#2 Where did the rest go?

A certain amount must be seized by law enforcement so the government can tell people they are doing something about the problem. It also helps to keep the prices up. The rest goes to, uh, consumers. The profits go to bad, bad people including those in our government who refuse to take the measures like securing the border that really would stop the traffic. The border could be secure, the traffic could be drastically reduced. But that lucre is just too tempting.
