Ethiopian military reaches Garbahaareey
Dozens of Ethiopian troops were rumoured to have arrived today in Garbahaareey district in Gedo region. The troops who have up to 45 war convoys travelled to Garbahaareey in Gedo, where they stationed their soldiers.

On the other hand, in Baardheere district also of Gedo region, there was a public protest held to criticise the presence of the Ethiopian forces in the region. An official from Al-Shabaab, Sheikh Fu'aad Mohamed Khalaf who gave a lecture at the protests conveyed his fury at Ethiopian troops waging war.
Note his concerns. Then kill him.
Ethiopia's army was included in the operation of safeguarding Somalia, under AMISOM for which they received specific instructions to operate in Gedo where some of the region is still controlled by Al-Shabaab.

Sisi to remain Egypt’s defense minister
Egypt's army chief field marshal Abdel Fattah al-Sisi will remain as defense minister in the new government, state TV reported Wednesday.

Egyptian Prime Minister-designate Ibrahim Mahlab also reappointed three ministers in his new government. Interior Minister Mohammad Ibrahim, Oil Minister Sherif Ismail and Planning Minister Ashraf al-Arabi were reappointed on Wednesday but there was no immediate word on who would take the defense ministry, held by army chief Field Marshal Abdel Fattah al-Sisi in the outgoing cabinet.

Egypt's army-backed interim government resigned unexpectedly on Monday. Mahlab was appointed on Tuesday to form a new government. In a press conference held shortly after his appointment, Mahlab said he hopes to form a new cabinet within three or four days.

Mahlab said his cabinet members will be "holy warriors" in the service of Egyptians and added that restoring security in the country will be a top priority.
Maybe the last thing you guys need is more 'holy warriors'. Just sayin'...
"We will work together to restore security and safety to Egypt and crush terrorism in all corners of the country," he said.

Mahlab, a former official in deposed President Hosni Mubarak's National Democratic Party, is a civil engineer who formerly served as chairman and CEO of Arab Contractors Company, a large Egyptian civil engineering firm.

C.Africa Leader Urges International Troop Crackdown on Sectarian Violence
[An Nahar] The Central African Republic's interim president on Wednesday called on French and African troops in her country to make full use of their U.N. mandate to sideline rogue elements creating havoc in the troubled nation.

The escalating Christian-Moslem violence in the CAR was "being used by people who are not interested in restoring stability", interim president Catherine Samba Panza told a presser, a day after French politicians extended their country's military operation in the country.

Under U.N. resolution 2127, which was adopted in December, international forces are to restore public order and security in the former French colony.

The CAR's Moslem minority has been blamed by many Christians for the violence that followed a March 2013 coup which saw Seleka leader Michel Djotodia become the country's first Moslem leader.

Move to deter Bahrainis from fighting abroad
Bahrain moved on Wednesday to deter its citizens from joining fighters abroad, especially in Syria.
Better to let them go to Syria and ensure that they die there...
The Interior Ministry said in a statement that it has proposed an amendment to the anti-terror law. The ministry has prepared the draft to amend the provisions of the law to protect the community against terrorist acts and to further deter any citizen from committing acts of mass violence or join in fighting outside Bahrain.

The ministry will take all necessary steps to refer the amendment to the cabinet to put constitutional and legal measures in place, the statement said.

The ministry asserted that it is following with great concern the developments in Syria and maintained that some Bahraini citizens went there to join the fighting. It will take all legal steps against those who are involved. The Ministry affirmed that any citizen who cooperates with or joins any society, authority, organisation, gang or group based outside Bahrain that endorses terrorism or provides training to commit a terrorist act faces up to five years in jail.

It will order more investigations and searches to track and arrest those who have travelled abroad to join in fighting either through inducement, agreement or assistance. A travel ban will be imposed on such persons and they will be referred to the Public Prosecutor. It will monitor social media accounts and websites that offer inducement, recruit fighters and check all financial transactions, donations and assistance for such purposes and arrest those involved.

Since 2012, four Bahraini youth aged between 17 and 20 died in Syria.

Quiet London Schoolboys Turned into 'Soldiers of Islam'
[An Nahar] The murderers who hacked British soldier Lee Rigby to death were both Londoners from devout Christian Nigerian families who became self-styled "soldiers of Islam" intent on martyrdom.

Michael Adebolajo and Michael Adebowale butchered Rigby in order to generate maximum media coverage, be killed by armed police and "gain a place in paradise", judge Nigel Sweeney said Wednesday as he sent them to prison.

Minutes after attempting to behead Rigby in broad daylight on May 22 last year, Adebolajo told horrified onlookers he was "forced by the Koran" to "fight them as they fight us. An eye for a eye and a tooth for a tooth".

Mobile phone footage taken by an eyewitness of Adebolajo ranting, his hands soaked in Rigby's blood, stunned Britannia.

