#6 If they are going to catch and release arsonists and school shooters there's no reason for anyone to be in jail for possession of marijuana. Trafficking / smuggling / financing are where the violence is.

#7 Over the past 10 years, possession of marijuana has been a Federal Crime with essentially no enforcement.

So this is, in practical terms, a no impact bill.
