The CDC and the Minnesota Department of Health (MDH) have confirmed a diagnosis of Lassa fever in a person returning to the United States from West Africa. The patient was admitted to a hospital in Minnesota on March 31 with symptoms of fever and confusion. Blood samples submitted to CDC tested positive for Lassa fever on April 3. The patient is recovering and is in stable condition.
"This imported case is a reminder that we are all connected by international travel. A disease anywhere can appear anywhere else in the world within hours," said CDC Director Tom Frieden, M.D., M.P.H.
Lassa fever is a severe viral disease that is common in West Africa but rarely seen in the United States. Seven other Lassa fever cases, all travel related, have been identified in the United States, with the last one reported in Pennsylvania in 2010. Although Lassa fever can produce hemorrhagic symptoms in infected persons, the disease is not related to Ebola hemorrhagic fever, which is responsible for the current outbreak in West Africa.

Not too big of a deal in Kansas, except the two locations mentioned are major travel hubs. Wyandotte is Wichita whichis I-35 which is STL/KC/OKC/TX. Obviously that route also includes Kansas City Kansas which affect STL/KC/Denver I-70.
I also default on let locals do local things, except this is a US Constitution Bill of Rights deal, so good.
Third, looking at the five states mentioned who do allow locality to trump state regulations, I'm convinced this is a good measure.

One could argue that Kansas is not New Jersey, and New Jersey is not Kansas, don't necessarily agree but get the arguement, but allowed rights should be uniform within said state. It would be absurd to mandate that travelers deflate their spare tires before driving around Wichita, or that in Wichita people are not allowed to use public access internet for social media.

Yeah, no kidding there. Gar-un-tee though those two have been discussed, dismissed as not yet. As for absurdities becomeing realities, a year ago a remake of Blazing Saddles was outlandish, today White Chicks is out of the question, a movie about as edgy as a plastic cup of warm milk.

We'll put it in place, work the bugs, and then hopefully have a model where other states where something like this is not overwhelmingly approved (check out the vote numbers) could say, hey this program is already working.
And it should garnish the support of any group which spends a lot of time on the road and/or responsible people. Truckers, retired LEOs and military, traveling disaster related electrical repair crews, special delivery couriers, perhaps even quietly a number of other groups.
Imagine running a freight route from the Chicago docks to Kansas City hub. There are many no good neighborhoods and also lots of remote road. Since the army ousted Morsi last July, the military-installed authorities have blamed the Brotherhood -- now designated a "terrorist" organization -- for violence that has rocked Egypt daily for the past nine months.

[AnNahar] Ukraine's security service said on Saturday it had locked away I ain't sayin' nuttin' widdout me mout'piece! 15 men for allegedly plotting to stage an armed revolt in an eastern region neighboring Russia.
It added it had also seized 300 machineguns, a rocket launcher and numerous grenades from the suspected coup plotter.
The Ukrainian Security Service said the men planned to seize the administration building in the Lugansk region on Thursday, "frighten the local population, and use arms and explosives".
The security agency provided no other details and did not reveal any political affiliation of the suspects.
The heavily Russified eastern regions of Ukraine have been hit by protests since last month's overthrow in Kiev of a pro-Kremlin regime by leaders who are seeking a closer alliance with the West.
Some eastern regions have also sought to stage their own independence referendums similar to the one that resulted in Crimea recently being annexed by Russia.

