#2 Downloaded the Channel 11 photo to zoom in a bit and I see more tubing than wiring. All the wires appear to be attached to the small free-floating circuit board (which looks like it could be a simple low-voltage valve control of some sort) and not to the taller cylinders themselves. There is a short squat plastic container that I can't really see well though, and can't say if anything was connected to that.

#3 One or more of the connecting hoses is disconnected.

One guess would be a generative dispersal agent overpressured the connective joint.

#4 That is a fair possibility, Skid.

Odd that it would be placed in open-air though, unless it's for testing the new Fauci/Wuhan 4.0 product.
