Police say 48-year-old Faleh Hassan Almaleki of Glendale allegedly ran his daughter down Tuesday at a parking lot in Peoria. The victim, 20-year-old Noor Faleh Almaleki of Surprise, remains hospitalized with life-threatening injuries.

(Xinhua) -- A powerful earthquake struck the Hindu Kush mountains along Afghanistan's northeast border with Pakistan early Friday. God smote them, huh? Prob'ly because they're not religious enough.
"VOTE FAIRLY THIS TIME"
The quake was magnitude 6.2 on the Richter scale, according to the U.S. Geological Survey (USGS), and the epicenter is 70 kilometers far from Feyzabad, capital of Badakhshan province in northeast Afghanistan. "We have a very strong feeling," a resident in Feyazabad told Xinhua by telephone. "Almost all the residents rushed out of houses."
However, local officials refused to speculate on casualties. The quake has also strongly shaken buildings in Afghan capital Kabul and other provinces. Some Kabul residents dashed from their houses in their nightclothes when the houses were shaking. In northern provinces Kunduz and Baghlan, Xinhua reporters said the tremor was strongly felt.
Badakhshan, the most remote area in Afghanistan, is a region prone to earthquakes. Damage reports from this area are often slow because of remoteness and lacking communication facilities. In 1998, a 6.9-magnitude quake in Badakhshan caused mud slides and flooding, killing more than 5,000 people. Another quake left some 1,000 dead in northeast Afghanistan in 2002.

NATO nations have acknowledged that their operation in Afghanistan is not working and have agreed that they need a new approach to seize the initiative from the Taliban, al-Qaeda and their backers.
NATO defence ministers, meeting in Bratislava, Slovakia, backed a plan to shift toward a fully-fledged counter-insurgency strategy but they did not say how they planned to make it work, or commit troops to the move.
However, US Defence Secretary Roberts Gates indicated that a number of his European allies appear ready to provide more resources to carry out the plan, drawn up by the top commander in Afghanistan, US General Stanley McChrystal.
"It does not solve the problems in Afghanistan just to hunt down and kill individual terrorists," NATO Secretary General Anders Fogh Rasmussen said after hosting talks between alliance defence ministers in Slovakia.
"What we need is a much broader strategy which stabilises the whole Afghan society," he said.
"I have noted a broad support from all ministers on this counter-insurgency approach, but let me stress, without discussing the resource implications of these recommendations," he added.
McChrystal's strategy puts protection of Afghan civilians at the epicentre of military action, forcing the fighters - bolstered from rear-bases across the border in Pakistan - to come to the military alliance and its partners.
But while the United States is considering sending as many as 40,000 troops, few others nations have been willing to stump up resources. Britain made a conditional offer of 500 soldiers prior to the talks in Slovakia.
Despite this, Mr Gates said: "I detect a commitment and an energy on the part of our allies ... in terms of their determination to participate with us in Afghanistan and see this through to a successful conclusion."
"There were a number of allies who have indicated they were thinking about or moving toward increasing their military or their civilian contributions or both, and I found that very heartening," he said.
NATO leads a force of about 70,000 troops drawn from 43 nations whose aim has been to foster security, democracy and reconstruction in a country wracked by more than 30 years of war, while US forces separately try to root out al-Qaeda.
But the Taliban and other networks hold the initiative, eight years after the fundamentalist militia was ousted from power, and this in the face of overwhelmingly superior firepower.
Mounting military and civilian casualties in Afghanistan have begun to eat away at popular support for the mission both there and in alliance home nations, and so undermine political will to see the mission through.
For the NATO-led International Security Assistance Force (ISAF) to be able to leave, the Afghan army and police must be built up, with commanders recommending that number be more than doubled to 400,000 personnel.
But ISAF is desperately short of the thousands of trainers who would be needed to prepare what is basically the force's exit strategy.
"Hopefully we'll agree to put more effort into the training area," Danish Defence Minister Soren Gade said at the meeting in Bratislava.
"We agree upon the fact that we need a stronger Afghan footprint all over Afghanistan, especially in the south and the east where there is heavy fighting," he said.
"That is part of our exit strategy to make sure that the Afghan national army can deal with the security problem itself," he said.
A decision on troop reinforcements has been held up by concern over the fraud-tainted Afghan elections, because NATO allies want to be sure they will have a new government they can trust and work with.
The fraud allegations notably hit President Hamid Karzai, and while a second round of voting is due on November 7 it is unclear whether that will restore people's confidence in the whole process.
US Defence Secretary Gates said, however, that a US decision on troops was not far away.
"Probably over the next two or three weeks we're going to be considering some specific options and teeing them up for a decision by the president," he said.

