#3 #2 ... It will always be too powerful, that is its nature. Our problem is that its leaders are too corrupt. Elections were supposed to be the solution to corruption but that is now moot according to SCOTUS.

Wait a minute! Ten billion dollars for disk storage? No wonder our government is twenty-some trillion dollars in debt. The potential for graft on a monumental scale is overwhelming when that much money is available.

#5 Even on smaller scales, the potential for graft is part of the human condition. Classical Spartans had a great reputation for uprightness until some of their leadership learned to take bribes.
