I dunno. It's not rocket surgery. Seems like something 1st year engineering students could manage, or even clever high school nerds. You will need to write some custom code, but essentially you are integrating of-the-shelf components - single-board computers computers for management and control, a radio, a drone controller for GPS and waypoints, a camera with computer vision algorithms for target acquisition and homing, servos and motor controllers, etc.

It sounds like a fun project, maybe even better than building autonomous drug-smuggling submarines.