Top provincial election officials are to be replaced to prevent any possible fraud in next month's run-off vote, the UN says "More than half of the district field coordinators are being replaced to prevent any fraud or because there were complaints against them by candidates and observers," said a UN Kabul spokesman, Aleem Siddique.
District election chiefs from 200 out of 380 districts in Afghanistan were fired, Siddique further said on Wednesday.
Afghan President Hamid Karzai agreed to the run-off after the election investigation panel tossed out enough of his votes on Tuesday to cause a run-off against his main challenger, Abdullah Abdullah.
The second round of the disputed presidential election is slated for 7 November amid tight security measures and efforts to prevent any attempts of vote rigging and ballot stuffing.
According to Mr Siddique, all the ballot materials are now in the country and are being packed for distribution to the provinces.
Dr Abdullah, in a press conference on Wednesday, confirmed his 'full readiness' for the second round, adding that he phoned President Karzai and thanked him for accepting the run-off.
The Afghanistan presidential election held on 20 August was tainted by widespread fraud that followed the attempts of Western countries to overcome the crisis.
President Karzai's agreement to go for a second round received a warm global welcoming. US President Barack Obama and UN Secretary General Ban Ki-Moon said the run-off will give more credibility to the government that emerges from the vote.
The Afghan government and the IEC are facing a challenging second round as the harsh winter makes most of the mountainous region inaccessible and the Taliban-led insurgency still remains a major threat to the process.

(Xinhua) -- China will make every effort to rescue the crew and the hijacked bulk carrier, the De Xin Hai, from pirates in the Indian Ocean, Foreign Ministry Spokesman Ma Zhaoxu said Tuesday. Ma told a regular press conference that the Chinese government was closely monitoring developments with the ship. "We did" carries ever so much more weight than "we're gonna."
The Chinese vessel was hijacked by pirates in the Indian Ocean early Monday, with 25 Chinese crew aboard. European Union (EU) naval force spokesman John Harbour confirmed on Monday that the 25 Chinese were taken hostage by Somali pirates, but they seemed to be fine.
Ma said the Chinese Foreign Ministry and other government departments immediately started an emergency response procedure. Chinese embassies and consulates have received instructions to gather and review information about the incident.
Ma said the Foreign Ministry had issued a warning to Chinese ships and citizens to avoid crossing the waters where the hijacking occurred. "We will watch closely developments in the incident and make every effort to rescue the hijacked crew and carrier," Ma said. Not that they really care about the crew, mind you. It's the loss of face at having their ship taken. Somebody's going to become an object lesson, real soon.

The Hijacked Bulk Carrier the DE XIN HAI is confirmed to have arrived off the coast of Somalia and is now in the vicinity of Hobyo.
It is not yet known if the pirates have contacted the owners and made their demands known.

China has vowed to rescue the crew of a coal-laden cargo ship seized by pirates far off the coast of Somalia, but a negotiated settlement is more likely, maritime experts said Wednesday.
Off Somlia, currently China has a couple of frigates, a supply ship and some PLA marine commando teams aboard. The frigates carry a couple of helicopters.
It remains to be seen how much they want the coal carrier back and what price they are willing to pay for it either in ransom or blood.
Reinforcements for the Chinese units are a long way away, unless they seek assistance from other anti-pirate patrol nations, some of which have been more aggressive in their use of force against pirates than others.
There is also the question of whether or not a "big stick" approach will have any effect on future pirate operations against Chinese vessels.
My belief is that the pirates don't really know who owns the ships they pursue, so I wouldn't hold much hope of deterring future attacks by a show of force. Unless, of course, that show of force means taking out the shore side operations of the pirates- which is not likely given the size of the Chinese force.

Others on the list include Tupac Shakur, Pink, Bruce Springsteen and The Bee Gees. It is also alleged that the theme from Sesame Street was played to unnerve inmates.

In reaction to the news, bands such as R.E.M. and Pearl Jam are petitioning the US Government to release a full list of music that has been used as a means of torture in US prisons and military detention centres, CNN reports.
“We have spent the past 30 years supporting causes related to peace and justice. To now learn that some of our friends’ music may have been used as part of the torture tactics without their consent or knowledge is horrific,” R.E.M. said in a statement.
“It's anti-American, period.”
The National Security Archive, who has filed a Freedom of Information request on behalf of the artists, said they have approached several agencies within the US Department of Defence to find out the names of all the artists whose music was used.
Their request asks for the disclosure of documents “concerning the use of loud music during detention and/or as a technique to interrogate detainees at US-operated prison facilities used in its War on Terror at Guantanamo, Iraq and Afghanistan during 2002-the present.”
The Pentagon has not yet responded to allegations of torture involving music, however Joint Task Force Guantanamo spokeswoman Maj. Diana Haynie says that loud music has not been used at the detention centre since 2003.
Former Guantanamo detainee Ruhal Ahmed, one of several who has filed a lawsuit against the US government, says that he was subjected to hours of music abuse.
“It's very scary to think that you might go crazy because of the music, because of the loud noise.”

