Historically, the group's operations from resource-limited Afghanistan were devastating; in Sudan, with its abundance of oil, gold and fertile land, their capabilities could be significantly magnified." Doesn't explain the continuous famines, the inability of the nation to feed itself. That the South Sudan has the major oil fields, or that the gold mined reach the international market without ever going through the government. Sudan is an ethnic quagmire and an economic basket case. As was the case in 1991, Al Qaeda is welcome to it. Despite an Islamist military government it couldn't move fast enough to remove itself to Afghanistan in 1996.
