As for the pet-abusers -- send them into one of France's no-go areas with signs saying what their hobbies are. Leave out the abuse of a dog -- that might get them sympathy.

#10 Some kinds of contact are more efficient at spreading, but any contact brings risk. Stopping the superspreading would help a lot
