards, deescalation technique training, early warning systems for departments to identify personnel issues, community engagement practices and more. Any department that wants to be considered for a federal grant must either be fully credentialed or seeking credentials for the aforementioned programs.
Additionally, departments will only be awarded grants if they report into a new system that captures and shares cases where officers are accused of using excessive force. The order states that Barr and DOJ will be responsible for implementing and maintaining this database with the stated goal of preventing officers who violate use-of-force standards "don’t just leave one job and go to another jurisdiction."
Furthermore, in regard to the third component of the order, Barr will work with Health and Human Services Secretary Alex Azar to rapidly implement co-responder programs. Azar is ordered to submit a report within 90 days with recommendations on how departments may pair social workers with responding officers on non-violent calls involving certain mental health issues, though departments do not appear to be required to implement co-responder programs to receive federal grants.
Senate Republicans, led by South Carolina’s Tim Scott, are preparing their own legislation that would codify some of the programs outlined in the president’s order, including use-of-force standards for chokeholds and the national excessive force database.
