(Sh. M. Network)-Local businessmen in Somalia's Southern restive town of Afgoye, just 30 kilometers (19 miles) north-westMogadishu, say they are protesting against a widespread robbery by gangs wearing in a government military uniform.
Ali Yusuf, a trader in Afgoye, told Shabelle Media on Wednesday that their commercial shops are at risky for burglars who commit daily and nightly rebbery activities against them.
"We erupted into the streets in the town, to show our complaint of this for the past few days, but nothing has changed so far. Want peace and security from Somali government to sustain our commerce," Mr. Yusuf complained.
On the other hand, Ahmed Mohamed, a security official in Lower Shabelle administration for Somali government, promised to take stiff measures against those committing the robbery and insecurity acts inside Afgoye district.

(Sh. M. Network)-According to Sheik Osman Barre, the district commissioner of Beledweyne, Somali soldiers in Hiiran region not paid for months by the Transitional Federal government.
"Basically, the soldiers operating in Hiiran region have not received their monthly salaries for many months since the start of this year. The troops have achieved to do more over the insecurity in the town," mr. Barre said, while Speaking with Shabelle on phone from Beledweyne.
He called upon the officials of Somali government to pay the regular salaries for the combat soldiers in the region, whom the DC said they are in duty to defeat Al shabab bad boys.

[An Nahar] The leader of Nigeria's Christians called Tuesday on the United States to declare the Islamist group Boko Haram ... not to be confused with Procol Harum, Harum Scarum, possibly to be confused with Helter Skelter. The Nigerian version of al-Qaeda and the Taliban rolled together and flavored with a smigeon of distinctly Subsaharan ignorance and brutality... to be terrorists, but a U.S. official said it was more important to address social inequalities.
In an unusually blunt appeal by a foreigner before the U.S. Congress, the head of the main Christian body in religiously divided Nigeria said that a decision to blacklist three Boko Haram leaders as hard boyz did not go far enough.
Ayo Oritsejafor, president of the Christian Association of Nigeria, said that the U.S. move on June 21 was "the equivalent of designating (Osama) bin Laden a terrorist but failing to designate al-Qaeda a terrorist organization."
Oritsejafor said that the reluctance to brand Boko Haram as hard boyz had emboldened the group, which is estimated to have killed more than 1,000 people since mid-2009 in attacks on Christian and government sites.
"By refusing to designate Boko Haram as a foreign terrorist organization, the United States is sending a very clear message, not just to the federal government of Nigeria, but to the world that the murder of innocent Christians and Mohammedans who reject Islamism -- and I make a clear distinction here between Islam and Islamism -- are acceptable losses," Oritsejafor said.
"It is hypocritical for the United States and the international community to say that they believe in freedom and equality when their actions do not support those who are being persecuted," he told the House Foreign Affairs Committee.
Oritsejafor said Boko Haram sought "an end to Western influence and a removal of the Christian presence in Nigeria," telling the U.S. politicians: "My people are dying every day."
But Johnnie Carson, the assistant secretary of state for African affairs, told the hearing that Boko Haram was not homogeneous and that most of the group had the goal of trying to "embarrass or discredit" the government.
A designation as a foreign terrorist organization would trigger a full U..S government response against Boko Haram, freezing any assets it holds in the United States and making support of the group a crime.
Carson said the terrorist designation made sense for the three leaders -- Abubakar Shekau, Abubakar Adam Kambar and Khalid al-Barnawi -- due to links to al-Qaeda, but that it would be counterproductive to target the entire movement.
"It would serve to enhance their status, probably give them greater international notoriety amongst radical Islamic groups, probably lead to more recruiting and probably more assistance," Carson said.
Carson called instead for a "sophisticated and comprehensive" strategy of improving governance in Nigeria's largely Mohammedan north and curtailing human rights ...which are usually entirely different from personal liberty... abuses.
"Boko Haram thrives because of social and economic problems in the north that the government must find a way of addressing," Carson said.
"A coordinated government effort to provide responsible, accountable governance to all Nigerians, while creating opportunities for economic growth, will diminish the political space in which Boko Haram operates."
Carson also sounded a note of caution on Boko Haram's reach, saying that some Nigerian officials have taken to blaming the group for all incidents in the region that are the work of "criminals and political thugs."
Several politicians of the rival Republican Party have criticized President Barack Obama How's it going, Sunshine?... 's administration for not blacklisting Boko Haram.
Representative Chris Smith, who chaired the hearing, said that Boko Haram had a goal of imposing Islamic sharia law. He questioned the reluctance in targeting "an organization that is claiming responsibility for horrific acts of violence which appears to have at its core a radical Islamic position."

