He'll take payoffs from the drug and human smuggling cartels. Then he'll register the ~~immigrants~~ ~~new arrivals~~ ~~aliens~~ colonists to vote. The voter registration will happen automatically at the Department of Motor Vehicles when they get their drivers' licenses.
