#2 There are at least three people who are showing weapons about the time of the shooting.

It would seem that the photo was probably captured from Capital building surveillance video. If it were video wouldn't it be likely that there are other frames after the frame shown in Photo 3. One might assume it might capture the shooter and shooting at the moment of the shooting. It should provide an accurate timeline of the shooting.

If the authorities play it straight, answer the complaint and aren't a part of a cover-up, it ought to be possible to get to the bottom of this shooting:

But then again, these are not normal times.
