Without question, this happened. I'm familiar myself with Cleveland and Akron, both of which erased good-sized minority neighborhoods in order to lay down their respective Innerbelts. Akron in particular, there was no two ways about it - the roads could have been built better and cheaper, but they would have gone through white middle-class neighborhoods. (You can also make a case that they didn't need the Innerbelt at all, but that's another argument.)

On the other hand....what can be done about it now? Akron is tearing down part of their Innerbelt, with an aim to making it public land, but they will likely never get enough use out of it to justify the expense. It will make some people feel better, true, but the people who lost their homes and their livelihoods passed long, long ago and are beyond comfort.

#6 Buttigieg is only executing what Congress authorized.

Furthermore, after a year or two, Congress could simply 'take over' the program and earmark projects. It has happened before.

#8 per the statute, eligible recipients must be State, county, municipality, indian tribal govt

it is also an 80% federal share program so the non federal share must come from somewhere

a soft match is allow, e.g., donated labor, so this is squishy but even here the OMB requirements for record keeping, etc. tend to discourage use of soft match (or at least they did during all Administrations before Biden)