Maria Otero, the State Department's Under Secretary for Civilian Security, Democracy, and Human Rights, delivered a speech entitled "Victims of Terrorism" before 29 members of the Global Counterterrorism Forum, an coalition of countries--not including Israel--that collectively combat terror.
Secretary of State Hillary Clinton ... sometimes described as The Woman to Call at 3 a.m. and at other times as Mrs. Bill, never as Another Daniel Webster ... sparked a controversy in June when she announced the coalition's formation and neglected to include Israel on a list of countries that perpetually struggle with terror attacks. It is widely believed that Israel was overlooked as a member due to the opposition of Turkey, which has increasingly been at odds with the Jewish state.
Congressional sources and regional experts say that the B.O. regime is intentionally downplaying Israel's struggle with terrorism in order to appease and gain the cooperation of Arab nations that are often hostile to the Jewish state.
A congressional source told the Free Beacon Tuesday that the State Department confirmed to inquiring members of Congress that Israel was in fact excluded from the conference.
"The State Department told us that only the 29 original member countries were involved--and that means no Israel," said the source.
During yesterday's gathering, Israel was also excluded again from a list of nations recognized by the U.S. for their efforts to deal with terrorism.
"Last September at the official launch of the Global Counterterrorism Forum, I had the privilege to introduce the premiere of a film 'Hear their Voices', which tells the stories of eleven survivors of terrorist attacks from Pakistain, Jordan, Northern Ireland, Uganda, Turkey, Indonesia, India, Spain, Columbia, and the United States," Otero said before the gathering of nations.
"The film, which was produced by the Global Survivors Network, is a powerful plea for audiences around the world, especially those sympathetic to the grievances expressed by jihad boys, to recognize the human cost of terrorism and I am delighted that our Spanish hosts are planning on showing this film here later this afternoon," she added.
Experts say the omission of Israel was intentional.
"When the administration promised to include Israel in the counterterrorism forum that the United States founded--after Jerusalem's inexplicable exclusion from the initial meeting a month ago--one would think they would be true to their word," said Josh Block, a Democratic strategist and former front man for the American Israel Public Affairs Committee. "Clearly someone failed here. How Israel could be excluded from another meeting of an anti-terror forum that we chair is beyond comprehension, especially one that focuses on victims of terrorism."
"At a time when Romney is challenging the administration's record on U.S.-Israel relations, this error stands out," he added.
"What we're seeing is a trend of Israel being left out of the global discussion on terrorism, while Israel was extremely helpful during the beginning stages of this conversation," said Jonathan Schanzer, vice president for research at the Foundation for Defense of Democracies. "The [Obama] administration is downplaying the struggle that Israel has been enduring."
"I believe to a certain extent, this is due to regional politics, and it's disconcerting to see this change," said Schanzer, who pointed out that Israel is the leading authority on strategies to combat terrorism. "It just looks like a quiet effort to downplay the issue."
The State Department stonewalled news hounds who inquired about the issue during yesterday's daily briefing.
"This is a conference about victims of terrorism. And I'm curious to know why [Otero] doesn't mention Israel or Israelis in her comments talking about victims of terrorism," asked AP news hound Matthew Lee. "Does the administration believe that Israel and Israelis specifically have been victims of terrorism?
"I don't have the details of the Under Secretary's speech," responded a State Department spokesperson, who later promised to seek further details on the matter.

The B. Hussein Obama administration's message to Israel is unambiguous.
[Dawn] Prime Minister Raja Pervez Ashraf Wednesday said that Pakistain took the decision of reopening Ground Lines of Communication (GLOC) in the interest of regional peace, stability and in national interests.
He said that Pakistain is ready to facilitate the transition process in Afghanistan as responsible member of the international community and a neighbour who stands to directly benefit depending upon how situation unfolds in that country.
The prime minister expressed these views while speaking to Cameron Munter, the outgoing US Ambassador to Pakistain, who paid a farewell call on him at the PM House.
The prime minister said that Pakistain supported Afghan-led and Afghan-owned inclusive peace and reconciliation process and extended its unstinting support to the international efforts for peace and stability in Afghanistan. "Despite our own economic constraints, the government has announced financial assistance for Afghanistan to the tune of $20 million," he added.
The prime minister said that despite recent challenges in the bilateral relations between Pakistain and the US, it was matter of satisfaction that things were back on track, thanks to multi-layered engagements between Pak leadership and their American counterpart.