A married father of six, Adebolajo was known to British security services.

Detectives have tried to piece together how he turned from a church-going boy into a Mohammedan radical.

He converted to Islam in 2003 while studying politics at Greenwich University in southeast London and adopted the name Mujahid.

Adebolajo appeared at several public events with members of Al-Muhajiroun, a group founded by banned Islamist preacher Omar Bakri and proscribed under anti-terror laws.

Anjem Choudary, the group's former leader in Britannia, told Agence La Belle France Presse: "He used to attend some of our activities over the years. Very peaceful chap actually, not violent at all, very pleasant."

Adebolajo was "a normal guy", Choudary said, adding: "He used to propagate Islam, (he was) concerned about foreign policy.

"He attended some of the activities, demonstrations, processions, talks.

"We lost any kind of contact with him about three years ago."

In 2006 Adebolajo joined a protest outside the Old Bailey -- the same London court where he himself was convicted -- in support of a Mohammedan accused of calling for the killing of British soldiers.

In a scuffle, he was convicted of assaulting a police officer and received a 51-day jail term.

He and 22-year-old Adebowale owned speeches and books about religious war and martyrdom.

After returning from Kenya in 2010, Adebolajo was approached several times by MI5, Britannia's domestic security agency and, according to his family, reportedly turned down their offer to become a spy and grew frustrated at being "pestered" by them.

Adebolajo's sixth child was born just four days before the brutal attack on Rigby.

Adebowale, whose father, a Nigerian High Commission official, split from his probation officer mother when he was a young boy, was haunted by a 2008 knife attack in which drug-crazed assailants maimed him and killed his best friend.

It found that "systemic, widespread and gross human rights violations have been and are being committed" by North Korea, its institutions and officials.

Police seek permission to operate in tribal areas
[DAWN] The government should devise a line of action about the presence and operations of police in the frontier regions and adjacent tribal areas, said Inspector General of Police Nasir Khan Durrani here on Tuesday.

Addressing a presser at Malak Saad Shaheed Police Lines, he painted a bleak picture of the situation in most of the districts, particularly central and southern districts. Those districts were facing threats owing to presence of faceless myrmidons while situation was improving in Malakand region, he added."There should be a proper mechanism to regulate movement of people from Fata to Khyber-Pakhtunkhwa

," Mr Durrani said. He added that he couldn't say anything about the involvement of foreigners in terrorism, however, Afghans having Pak identity cards were involved in many acts of terrorism.

According to sources in health department, the anti-polio campaign was successfully carried out in all the 65 union councils of district. They added that on the first day on Monday, 0.12 million children were given oral anti-polio drops. The sources said that the health department would achieve its target of vaccinating 0.4 million children during the campaign.

Also in the day, officials of health department and district administration at a joint meeting reviewed arrangements to make the anti-polio drive a success.

The meeting was told that a total of 1,209 teams had been set up to carry out the campaign in all the union councils of district Swat. It was informed that 227 health officials were supervising the campaign.

The meeting was informed that 2,500 personnel were on security duty with polio teams to avoid any untoward incident. The meeting was presided over by Swat assistant commissioner Ashfaq Khan while district health officer Dr Inam and other health officials were also present.

Information Minister Sharjeel Inam Memon said the 'zaliman' had created an atmosphere of fear in Pakistain where neither mosques nor Imambargahs, nor processions of Eid-e-Miladun Nabi and Ashura, schools, police, Rangers and politicians were safe. "Taliban are roots of our all ills who want to impose their evil designs at gunpoint. Time has come for entire Pakistain to rise as one voice."

He said PPP patron-in-chief Bilawal Bhutto-Zardari was the first to challenge the Taliban who had declared that anyone who was Taliban's friend was a traitor.

Nisar unveils national security policy in NA
[DAWN] In order to deal with the menace of terrorism, the government has decided on a major policy shift under which attacks from forces of Evil would be met with an appropriate military response, Interior Minister Chaudhry Nisar Ali Khan told the National Assembly on Wednesday.

Formally unveiling the document of the country's national security policy in the House, Nisar said the direction was agreed upon unanimously, adding that the government had consulted with all political forces for its formation.

Emphasising that the country's political forces should be wary of developing differences on the issue, Nisar said if the state failed to establish peace, little else would matter.

Saying the issue was complicated and its resolution not easy, Nisar said the Parliament should have a single opinion on terrorism.

He urged that instead of being critical of the government, political forces should assist the government in dealing with the issue which had assumed gargantuan proportions.

Nisar said statements issued by the Tehrik-e-Taliban Pakistain should not be accorded much importance, adding that it was not a good idea to give space to the TTP's points of view on each and every issue.

He said the policy document would be handed out to the parliamentarians and appealed that they stand by the government in ensuring security across the country.

