#5 Well KS5344 if it makes you feel better: Certain contractors and building material suppliers, use the SeaBees and engineers for free labor, get some cash to make local business connections and poof hundreds of millions of dollars later minus 10% and they be paid good.

And when its all said and done the politicians still get to play SOCOM and secure the poppy fields and concrete futures of those who donate generously against rivals.
