#2 "Explosive"? He's enforcing a law on the book since 1996 (Clinton Administration). The Donks had the Presidency, House and Senate under Obama for two years that could have changed that law. They did not.

#4 I missed this, and it's a good start. But NGOs all have battle chests to survive Trump and to carry on their missions during his admin. There was an expectation of funding freezes and they have already war gamed the next four years in their think tanks and consulting groups.
