#7 There's no genuine defense against terrorism because the purpose of the attack is not to destroy any target but the attack itself.

The only antidote strategies are preemption, neutralizing potential terrorists before an attack, and deterrence, a credible promise to retaliate and inflict unacceptable damage on the terrorists' assets.
