#1 We had this also happen in Locust Grove GA. in 2017.

From what I see as a common issue is the RR XX being totally unsuitable for Semi's with trailers. Such crossing should be closed, or at the least repaired and properly angled ramps put in place?.

#2 The problem here is that the crossing and immediate entry area are property and responsibility of the railroad, while the road approach is maintained by the local street authority. That's why you have all of these 'hump backed' railroad crossings.
Meanwhile, trailer manufacturers have lowered the bed of most trailers to lower the center of gravity, increase the payload, and increase aerodynamics. It's always somebody else's problem.
