Afghanistan begs US troops to stay
[Washington Examiner] Afghan President Ashraf Ghani has offered to negotiate ways to minimize the costs of keeping U.S. troops in Afghanistan amid concern that U.S. forces will pull out of the region prematurely, a new report says.

Although Ghani did not include specific proposals for how to cut costs of U.S. troops and contractors in Afghanistan, his letter to President Trump dated Monday says the objective is "maximum effectiveness to aid efficiency." He also requested Trump visit Afghanistan soon to "discuss a mutually beneficial path forward toward lasting peace and increased security for both of our countries and peoples," the Wall Street Journal reports.

Ghani also alluded to media reports that Trump instructed the Pentagon to withdraw half of the roughly 14,000 U.S. troops in Afghanistan in December, although the National Security Council denied that such orders were given.

"While the Afghan government remains a steadfast and committed partner to the United States in the pursuit of our shared security and peace objectives, we are aware of the recent changes in the context of our relationships and a seeming shift in U.S. priorities and objectives in our country and the region," Ghani wrote in the letter.

Although it was uncertain as of Thursday if Trump had received the correspondence, the letter comes after U.S. Special Representative for Afghanistan Reconciliation Zalmay Khalilzad met with the Taliban in Qatar last week.

Khalilzad said over the weekend that discussions with the Taliban in Qatar were " more productive than they have been in the past" and that the U.S. and Taliban agreed on a draft framework that would pull out the U.S. troops from Afghanistan in the future, one of the Taliban’s top priorities.

Turkish Nationals Still ‘Under Police Custody’
More Turkish fussing about Gulenists, one assumes.
[ToloNews] Eight days after police raid on two Afghan-Turk schools in Balkh province, the six Ottoman Turkish nationals are yet to be released and their fate is still unknown, relatives of the Ottoman Turkish citizens acknowledged.

almost 100 teachers, employees and students of the schools including six Ottoman Turkish citizens.

Salih Bayir, Mustafa Alyar, Serat Gunes, Cengiz Karagoz, Cemal Kose and Ismail Kizmaz are the Ottoman Turkish citizens who have been arrested by police.

"Six Ottoman Turkish citizens who were teaching at Afghan-Turk boys’ school in Mazar-e-Sharif city have been in police detention for the past eight days and we know nothing about their fate," said Ahmad Fawad Haidari, deputy head of Afghan-Turk schools.

Maala Alyar, daughter of Mustafa Alyar, manager of Afghan-Turk school, said she and her four sisters and brothers have been born in Afghanistan and his father was just serving at Afghan-Turk school for the past 14 years.

"I ask the president to free Ottoman Turkish teachers. They should resume their work. The teachers should rejoin their families," said Maala.

Zakaria Akhtari, an Afghan-Turk student, said the arrest of the teachers has affected their lessons.

"Raiding and mistreatment are not the solution if government wants to take the management of the school," said Mohabat Akhatari, an Afghan-Turk student.

Balkh police meanwhile said the Ottoman Turkish citizens are in police detention adding that they made the move based on government’s order.

This comes after two Ottoman Turkish citizens and former teachers at Afghan-Turk schools, Yulmaz Aitin and Sami Yaoz, who were under house arrest in Kabul for at least 13 months, were released and were granted asylum in Sweden.

Back in December 2017, Afghan cops raided an Afghan-Turk female high school in Taimani area in Kabul’s PD4 and surrounded the school for at least three hours. The teachers were arrested at that time.

Afghan-Turk schools’ parents associations said two teachers had filed an asylum application to the UN office in Kabul over fear of prosecution in The Sick Man of Europe Turkey

The Ottoman Turkish government had asked the Afghan government to hand over these individuals to Turkey. But there is no extradition agreement between the two countries.

At least 600 boys and girls are enrolled in Afghan-Turk schools in Mazar-e-Sharif city. The management of the schools are supposed to be handed over from Cag Educational Foundation to Ottoman Turkish government, but the students and teachers of the schools are resisting against the decision.