(Xinhua) -- Palestinian President Mahmoud Abbas will issue a decree on Saturday announcing the Palestinian general elections, since Hamas has not announced a clear acceptance of an Egyptian compromise, a senior official of Abbas's Fatah party said on Thursday.
"The decree will announce parliamentary and presidential elections," Mahmoud al-Aloul, a member of Fatah Central Committee, told Xinhua.
This is going to be delicious, regardless the outcome.
Al-Aloul refused to reveal on which date the elections would beheld, but it could be understood that the elections would not be postponed to June 2010 as the Egyptian proposal suggested.
"Abbas's decision in this issue was made after Hamas refused to sign the Egyptian document, which Fatah has accepted," al-Aloul explained.
Earlier, Fatah leaders have urged Abbas to hold the elections, due in January 2010 according to the law, if Hamas rejected the Egyptian proposal for Palestinian unity.
In his recent visit to Egypt, Abbas "has informed (Egyptian) President Hosni Mubarak about his decision and the Egyptian leadership understood Abbas because the elections are constitutional affair that must be implemented," al-Aloul said.
Elections are the best solution to end the schism after Hamas had thwarted the reconciliation efforts, al-Aloul added.
Hamas, which won the parliamentary elections in 2006, argued that new polls cannot be held before the reconciliation is reached. The Islamic movement, which took control of Gaza by force in 2007,said it needs to modify and add or remove some points from the Egyptian proposal for Palestinian reconciliation.
The proposal calls for delaying the elections to June 2010 to allow Hamas and Fatah restore political ties to their territories after more than two years of cut due to Hamas' violent takeover of Gaza.
If Hamas rejected the elections, it will be unclear how the Gazans will be able to vote.
How about on-line? The results wouldn't be any more corrupt than if they occurred in the analog Gazan world.

Israel and the United States kicked off Wednesday a major air defense exercise that will simulate a missile attack on Israel.
Code-named Juniper Cobra, the two-week exercise is the largest drill ever between the two countries. It is the fifth in a series of biennial exercises and will include about 1,000 American personnel and an equal number of personnel from Israel's military.
Israeli public radio said the U.S. personnel were set to mesh ground- and ship-based missile interceptors like the Aegis, THAAD and Patriot with Israel's Arrow II ballistic shield.
Both nations have denied any connection between the air defense drill and heightened tensions over Iran's nuclear program. Still, Israel radio quoted an unnamed commander as saying that the exercise "served to prepare for a nuclear Iran."
Both the United States and Israel argue that Iran is pursuing a nuclear weapons program, a charge Tehran has repeatedly denied saying it is only seeking nuclear power.
During the two-week exercise, U.S. forces will be deployed to a number of locations in Israel, within the vicinity of civilian areas. The joint exercise will simulate long-range missile attacks on Israel from Iran, Syria and Lebanon.
Experts suggest the war drill will test the two countries' missile defense systems, testing technology that could be used to shield Israel from a potential Iran attack.
In all, a total of 17 U.S. warships have been deployed, equipped with special radar systems capable of detecting surface-to-surface missiles for the exercise. Israeli media reported that the drill will also include the use of X-band radar technology used to spot incoming missiles from miles away. The X-band radar ranges from 8.0 to 12.0 Ghz. Deteriorating ties between Israel and Turkey forced Ankara earlier this month to call off a NATO exercise because of Israeli participation. American diplomats have since then been prodding Turkey to mend relations with Israel, explaining that looming tensions between the once-regional allies was hurting United States interests in the Middle East. The Turks have screwed the US royally in OIF. Now it is Israel's turn to be shafted. Turkey will not become a part of the EU. So their only choice to them, it seems, is to throw in their lot with their ME neighbors, like Syria. Some neighbors.
Turkey has long served as Israel's closest ally in the Muslim world, acting also as a key partner in security, trade and tourism relations. Those relations, however, have soured since the onslaught in Gaza last December.
With the U.S.-Israel drill, said local media quoting Eytan Gilboa, a political scientist at Israel's Bar-Ilan University, the exercise "sends a message to Iran, to Hezbollah and to Hamas that the strategic relationship between the United States and Israel remains solid."

