#6 425 km is not a geosynch orbit, so 'positioning' does not apply. If it's a typical recon satellite it's likely in sun synchronous orbit, so it'll get the same sun angle each time its orbit passes over the same strip of land.

#7 Given the periodicy of the orbit, it will still be positioned for EMP effect repeatedly at certain times each overflight of CONUS. Not ideal for EMP threat but possible none the less as a sneak attack option.

#8 The low-rent version of an EMP attack would be a missile with an EMP warhead launched from container ship of the eastern US. I hear the port of Baltimore is nice this time of year. Or was.