On February 2018, a Memorandum of Understanding was signed between Afghanistan’s Ministry of Education and Ottoman Turkish government, the management of the schools was officially handed over to President Erdogan’s administration.

No More Civilian Rescue Boats Off Libya
[AnNahar] Civilian rescue vessel Sea Watch 3, which was detained in Sicily on Friday, is the latest in a long list of such ships that have been forced or have chosen to stop their work.

Currently only the Libyan coastguard is able to save those migrants colonists floundering in their attempts to reach Europe
...also known as Moslem Lebensraum...
across the central Mediterranean.

Here is a status review of migrant rescue ship organizations:

- GAVE UP -
The main charities trying to rescue migrants colonists off the coast of Libya stopped their efforts in the summer of 2017, after departure numbers fell and the Libyan coastguard intensified threats against the boats they consider accomplices of people smugglers.

Maltese aid group MOAS, which was the first to carry out migrant rescue operations in 2014 and had deployed two vessels, transferred its activities to helping the Rohingya in Bangladesh in September 2017.

Around the same time, Doctors Without Borders (MSF) ended its operations with the Vos Prudence, the largest private vessel deployed off Libya with a record 1,500 people rescued at the same time.

Save the Children ended its search and rescue operations with the Vos Hestia in October 2017.

- STOPPED -
In August 2017, Italian authorities impounded the Juventa, operated by small German aid group Jugend Rettet, after it was accused of helping Libyan human traffickers. The aid group denies the charge.

The Lifeline rescue vessel operated by a German aid group of the same name was impounded on arrival in Valletta, Malta, in June 2018, for alleged registration issues.

Aid groups SOS Mediterranee and MSF stopped search and rescue operations with the Aquarius in December after it was stuck in a French port for two months following the revocation of its registration.

Spain's Proactiva Open Arms in January slammed the authorities' decision to keep the Open Arms ship in Barcelona harbour. The boat was impounded for a month by Italia in early 2018. It was then forced to take rescued migrants colonists to Spain several times after Malta and Italia refused to allow them to disembark.

- PERSEVERING -
The Sea Eye charity from Germany had several vessels impounded during 2018 but deployed another ship, the Professor Albrecht Penck, in December, rescuing 12 migrants colonists. The boat is currently in Majorca and plans to set sail again in around two weeks.

SOS Mediteranee has said it is looking for another boat and flag so it can continue search and rescue operations.

In Italia a collective of associations launched the Mediterranea, flying an Italian flag, mainly to witness the situation for migrants colonists off Libya.

There are also two light aircraft, the Colibri operated by French aid group Pilotes Volontaires and the Moonbird operated by Sea Watch, which overfly the Mediterranean seeking to identify and locate migrant-carrying boats in trouble.

Libyan Muslim Brotherhood had relatively little support from Libyan people: report
[Libya Herald] A report on the Libyan Moslem Brüderbund (LMB) concludes that the LMB had relatively little support from the Libyan people post Qadaffy.

The report "Ghosts of the Past: The Moslem Brüderbund and its Struggle for Legitimacy in post-Qadaffy Libya" authored by Inga Kristina Trauthig and published by Kings College’s International Centre for the Study of Radiclisation (ICSR), was published today.

By tracing and explaining the history of the LMB’s most salient organizational developments, the report examines the ways in which the LMB tried to establish itself as a legitimate political actor with regard to its Islamic credentials in the Libyan political sphere post 2011.

The report does not attempt to foresee the future of the LMB or its offshoot the Justice and Construction Party (JCP), but draws conclusions based on existing opinions of the LMB in the country, the burdens from the past still influencing the LMB, and recent political schemes that have shaped its image.

The report says that after decades operating underground, the LMB tried to establish itself as a legitimate political actor in Libya after 2011 and arrived on the Libyan political stage through the 2012 parliamentary elections.

It points out that due to the intolerance of the Qadaffy regime, the LMB had marginal experience interacting with the local masses compared to its counterparts elsewhere.