The United States is preparing to send a rare mission to Burma but warns that its bid to engage the military junta after decades of hostility will be "slow and painful."
Kurt Campbell, the assistant secretary of state for East Asia, said a team would head to Burma to follow up on talks last month in New York, which marked the highest-level US contact with the regime in nearly a decade. But in testimony Wednesday before a House of Representatives committee, Campbell cautioned: "We expect engagement with Burma to be a long, slow, painful and step-by-step process."
Wonder if the Chinese made a rapprochement with Burma a condition of their buying dollars ...
A Burma official on Thursday confirmed the "fact-finding" trip would take place next week. But the official gave no further details, saying the visit was still in the planning stages.
The National League for Democracy, the party of detained opposition icon Aung San Suu Kyi, welcomed the planned visit as a "good thing."
"They will also meet the NLD when they come," party spokesman Nyan Win told AFP. "We welcome their visit. We are also hoping that Daw Aung San Suu Kyi will be allowed to meet Mr Campbell."
President Barack Obama's administration last month concluded that the longstanding US approach of isolating Burma had failed to bear fruit but said it would not ease sanctions without progress on democracy and human rights.
In August, Burma's military leader Than Shwe held an unprecedented meeting with a visiting US senator, Jim Webb, a leading advocate of engaging the junta. Webb also met with Suu Kyi. A State Department official, Stephen Blake, quietly visited Burma in March to hold talks with both the junta and the opposition. It was the first trip by a US envoy to the country in more than seven years.
Campbell told the House Foreign Affairs Committee that the dialogue would "supplement rather than replace" the sanctions regime. "We will not judge the success of our effort at pragmatic engagement by the results of a handful of meetings. Engagement for its own sake is obviously not a goal for US policy," he said.
Campbell said that one goal was simply to gain a better understanding of the junta, which he described as "a group of men that have self-isolated themselves."
"In my particular area, the country that we know the least about at a fundamental level, even less than North Korea, is Burma," said the top US diplomat for Asia.
Democratic Representative Joseph Crowley, one of Suu Kyi's top champions in Congress, said he backed the new strategy in part because the Nobel laureate has indicated her support. But Crowley warned: "It is a real possibility that the military regime will try and use ongoing talks to buy time, in order to proceed with a sham election they have scheduled for next year."
The NLD plans to shun the elections, the first since a 1990 vote that the party won in a landslide. The junta ignored that result, and has kept Suu Kyi under house arrest for much of the past 20 years.
Representative Dana Rohrabacher, a conservative Republican, was one of the few to reject the US outreach altogether, questioning whether the Obama administration needs to learn more about the junta.
"With all due respect, we know all about Burma. It's not an unknown quantity. It has a vicious gangster regime, one of the most despicable regimes in this planet," he said. "We are saying that they are a legitimate government to sit down with. They are not."

Russia says it has no plan to restrict its military cooperation with Iran, stressing that Moscow would not allow "competitors a chance to take advantage of the situation".
The announcement came one day after a source, quoted by Interfax news agency, claimed that the Russian government had not received any payments as it had not given its final approval for the sale of the S-300 missiles to Iran yet.
However, Russia's Federal Service for Military and Technical Cooperation said in a statement that Moscow would fulfill its commitment according to its 'international obligations'.
"The Russian Federation implements and plans to further implement the military-technical cooperation with the Islamic Republic of Iran in strict accordance with existing legislation and its international obligations," AFP quoting the service as saying.
The source told the Russian news agency "the contract to deliver S-300 systems to Iran was frozen indefinitely due to an array of circumstances practically right after it was signed".
Moscow signed a contract with Tehran in 2007 to supply the powerful S-300 missiles to Iran.
The S-300 surface-to-air system, known as the SA-20 in the West, can track targets and fire at aircraft 120 kilometers (75 miles) away. It also features high jamming immunity and is capable of simultaneously engaging up to 100 targets.
Israeli and US officials have strongly urged Russia not to supply Iran with the missiles as they allege Tehran has military objectives in its nuclear enrichment program.
Tehran, however, says the only aim of its nuclear program is the civilian applications of the technology. Iran says that it has no use for such weapons as it considers them 'obsolete.'
Thursday's statement said that Russia does not want to become an unreliable partner for Iran.
"We can't give comments regarding concrete plans or obligations with regards to existing contracts as it would mean becoming an unreliable partner (and) give potential competitors a chance to take advantage of the situation," the military service concluded.

The left often nudges words not deeds (see, Obama Nobel prize). If you judge commies and jihadists by their words and not actions the opinions of lefties make more sense.
Oddly they judge conservatives by percieved intent and not really words or actions.

The question that I'm curious about is what the Taliban would compare Chris Matthews to. We all know what he is, but what do radical Islamic groups think of him.
