#6 Iran is currently having a new wave of covid infections, new infections increasing to over 25k per day (official figures) and fatalities to 300/day.

They have vaccinated very few and plan to ramp up production of a domestic vaccine.

Biden will probably offer them vaccines (if he hasn't already) and they will refuse that.

if funds for day care and funds for caregiving for seniors and paid leave for teachers are infrastructure (as says Sen Gillibrand), then bribes for the mullahs may be infrastructure also