The report concludes that movement seems to have failed to achieve its objective of taking power in the country. It says that many observers as well as MB members themselves were disappointed by the election results in 2012 and 2014, which revealed the LMB had relatively little support from the Libyan people.

It points out that the fact that Libya is a majority Sunni country with a conservative society did not translate, somewhat paradoxically, into a conservative Sunni movement, such as the MB, faring as well as many had anticipated, derailing the impression that the whole region was "going Islamist" after 2011.

The report says that the LMB today is still haunted by ghosts of the past, such as the decade-long demonisation of the Qadaffy regime, its exiled organizational structure and, connected to that, its impotence in developing a strong social base in Libya.

The LMB, the report adds, was quick to blame these factors ‐ exacerbated by their opponents’ fearmongering of a purported Islamist takeover ‐ as responsible for the Justice and Construction Party’s (JCP) poor showing in the 2012 election.

However,

it concludes that these reasons glossed over the LMB’s self-inflicted wounds, such as the Islamists’ inability to unite or to convince major parts of the Libyan population of their political programme.

Nevertheless, the report says that despite the aforementioned points, the LMB in 2018 established itself as a solid political force that has to be reckoned with in the future. This, it concludes, is mainly due to its shrewd manoeuvring and pragmatic choice of alliances.

It stresses that despite the LMB’s lacklustre electoral performance, which supposedly vindicates the proponents of post-Islamism, it is premature to equate the Brotherhood’s electoral setbacks with the end of political Islam in Libya.

However,

political Islam needs to redefine itself conceptually to stay relevant and that the LMB must adapt to a political environment that has been sliding, gradually but steadily, into a battleground for militias in which political institutions constitute simply another means for certain stakeholders to enrich themselves.

The report is critical of the LMB zero-sum approach to politics rather than bridging divides and pursuing compromises. But it concedes that like other political forces in Libya the LMB is hostage to military developments in the country, having to operate in a colossally demanding environment: a country painfully fragmented with political forces incapable of controlling the battleground.

As a result, the LMB is one of many political forces that was reduced to negligible importance and to struggling with the other political forces for relevance and recognition.

Overall, the LMB exhibited a more hawkish and less compromise oriented policy approach than its Tunisian counterpart and, while aiming to grow in importance in the Libyan political sphere, cooperated with some of the more radical Islamist groups.

[Libya Observer] An old woman from the southern city of Sabha has spoken out against the atrocities of warlord Khalifa Haftar’s self-styled army.
If they win battles and have a command structure they're an army. Actually, they're an army just with the command structure and uniforms, according to the Laws of Land Warfare.
The helpless woman spoke about how Haftar’s militia groups stormed her sons’ houses and looted the valuables.

The grief-stricken mom said “Israeli army would not do this if they invaded Libya.”

Security Council on Thursday to turn up the pressure on Houthi

The Yemeni government has accused the Houthis of having ties to the Iranian government, which wouldn't suprise most of us. The group has managed to gain control over all of Saada Governorate and parts of Amran, Al Jawf and Hajjah Governorates. Its slogan is God is Great, Death to America™, Death to Israel, a curse on the Jews ...
rebels to uphold a ceasefire deal.

In a letter sent to the council, the three governments accused the Houthis of violating the ceasefire in the port city of Hodeida 970 times since it came into force on December 18.

They asked the council to "impress upon the Houthis, and their Iranian backers, that they will be held responsible if their continued failure to comply... leads to the collapse of the Stockholm agreement," said the letter seen by AFP.

Yemen's government and the Houthis agreed to the ceasefire and a redeployment of forces from Hodeida during UN-brokered talks in Sweden last month.

But deadlines for the pullback of forces and a prisoner swap have slipped, fuelling worries that the Stockholm agreement may be in jeopardy.

UAE minister of state for foreign affairs Anwar Gargash met with UN Secretary-General Antonio Guterres on Thursday to discuss problems in implementing the Stockholm deal.

