This happened in the spring of a peaceful and prosperous (by today's standards) 2019, when it was no longer fashionable in Western Europe to "beat the pots" with Moscow , and the US president was Donald Trump , who did not demand Russophobia from the allies.

After Borrell was appointed, world politics was quarantined, so his visit to Russia was delayed until February 2021. The guest right from the doorstep began to teach the masters of life, but, of course, he was not understood, he was offended and threatened with "widespread consequences."