[DAWN] YouTube will remain blocked in Turkey, despite the end to a similar controversial ban on Twitter, after a court backtracked on an earlier ruling to grant access to the video-sharing site.
The court in the capital Ankara on Friday lifted a March 27 government decision blocking access to YouTube, saying the blanket ban violated human rights ...not to be confused with individual rights, mind you... , and instead restricting 15 videos.
But the court later reversed the decision, saying the block would remain in place until the audio recordings allegedly showing top-level security talks on Syria are removed, Turkey's Hurriyet newspaper reported.
The change of heart comes after Turkey's government complied with a Constitutional Court ruling on Thursday and scrapped a similar ban on San-Francisco-based Twitter.
The microblogging site was blocked by the Turkish Prime Minister Recep Tayyip Erdogan ... Turkey's version of Mohammed Morsi only they haven't dumped him yet... on March 20 after it was used to spread a spate of anonymous leaks implicating his inner circle in corruption.
YouTube was banned in Turkey after the site was used to spread audio recordings in which the voices of senior government, military and spy officials can be heard weighing possible military action inside war-torn Syria.
Both restrictions, the latest steps in Ankara's crackdown on the Internet, have sparked protests from Turkey's Western allies and human rights groups, which have deplored it as curbing the right to free expression.
Washington Friday hailed the court's decision to lift the ban on US-based Twitter and urged the government to "open all social media space in Turkey".
Erdogan, however, slammed ruling, saying he has no "respect" for the court's decision and that "insults to a country's prime minister and ministers are all around".
A damaging corruption scandal fuelled by online leaks -- which Erdogan has blamed on supporters of influential US-based Islamic holy man Fetullah Gulen -- has posed the biggest challenge to Erdogan's 11 years in power.

The house owner was formally arrested, while his wife, daughter and son-in-law were taken into custody for questioning.
Jamshaid and his family were also booked in an attempted murder case lodged by girl Aqsa's father, Abdur Razzaq, of Gulshan-e-Ravi.
A police investigator told Dawn the girl had suffered 30pc burns and was still admitted to the burns unit of Mayo Hospital. He claimed the girl had received burns accidentally when she caught fire while preparing tea.
But, the girl's parents told police Aqsa was initially subjected to torture by the entire family, who also cut her hair, and later set her ablaze over domestic issues.
Aqsa had started working at Jamshaid's house four months ago.
Meanwhile, ...back at the saloon, Butch got the bill for the damage caused by the fist fight, the mirror broken in the shootout, and drinks for everyone...... Punjab Chief Minister Shahbaz Sharif has taken notice of torture and burning of the maid and sought a report from the IGP.

[Egypt Independent] A Chinese patrol ship searching for missing Malaysia Airlines flight MH370 detected a pulse signal with a frequency of 37.5 kHz per second in the south Indian Ocean on Saturday, state news agency Xinhua reported.
37.5 kHz per second is currently the international standard frequency for the underwater locator beacon on a plane's "black box".
A black box detector deployed by the vessel Haixun 01 picked up the signal at around 25 degrees south latitude and 101 degrees east longitude, Xinhua said. It has yet to be established whether it is related to the missing jet.
Xinhua also said a Chinese air force plane spotted a number of white floating objects in the search area.

A home ministry official Saturday confirmed that Paramount's latest big budget film, which has sparked an outcry among Moslem groups worldwide, will not be screened in predominantly Moslem Malaysia.
The film has already angered some Christian institutions in the United States over Crowe's reportedly unconventional portrayal of Noah, who is regarded as an important figure in both Christianity and Islam.
Malaysia's home ministry's Film Censorship Board unit chairman Abdul Halim Abdul Hamid said a decision to ban the Noah film was made about two weeks ago.
"Yes, I can confirm that it has been banned by the board, the movie can cause quite a lot of anger and distress if it is shown in Malaysia," he was quoted as saying by The Malay Mail Online.
Abdul Halim said the main reason for the ban was the portrayal of Noah by Crowe, since Islam forbids visual depictions of any prophet.
Moslems make up 60 percent of multi-ethnic Malaysia's 30 million population, while Christians account for about nine percent.
Neighboring Indonesia, Egypt and United Arab Emirates have banned the film because of scenes they say contradict Islam.
Malaysia has censored other movies on religious grounds in the past, including Brokeback Mountain and The Passion of the Christ.
It has also occasionally pulled the plug on shows by foreign -- usually Western -- artists out of fear of angering conservative Moslems.
Conservatives cry foul over concerts by Western artists whom they accuse of promoting promiscuity, corrupting young people or offending religious sensitivities.
In January, a senior admiral of the Iranian navy announced he was sending two warships "to the United States' maritime borders" in order to send "a message" to Washington.
Adm. Afshin Rezayee Haddad was bluffing. Tehran did indeed dispatch a task force of two rather aged warships—only one of them meaningfully armed.
But the Iranian navy's 29th Flotilla never went anywhere near the U.S. It barely even left Iran's territorial waters.