He said the policy would be improved step by step and its implementation and effectiveness would be reviewed during the next six months.

The minister said the 100-page policy document comprised of three parts, one of which was secret.

(MENAFN - Qatar News Agency) Richard Falk, UN special rapporteur on human rights in the Palestinian territory, has said in a 22-page statement that Palestinian rights are being violated by Israel's prolonged occupation of Palestinian territory and ethnic cleansing of East Jerusalem. "Through prolonged occupation, with practices and policies which appear to constitute apartheid and segregation, ongoing expansion of settlements, and continual construction of the wall arguably amounting to de facto annexation of parts of the occupied Palestinian territory, the denial by Israel of the right to self-determination of the Palestinian people is evident,", said Falk. "In East Jerusalem, the revocation of residency permits and forced evictions of Palestinian families, as well as targeted demolition of Palestinian homes, amount to a gradual and bureaucratic process of ethnic cleansing,'' he said , according to the Palestinian news agency Wafa.

Falk will present his report next month to the UN Human Rights Council as its special rapporteur on the Palestinian territory, demands that the world court examine whether Israel is guilty of the international crimes of apartheid and ethnic cleansing and urges the UN to investigate corporations that profit from unlawful Israeli activities. "Israel's policies in the West Bank and Gaza Strip appear to amount to apartheid due to its systematic oppression of the Palestinian people and de facto expropriation of their land", added Falk in the final report. Falk's report further recommends that UN member states should consider imposing a ban on imports of produce from Israeli settlements.

Jordan MPs Seek Israeli Ambassador Expulsion, Warn of Peace Deal Review
[An Nahar] Jordan warned Wednesday that it might review a 1994 peace treaty with Israel after Israeli MPs began a debate on allowing Jewish prayers at Jerusalem's sensitive Al-Aqsa mosque compound.

"If Israel wants to violate the peace treaty in this issue, the entire treaty, its articles, details and wording will be put on the table," Prime Minister Abdullah Nsur told Qatar's Al-Watan newspaper in an interview.

Under the peace treaty, Jordan is the custodian of Moslem holy sites in Jerusalem.

Nsur's remarks, quoted by state-run Petra news agency, came as Jordan's parliament passed a motion urging the expulsion of Israel's ambassador to the kingdom, Daniel Nevo.

"Such Israeli attempts would lead to the destruction of the peace treaty as the international community is pushing for peace between Israel and the Paleostinians," government front man Mohammad Momnai told Petra.

"The Jordanian custodianship is not a privilege granted by Israel. It is the Hashemites' historic responsibility that is emphasized in the peace treaty."

Kerry opens door to extended talks for Israeli-Palestinian deal
U.S. Secretary of State John Kerry acknowledged on Wednesday he hopes at best to get Israel and the Palestinians to agree on a "framework" for a peace agreement by April 29, but that a final deal could take another nine months or more, Reuters reported.
Since the last door got slammed shut...
Kerry brought the two sides back into negotiations on July 29 after a three-year gap and, at the time, said that "Our objective will be to achieve a final status agreement over the course of the next nine months."

As that deadline has approached, U.S. officials appear to have scaled back their ambitions, saying they are trying to forge a "framework for negotiations" as a first step though they still hope to hammer out a full agreement by April 29.
Which year?
"For months now, we've been saying we're trying to get a framework. We have understood what we can get within this time period," Kerry told reporters in what appeared to be his most explicit admission that a final agreement is not possible by April 29.

"We are trying to get the framework ... If we have used these seven months thus far to get an understanding of where the parties are and to be able to shape the final negotiation, then we get into the final negotiation," Kerry added.

"So I don't think anybody would worry if there's another nine months, or whatever it's going to be, to finish up but that's not defined yet," he said.

While U.S. officials have declined to say what might go into such a framework, it appears likely to be a sort of outline of possible outcomes on the core issues of borders, security, the fate of Palestinian refugees and the status of Jerusalem.

Kerry, who met Palestinian President Mahmoud Abbas in Paris last week, declined to offer an assessment of where the talks are.

"I wouldn't be pursuing it if I didn't think it was worthwhile," he said. "I hope we are not wasting our time," he said. "I hope very much that we are able to get both parties to do what is necessary to enter the most critical stage of this, which is the final phase, the final status negotiation ... around a framework which is clear and defined."

MILF leader’s arrest labeled ‘bad timing’
Leaders of the Autonomous Region in Muslim Mindanao (ARMM) have joined the Moro Islamic Liberation Front (MILF) in calling for calm after the arrest of an MILF ground commander and his escorts on Sunday. ARMM Gov. Mujiv Hataman said, “Let us continue to preserve the gains of the peace process being undertaken by the government and the MILF. There should not be unnecessary moves that would rock the boat, but instead work for the common good of the Bangsamoro."

Hataman described the incident as “wrong timing, bad timing, when we are already nearing the homestretch of our peace endeavor.”

