#3 Israel did, indeed. The USS Liberty, which for some reason was sent there to collect signals intelligence, inserted itself between two belligerents in the middle of a shooting war without identifying itself instead of standing off at a safe distance, which is just plain dumb. It is tragic that American sailors died as the result of their military and civilian commanders’ refusal to exercise due diligence, but the American side owns at least half of the responsibility.
