#1 if anyone is asking whether Russia could solve their problem by sending more freight by truck, the answer is

not enough drivers, not enough trucks, not enough cargo handling capacity and the roads aren't very good either

#2 Between the need to increase freight movement to support the military, and damage to the lines, and decreased capacity relating Ukraine ops., Russian rail has moved into the red zone.
The Russian rail system never had much slack in the the operation. It now has less than zero.
Empty cars are piling up, not being sent back, so the notional return with load won't happen. This is what happened in California a few years ago.
Good pile up at ports of entry, but can't go anywhere, because there's no way to load them all.