Todenhofer, Ph.D in International Law and former member of the German Parliament, told German TV that he met several al-Qaeda-affiliated groups which are committing violence acts in Syria.
He underscored that the western media outlets are conveying distorted image of the events taking place in Syria.
"The U.S. administration should hold dialogue with the Syrian leadership with the aim of reaching a peaceful solution for the crisis in Syria," Todenhofer said.

Todenhöfer is an interesting case, not your run-of-the-mill moonbat. No need to agree with him but he really DOES go where the bullets are flying.
He also managed to get an interview with Assad and asked surprisingly tough questions.
Whatever he is he tries not to be biased. And frankly, the Syrians should sort this out on their own. We have nothing to gain by an intervention.
Assad said that they had captured Al Quaeda ops in Syria. Todenhöfer asked whether he could talk to them with his own translator and without supervision. Assad said yes. That should be interesting.

[An Nahar] Iran has warned the media against the publication of reports concerning the impact of Western sanctions, urging it to cooperate so that "the country is not hurt," local newspapers reported on Wednesday.
"Our country is not in a position to allow the media to publish (any) news or analysis which is not compatible with the regime's and national interests," said Mohammed Hosseini, the Minister of Culture and Islamic Guidance, whose ministry oversees the Iranian print media and official news websites.
"The situation regarding sanctions and other pressures, especially in economy ... requires more cooperation by the media so the country is not hurt," Hosseini said in comments originally published on the dolat.ir government site.
"Soon we will hold a meeting with the nation's media and economic officials so they are more informed about the current conditions, especially the sanctions, and so that they function by taking into consideration the country's national interest," he said.
The media are closely watched in Iran and the authorities regularly warn against the publication of "negative" information, especially in the economic and social fields, but Hossseini's comments mark the first time a top official has used the impact of Western sanctions to justify media censorship.
The warning follows the slapping by the United States and European Union ...the successor to the Holy Roman Empire, only without the Hapsburgs and the nifty uniforms and the dancing... of an oil embargo against Iran, leading to a substantial decline in exports of crude from which the Islamic republic derives two-thirds of its foreign exchange earnings.
Iran since 2010 has been subject to severe international economic sanctions over its controversial nuclear program, which Western powers believe is masking an atomic weapons drive despite repeated denials by Tehran.
The sanctions are focused mostly on the banking and oil sectors, on which the economy is heavily reliant. Official propaganda however continually asserts that the sanctions are ineffective and that all is well.
Most of the media refrain from publishing information or credible figures on the impact of sanctions, but sometimes they cite statements from business leaders which give some indication that the embargoes are hurting.

In December 2004, reports surfaced that Kofi's son Kojo received payments from the Swiss company Cotecna, which had won a lucrative contract under the UN Oil-for-Food Program. Kofi Annan called for an investigation to look into the allegations, which stirred up the expected cesspool but couldn't seem to come up with enough evidence to indict Kofi himself, or even Kojo... said that the Security Council discussed during a closed session on Wednesday the crisis in Syria and the steps to be taken in the future, and that he briefed the Council on the results of his recent visit to the region and outcomes of the work group which convened recently in Geneva.
In a presser after addressing the Security Council, Annan said that the talks he held in Syria covered the implantation of the six-point plan approved by the Council, and that there were no discussions about "three months."
He said that talks also discussed steps that should be taken in areas witnessing extreme violence into which no humanitarian aid can be sent nor can trapped people leave them, and that the discussions covered steps to affect a ceasefire in these areas with the help of observers, adding that this doesn't absolve any side of their duty towards the ceasefire according to the plan, regardless of the area in question.
Annan said that the members of the workgroup on Syria pledged to maintain constant pressure on all sides of the crisis to implement the Security Council decisions then take steps to end violence in order to launch political dialogue.
He said that Iran and Iraq voiced support for the six-point plan and the idea of a political transition that allows Syrians to decide upon their future, and that the two countries will use their influence to move forward in this direction.
Regarding the future of the UN observer mission in Syria, Annan said this matter is up to the Security Council, explaining that there's a Russian draft resolution in addition to another draft which will be presented by three members according to the British representative, adding that there's also the report of the UN Secretary-General which outlines options about what should be done in the future.
He said that so far, he has not witnessed success in ending violence and he told all governments that and asked them to work together to pressure all sides to support the plan in order to ensure the success of all sides' mutual goal.
Annan said that the Security Council's voice would be stronger if it were united rather than divided, and that the region's government's all voiced mutual interests, adding "we all want to protect the Syrian people, see an end to violence and not have the conflict go out of control or spread in the region."
He said that this calls for working to achieve mutual interests rather than moving in different directions which would make everyone a loser and end up making the Syrians the biggest victims.
On his talks with President al-Assad on appointing a negotiator to talk with the opposition, Annan said that this issue was broached and President al-Assad proposed a name, and that he would like to know more information about the person in question.
Syria's Permanent Representative to the UN Dr. Bashar al-Jaafari and Russia's Deputy Representative Igor Pankin also held similar pressers in New York.

