#1 It appears the Pashtun are worried that the minorities have been told to toe the Pashtun line, and it isn't working: Badakshan - Tajik; Nimroz - Baluch; Herat - Tajiks, Hazara; Farah - mixed; Badghis - Tajiks, mixed.
