Minneapolis Mayor Jacob Frey unveils plan to boost police funding closer to prior levels

The city is a Dem stronghold, so he'll probably be reelected...
unveiled a budget plan Friday that seeks to restore police funding to nearly the level it was before George Floyd's killing.

The mayor's $1.6 billion spending plan, announced during a virtual speech, includes nearly $192 million for the Minneapolis Police Department, whose fate will come before voters in the November election.

"Following the murder of George Floyd, Minneapolis became ground zero in the debate around the future of public safety and a case study in the dangers of grand pronouncements with little planning," Frey said, referring to a pledge some council members made last summer to work toward ending the department.

He said that while the city has invested in other safety programs, "It would be disingenuous to expect these new, complementary programs to succeed simply by breaking down the work of others."

Frey's 25-minute speech touched on a question that has dogged city officials since Floyd's death in May 2020: If they want to build violence prevention and mental health programs, should they use police funding to do that, or draw from other pools of money?

The mayor's speech kicked off a monthslong budget negotiation process that will finish in December, weeks after the election but before the next class of elected officials is sworn in. Besides increased funding for violence prevention, Frey proposed plans to boost affordable housing and programs aimed at cutting carbon emissions.

Policing, though, is the subject that has captured national attention, as people wait to see whether — and how — Minneapolis will fulfill a promise to transform public safety in the wake of Floyd's murder by a police officer.

Policing and public safety have become central issues in the races for mayor and City Council, and political committees campaigning for and against the replacement of the Police Department have brought in more than $1 million this year alone.

To pay for his spending plan, Frey would rely on a 5.45% property tax levy increase, federal American Rescue Plan funds and cash on hand. The city estimates the levy increase would amount to $140 for an owner-occupied home valued at $297,000, $360 for an apartment building valued at just more than $1 million and $186 for a commercial building valued at $529,000.

The Minneapolis Police Department began 2020 with a budget of about $193 million, an amount that was later reduced amid the coronavirus (aka COVID19 or Chinese Plague)

As they settled on spending figures for the police in 2021, Frey and a divided City Council intensely debated whether police funding should be used to increase violence prevention and mental health programs.

They settled on a $164 million police budget for this year — with the caveat that police could access an additional $11 million in reserves if they received approval from the City Council. With that money since released, and American Rescue Plan funding infused, the Police Department now has about $180 million to spend this year.

The government of Canada has expressed its deep concern over the current state of Afghanistan and is trying to provide the vulnerable Afghans with safe places to live.

The announcement comes only hours after the Taliban grappled control over Afghanistan’s 18th province which brought the total geography of the fighters to more than half of the war-battered country.

Canada’s new plan not only includes 20,000 new visas for Afghans who have been forced to flee Afghanistan or are at risk of being killed by the Taliban but also for the Afghans who have already been seeking asylum in the country.

As per the new program, visas will be issued to the refugees who are sponsored by the government or privately and also by those families who have been living in Canada.

The decision over resettling Afghans comes a day after Canada announced to deploy additional troops to Afghanistan to secure the evacuation of its staff from the embassy in Kabul.

As the situation is getting worse with the passage of every single day, Afghans are striving to find any possible way out of Afghanistan to secure their lives.

Afghanistan veterans are 'riveted in horror' by Taliban's 'faster-than-expected' takeover

at a "faster-than-expected" pace, those who served in the war are reportedly "riveted in horror" watching the krazed killer group make gains, and immensely frustrated by the withdrawal that's threatening to undo their 20 years of work, The Washington Post reports.

"It makes me angry, really angry," said Tom Amenta, a retired veteran who was originally deployed in 2002. Afghanistan "has never had a clean solution," he told the Post. "But now that it's gotten hard, we're just going to bounce? It doesn't make it right."

The United Kingdom's Foreign Affairs Select Committee Chair Tom Tugendhat, who also served in Afghanistan, called the withdrawal "wasteful and unnecessary," adding that it's as though the rug has been pulled out from under the Afghan government.

"It's just frustrating," lamented Army veteran John Whalen. "We knew that this would happen. Now, all the people who went and served, are like, 'Why did my friend die?'" Whalen told the Post he asks himself that question, too.