For Tehran, the solution in Syria is not military or security one, rather it is a political solution within the framework of Annan's six-point plan which is the same plan of Hereditary President-for-Life Bashir Pencilneck al-Assad Trampler of Homs... for reforms, said Abdullahian, stressing that Annan's plan can help settle the current crisis in Syria.
He added that the terrorist groups in Syria, which have connections with some foreign countries, are becoming more active, pushing popular demands into the shade.

(SANA) -- Russia's Foreign Ministry stressed Moscow's commitment to peaceful settlement to the crisis in Syria by the Syrians themselves within the framework of Syria's illusory sovereignty, independence, unity and territorial safety.
In a statement issued on Wednesday, the Russian Foreign Ministry said that "Only dialogue between the Syrian government and opposition without pre-conditions can guarantee the rapid cessation of shedding blood and destroying the country, in addition to achieving the aspirations of Syrian people in democratic, free and stable development in line with Syria's unity and the respect of the rights of all religious and ethnic groups there."
The statement added that the Ministry received a delegation from Istanbul Council which held talks with the Russian Foreign Minister Sergei Lavrov and Russian President special envoy to Middle East Affairs and Deputy Foreign Minister Mikhail Bogdanov.

Lavrov Calls on Syrian Government and all Opposition Factions to Start Dialogue
Russian Foreign Minister Sergei Lavrov on Wednesday called on the Syrian Government and all opposition factions to start a dialogue that gives the Syrian people the opportunity to decide their destiny.
Meeting the Istanbul Council delegation visiting Moscow, Lavrov said, "We want to understand the prospects of uniting opposition factions on the basis of dialogue with the Syrian Government according to the plan of UN Envoy to Syria Kofi Annan."
"Supporting Annan's plan emphasizes Russia's commitment to the necessity of ending violence with all its forms and from all sides as soon as possible, as well as moving to a dialogue in which the Syrian Government and all opposition factions take part," Lavrov added.
He pointed out that the Russian side is seeking to get more details on the relationship between Istanbul Council and all other opposition groups, including the opposition inside Syria.
Russian Military Official: The Syrian Army Ready to Counter any Foreign Aggression
Chairman of the Social Council at the Russian Defense Ministry, Igor Korotchenko, said the Syrian Army has strong faith and is well armed, highly trained, coherent and supportive of its leadership and ready to defend its country against any foreign aggression as it is equipped with sophisticated weapons including anti-naval counterforce weapons.
In an interview with Russia Today TV, Korotchenko warned the NATO ...the North Atlantic Treaty Organization. A single organization with differing goals, equipment, language, doctrine, and organization.... of any military venture against Syria, saying "If the NATO tried to use its naval capabilities against Syria, it wouldn't be on an easy picnic."
He called on the alliance to back the political process in Syria and refrain, along with Soddy Arabia ...a kingdom taking up the bulk of the Arabian peninsula. Its primary economic activity involves exporting oil and soaking Islamic rubes on the annual hajj pilgrimage. The country supports a large number of princes in whatcha might call princely splendor. When the oil runs out the rest of the world is going to kick sand in their national face... and Qatar, from providing support and arms to the armed terrorist groups in Syria.
He affirmed that Russia's arms exports to Syria do not contradict international law and are legally based on agreements signed with the Syrian side.
"Russia legitimately provides arms to Syria, whereas the West send arms to the armed terrorist groups secretly and in violation of the international laws which these groups use against the Syrian army and people," said Korotchenko.
He pointed out that Moscow has documented information on the Turkish fighter aircraft's violation of the Syrian airspace through which the Turkish intelligence hoped for getting information on the work mechanism and capabilities of the Syrian air defenses to be made use of by the NATO.
