#1 Back before 9/11 the FAA intelligence cell was about 20 people. As an itinerant cargo carrier it was easy to call and find out which direction ground fire was lightest and plan takeoffs accordingly. After 9/11 the cell was flooded with alphabet types and it was almost impossible to get real time usable information to the field
