#3 Frey's endorsement of Samuels which was synchronized w endorsements of Samuels by several other mayors was made only 6 days before the primary. Many people had voted absentee by then and others missed the endorsements because of other news coverage. Had the mayors endorsed a few weeks earlier, perhaps a different result.