Turkey Charges U.S. Consulate Employee with Espionage
[AnNahar] A Ottoman Turkish court on Friday accepted an indictment charging a local employee of the U.S. consulate in Istanbul with espionage and attempting to overthrow the government, state media reported.

Metin Topuz, who liaised with the U.S. Drug Enforcement Agency for the American mission, is accused of having links to U.S.-based Moslem preacher Fethullah Gülen
... a Turkish preacher living in Pennsylvania whom the current govt of Turkey considers responsible for all the ills afflicting Turkey and possibly the entire world...
Ankara alleges that Gulen ordered a failed coup in 2016, but he denies the claims.

The Istanbul court, which accepted the prosecutor's indictment issued last month, ordered Topuz to remain in jail, state news agency Anadolu said.

He has been in jug since September 2017.

Topuz's trial will begin on March 26 and the first hearing will last three days. He faces life in jail if found guilty.

The consulate employee is suspected of having contacts with former coppers
...the American ambassador at the time explained that was part of Mr. Topuz’s duties...
and a prosecutor on the run accused of links with the Gulen movement, Anadolu reported.

The agency added that the indictment claimed Topuz had "very intense contacts" with former police chiefs involved in a 2013 probe into corruption allegations that affected government officials at the time.

Ankara has dismissed that investigation as an attempted "judicial coup" against the government by the Gulen movement.

Topuz had been at the center of a visa row between Ankara and Washington in late 2017 after his arrest.

-U.S. relations have been strained in recent years over multiple issues including the U.S. refusing to extradite Gulen.

There was also a bitter row last summer over the detention of an American pastor, but tensions eased after his release in October.

The court's decision comes a day after a judge in the southeastern city of Mardin convicted a former local employee of the U.S. consulate in Adana, southern Turkey. Hamza Ulucay was found guilty of helping outlawed Kurdish bad boys, and sentenced to four years and six months in jail.

But the Mardin court ruled he be released because of the time he had already served in jail since March 2017.

Russian minister's remarks on Daesh militant movements from Pakistan 'slip of tongue': foreign ministry
[DAWN] The Russian Foreign Ministry on Friday dismissed Deputy Minister of Internal Affairs Igor Zubov's recent remarks about the alleged movement of ISIS holy warriors from Pakistain to Tajikistan via helicopter as a "slip of tongue", Radio Pakistain reported.

Zubov had reportedly said on Jan 28 that fighters with ties to the krazed killer Islamic State

The Russian official highlighted the "great contribution" made by all countries bordering Afghanistan, and said that Moscow will serve as a reliable partner in every effort to ensure security of borders, according to Radio Pakistain.

Asia Bibi's lawyer seeking European passport
[PULSE.NG] The Pak lawyer who secured the acquittal of a Christian woman facing the death sentence for blasphemy is himself seeking protection from European governments, his French lawyer told AFP on Friday.

He returned to Islamabad on January 26 to defend Bibi as she faced another appeal of the supreme court's decision, which was rejected on Tuesday.

Bibi, who has been detained in protective custody, is expected to leave Pakistain as well to seek asylum in a North American or European country, and unconfirmed reports have said her children are already in Canada.

The country's foreign ministry confirmed Thursday that Bibi was free to leave the country after her years-long legal ordeal, which drew worldwide attention to religious extremism in Pakistain.

Even unproven accusations of blasphemy in Pakistain have caused lynchings and murders.

Religious groups have said "they would kill her despite the judgment of the Supreme Court," Mulook said after the court's decision Tuesday. "Therefore, I think she should leave the country."

PLO factions: We won't participate in a new PA government
[Jpost] Two PLO groups announced on Tuesday that they will not participate in a new Paleostinian Authority government because it will deepen divisions among the Paleostinians and consolidate the split between the West Bank and Gazoo Strip.