Chief Supt. Noel de los Reyes, regional police chief, said the police were “carrying out a court order” for Wahid Tundok’s arrest on arson and other criminal charges.

The ARMM governor, who flew in from Manila on Monday, reminded security forces of an existing ceasefire agreement between the government and the MILF that formed truce monitors, such as the Ad-Hoc Joint Action Group, the Coordinated Committee of the Cessation of Hostilities, and the International Monitoring Team.

Mayor Zahara Ampatuan of Sharif Aguak and Datu Saudi Mayor Samsodin Dimaukom visited Tundok at the headquarters of the Army’s 6th Infantry Division, where he is being held. Ampatuan said, “He looks pale, perhaps because of his diabetes and the stress for the unexpected arrest."

Syria Jihadists Lay Down Rules for Christians
[An Nahar] A jihadist group in Syria said Wednesday that Christians in the city of Raqa will have to pay taxes and hold religious rituals behind closed doors, under a set of rules.

(ISIL), listed 12 rules which made up an "agreement" with Christians in the northern city to provide "protection."

The terms, bearing the stamp of ISIL which controls Raqa, were distributed on jihadist forums.

They include a provision that Christians must pay a "jiziyeh" tax, as imposed in early Islam on non-Mohammedan subjects.

It said wealthy Christians must pay up the equivalent of 13 grams (half an ounce) of pure gold, that middle-class Christians pay half that sum, while the poor pay a quarter.

The agreement also demands Christians "do not put on display a cross or anything from their book, anywhere on Mohammedans' path or markets" and that they should not "use megaphones to make their prayers heard."

Christians must also refrain from "holding any of their rituals... outside the church."

The jihadist group demands that Christians follow "rules imposed by ISIL, such as those relating to modesty in clothing."

ISIL is rooted in al-Qaeda in Iraq, which also imposed the jiziyeh tax on Christians after the U.S.-led invasion of 2003.

Raqa was once home to some 300,000 people, and less than one percent were Christian. Many Christians fled the city after ISIL started attacking and burning churches.

ISIL also said that Christians "must not restore any monasteries or churches... in their city or elsewhere in the vicinity."

Christians must not carry arms, it said, warning that offenders of the rules would suffer "the fate that the people of war and rebellion faced."

ISIL is accused of holding scores of people prisoner, including peaceful activists, rival rebels, foreign journalists and aid workers.

It is facing an all-out war by rival anti-regime forces in other parts of Syria.

On Monday night, "two Israeli raids hit a Hizbullah target on the border of Leb and Syria," a Lebanese security source told AFP.

The National News Agency confirmed the report, adding that the raids targeted the countryside of the Lebanese town of Nabi Sheet on the border.

Prime Minister Benjamin Netanyahu said Tuesday that Israel was doing all that was "necessary" to ensure its security.

"We will not say what we're doing or what we're not doing" to maintain Israel's security, he added.

In late October, media reported that Israeli warplanes struck a Syrian airbase where missiles for Hizbullah were stockpiled.

At the time a U.S. official confirmed to Agence La Belle France Presse an Israeli strike in Syria but did not elaborate.

Zarif rules out formation of Quadrilateral front on Syria
Foreign Minister Mohammad Javad Zarif said on Wednesday that formation of a quadrilateral front comprising Iran, Qatar, Turkey and Iraq on Syria is totally out of question, IRNA reported.

He strongly ruled out involvement of Iran, Qatar, Turkey and Iraq to form a four-nation team to study the Syrian crisis and said Iran believes the crisis in Syria must be resolved through political means.

Iran and Qatar are of the opinion that Syrian crisis has not any military solution, Zarif said. Zarif said that the two countries believe that war in Syria could not be prolonged and that the Syrian people must make decision on their own fate. He said that Iran and Qatar must help the Syrian people end the humanitarian crisis adding that the Syrian issue has brought Iran and Qatar together.
Other than the fact that the two countries are on the opposite sides of the conflict, they're in perfect agreement...
ˈAs the victim of terrorist operations who lost a number of Iranian fellow citizens, Iran believes that all countries in the region should help restore security and strongly deal with terrorism,ˈ he said.

Zarif said that the two sides also discussed issues of mutual interest along with regional developments. To help enhance the level of cooperation between the two countries, Qatar deputy foreign minister is to visit Tehran in the near future, he said.

Syria's starving hordes

A hand-wringing photo essay in the Daily Mail about the sadness in the Yarmouk "refugee center" in Damascus. That's the Paleostinian camp that's been in the middle of a lot of fighting in the on-going Syrian civil war.

Sad pics but consider: these folks, most all of them, chose sides. They've been sitting there instead of getting out. They could have been in Mauritania by now. The UNRWA is simply aiding and abetting this.

Empty the camp, move the refugees away, and solve the problem.
