But looking at Present and Historical Rhine River levels. (EIA.GOV) Then looking at the 1993 Mississippi / Missouri massive flooding and record river lows due to a Drought around 2012.

Basically, I asked was.
Are we looking at a Weather Cycle, Climate ____?, and/or Overuse due to a growing EU population
