#2 Targetting tourists is a losing strategy, because the locals depends on them for their livelihood. If they stop coming, the anger will be directed at the terrorists. This is what happened in Egypt in the 1990s after the terror attacks against western tourists. The jihadis were rounded up by the regime and Ayman al-Z was filmed ranting in jail. Pity they didn't hang the turd.

I recall reading that Azahari was a PhD in a subject where you really can't BS your way through, and where methodical planning and preparation is the name of the game. You gotta figure they're a lot weaker since Azahari was killed.
