#10 /\ Perhaps he was given the plans and told precisely what to do with them. If a foreign intelligence service stumbled over the scheme, they would have been obliged to notifiy the US Embassy.

At that point the Cambodian cover for action would have been blown.

#11 ^ Knowing Israel and Iran would just continue tit-for-tat attacks against each other, and the possibility for this to then spiral into a much greater conflict; maybe this guy was sold out, by given him the plans, knowing there was a very high probability he would leak them?

#12 Just hang her from a meathook in the CIA HQ lobby. Let them walk past her everyday as they go to work so they know what the price of treason is. She'll probably last a day or two, they can live with screams and whining.
