#1 some intel that Russia, having lost lots of hardware in their Crimean ports is building a new port near Ochamchire. This would be in sovereign Georgia on the Black Sea coast but that would be an advantage because Ukraine would be unlikely to hit Russian stuff in a neutral country.

From Google: Ochamchira District is a district of the partially recognized Abkhazia.

Abkhazia is definitely a Russian allied sate.

#4 It is complicated.

Abkhazia is recognized as an independent state by about 6 countries (Russia and some of their allies). All other countries consider it part of Georgia.