The announcement came shortly after Prime Minister Rami Hamdallah submitted the resignation of his government to PA President the ineffectual Mahmoud Abbas

Iran scaling up uranium production and mining, atomic chief says
[IsraelTimes] Ali Akbar Salehi, head of Islamic Theocratic Republic’s Atomic Energy Organization, says country is set to produce 300 tons of yellowcake per year.

Iran announced that it is producing large amounts of yellowcake, a precursor to enriched uranium, and has shipped two batches of the material to a uranium conversion facility.
That kind of thing is pretty easy to bomb into rubble, right?
Ali Akbar Salehi, head of the Atomic Energy Organization of Iran, said the Islamic Theocratic Republic was ready to increase its production of yellowcake to 300 tons per year over the next five to six years, and had shipped 30 tons on yellowcake from the Shahid Rezaeinzhad Industrial Complex in the central province of Yazd to a conversion facility in Isfahan province, according to Iranian media reports on Wednesday.
How about that — better to bomb it or send computer viruses to make the centrifuges destroy themselves?
Salehi delivered the message to Iran’s Channel 2 news from the production complex.

"Today, we are witnessing the completion of an important link: uranium production," Salehi said, according to a translation by the Washington-based non-profit Middle East Media Research Institute. "This is our first plant of a large scale, and we are using the latest technologies."

Salehi said that the new facility was at full capacity, that Iran was extracting uranium from a mine in Yazd province and other still-unidentified mines, and had discovered large amounts of the material in the country through aerial surveys.
Mines are just great big holes in the ground, sort of like tunnels, right? Israel has been having fun with tunnels recently...
He said they were planning on building additional plants similar to the Shahid Rezaeinzhad Industrial Complex in the same province.

Yellowcake is a uranium concentrate in powder form and an early step in uranium processing. It is produced by mining uranium ore from rocks and separating the uranium from the rocks by bathing them in acid. The yellowcake can then be converted, enriched to raise its purity, and then used for weapons or energy production.

Last month, Salehi said that Iran had deceived nuclear inspectors by quietly purchasing replacement parts for its Arak nuclear reactor while it was conducting negotiations for an international agreement under which it knew it would be required to destroy the original components.

Salehi recalled that during talks for the so-called Joint Comprehensive Plan of Action, the 2015 deal that lifted sanctions on Iran in return for it dismantling the weapons-capable parts of its nuclear program, Iranian Supreme Leader Ali Khamenei warned his country’s negotiators that he expected Western parties to renege on the agreement.
Liars naturally expect lies.
"When our team was in the midst of the negotiations, we knew that [the Westerners] would ultimately renege on their promises," Salehi said. "The leader [Khamenei] warned us that they were violators of agreements. We had to act wisely. Not only did we avoid destroying the bridges that we had built, but we also built new bridges that would enable us to go back faster if needed."

Salehi insisted that such subterfuge did not indicate that Iran was or is seeking nuclear weapons, as the Trump administration and Israel insist.
No, no! There is some other perfectly logical reason why a country would refine 1500+ tons of uranium-containing yellowcake.
Iran’s plan was to modernize the Arak reactor, which was based on an old Russian design, and use the new facility to produce reduced quantities of plutonium that would be used for nuclear fuel, but not weapons, he said.

pulled out of the nuclear deal in May last year but the other signatories, Britannia, La Belle France, Germany, Russia, China and Iran have all agreed to try to keep the pact alive on their own. Trump insists the original agreement did not go far enough in curbing Iran’s nuclear weapons ambitions and wants to renegotiate the JCPOA with stricter terms. In the meantime Washington has imposed heavy sanctions on Iran that could weaken the ability of the remaining parties to maintain the deal.

Last week Salehi said Iran has begun "preliminary activities for designing" a modern process for 20-percent uranium enrichment. Restarting enrichment at that level would mean Iran had withdrawn from the 2015 nuclear deal.

Tehran has in the past warned that if the remaining parties are not able to keep up the trade and financial benefits the deal provided, it will also pull out and restart controversial parts of its nuclear program.