Scott Novak, a former Army medic, added that, as the situation progresses, there's a "lingering sense of sadness" amongst his military friends. "No one's saying, 'Hey, you know, at least we did something.' There's just nothing to really show for it," he explained. "And so, everyone's kind of angry and wondering, why? Why were we even there?"

#1  I am also horrified.

Back in 2001 it seemed that a nationalist govt would provide stability. By 2002, it seemed the Taliban military presence was almost completely gone but they came back and by 2010 the Taliban were a major threat that took 100k American soldiers to defeat. But the defeat wasn't for long and by 2015 or so it was a stalemate with about 10k American soldiers. Trump brought the American force up to about 15k in 2018 but the stalemate continued.

There are so many things about this that piss me off it's hard to focus on just one, but at the top of my current list is the fact that not one person in government is going to lose his phoney-baloney job over this. They might randomly select a lance corporal and bust him down to PFC, but that's it. In fact, they'll probably create a special Afghan Panic Commendation Medal and hand it out to all concerned.

Hacker group, not Israel, behind cyberattack on Iran’s train system – report

A shadowy group — not Israel — was behind a July cyberattack on Iran’s railroad system that according to state media caused "unprecedented chaos" at train stations and reportedly led Tehran to attack an Israeli-owned ship a few weeks later, according to a new report.

The report, released Saturday by the Israeli-American cybersecurity company Check Point Software Technologies, named the Iranian opposition group Indra as the actor behind the attack, which it characterized as having inflicted "nation-state-level damage."

During the July 9 attack, the hackers posted fake messages about alleged train delays and cancellations on display boards at stations across Iran. They also urged passengers to call for more information, listing the phone number of the office of the country’s supreme leader, Ayatollah Ali Khamenei

On the following day, the Iranian transportation ministry said a "cyber disruption" had affected its computer systems, taking down its website and links associated with it.

Check Point said the case highlighted the danger of "a non-state sponsored entity... creating the same kind of havoc" as a state actor with far more resources.

Israel and Iran have been engaged in a years-long shadow war, with Israel allegedly directing most of its efforts — including multiple suspected cyberattacks — at sabotaging the Islamic Theocratic Republic’s nuclear program.

Taliban In Pakistan To Fight for 'Greater Afghanistan'
[LOKMAT] "According to the teachings of Islam, victory of one Muslim necessarily helpful to another Muslim. How Taliban control of Afghanistan will help Pakistani Taliban, time will tell," said the most elusive chief of UN designated terror organisation TTP Noor Wali Mehsud to CNN in an interview.

The dreaded militant leader has a plan in place after the Taliban's takeover of Kabul. He told the channel that the TTP is fighting along with the Taliban in Afghanistan, but the group's main "goal" is to have its "own" independent country.

"Our fight is only in Pakistan and we are at war with the Pakistani forces. We are firmly hoping to take control of Pakistani border regions and make them independent," declared Mehsud from his unclosed hideout in Waziristan near the Durand Line, the disputed border between Pakistan and Afghanistan.

TTP's stated objectives are the expulsion of Islamabad's influence in the Federally Administered Tribal Areas (FATA) and neighbouring Khyber Pakhtunkhwa Province in Pakistan. Besides, the implementation of a strict interpretation of sharia throughout Pakistan, and the expulsion of Coalition troops from Afghanistan is part of the TTP's playbook. TTP leaders also publicly say that the group seeks to establish an Islamic caliphate in Pakistan that would require the overthrow of the Pakistani Government. TTP has historically maintained close ties to senior al-Qaeda leaders, including Osama Bin Laden.

"The TTP is targeting Pakistani Army personnel and CPEC and they are being bolstered by the Afghan Taliban, who want to show their power in territories on both sides of the Afghanistan-Pakistan border to assert its power and influence," says one Pakistani analyst.

Meanwhile, the growing popularity of the Pashtun Tahafuz Movement PTM) is a matter of concern for the TTP and the Pakistani rulers.

PTM is a secular, democratic movement of young Pashtuns demanding restoration of peace and tranquillity in the tribal areas of restive Khyber Pakhtunkhwa and FATA. PTM holds Pakistan Army responsible for gross human rights violations in the garb of successive counter terrorist operations in the tribal areas.

On Tuesday, the PTM, which has strongholds in Pakistan's tribal areas, Khyber Pakhtunkhwa and Balochistan provinces, and parts of Karachi, organised the "jalsa" in support of the peace and stability in Afghanistan
